In keeping with the spirit of "those at the top lead, those at the bottom follow," and "Party members lead the way, the people follow," which the Central Committee and the City Party Committee have emphasized in their directives on promoting the study and emulation of Ho Chi Minh's thought, morality, and style, in recent times, each Party committee, unit, and organization in Hanoi has developed action programs and applied them to specific areas in learning from and following Uncle Ho.

In the annual thematic study sessions on President Ho Chi Minh, the spirit of setting an example, from small things to big things, emphasizing the pioneering spirit, dedication, responsibility, and devotion to work of cadres and Party members, is always emphasized. Learning and following President Ho Chi Minh's ideology is applied to every field, such as combating bureaucracy, demonstrating responsibility, and maintaining administrative discipline. Many agencies and units have developed specific regulations on ethical standards for cadres and Party members; and researched and developed concrete solutions to enhance the awareness and responsibility of both collectives and individuals.

Agencies and units also review, supplement, and innovate the content of regulations and rules related to the implementation of exemplary conduct; each cadre, Party member, civil servant, and public employee clearly defines their responsibility to set an example in learning from and following President Ho Chi Minh. The heads of Party committees, governments, and units fulfill their responsibility to set an example for cadres, Party members, and the masses to follow.

At the same time, in addition to implementing resolutions and programs of the Central Committee, the City, and Party committees at all levels, each year Party committees and units also select a number of pressing and prominent issues in the fields of ideology, ethics, conduct, work methods, and political task performance to discuss measures for remediation and decisive resolution.

In Hanoi, defining criteria and using citizen satisfaction as a "measure" of the work performance of agencies, officials, and civil servants, many units have implemented specific solutions to regularly listen to citizen opinions, using this as a basis for comprehensively reforming the methods of providing and improving the quality of public services.

Promoting the exemplary role and responsibility of cadres and Party members, daring to think and act, taking on new and difficult tasks; accelerating socio-cultural development, cultural industries, environmental protection, and building civilized cities…

Instilled in practice

It is precisely from the spirit of upholding responsibility and setting a good example that many good models and practices in learning from and following President Ho Chi Minh's example have emerged. In 2025, Hanoi will continue to implement the theme of the year's work: "Discipline, Responsibility, Action, Creativity, Development" and the motto of 3 "clear" aspects: clear procedures for resolving issues, progress, quality, and efficiency of work; clear authority and responsibility; and clear results of inspection, supervision, and handling of heads of departments in the performance of their duties, in conjunction with the thorough implementation of the Prime Minister's directives and Directive No. 24-CT/TU of the Standing Committee of the Hanoi City Party Committee on strengthening discipline, order, and responsibility in resolving issues within the political system of Hanoi City.

Building on the achievements and experiences gained, all levels and sectors are demonstrating their determination to continue promoting innovation and creativity, enhancing responsibility in performing their duties, and joining the whole country in entering a new era of development.

City leaders emphasized the need for innovative thinking and methods in building and perfecting institutions, policies, and management, aiming to both ensure effective state management and encourage creativity, unleashing the full potential of production and unlocking all resources for development; closely adhering to reality, prioritizing the people and businesses, and minimizing resource losses and waste.

All levels and sectors should proactively identify and quickly resolve bottlenecks stemming from legal regulations. They should promote decentralization and delegation of power, coupled with strengthened inspection and supervision, and thorough administrative procedure reform; and urgently implement and complete the restructuring and streamlining of organizations and apparatuses in accordance with the Party's guidelines and legal regulations...

To contribute to the fulfillment of the local and unit's political tasks, effectively address breakthroughs and key pressing issues in practice, in 2025, the study and emulation of President Ho Chi Minh's example will continue to be promoted by units, creating a strong shift from "learning" to "following".

At the same time, in conjunction with the responsibility of setting an example and ensuring that the thoughts, ethics, and style of President Ho Chi Minh truly permeate social life, many units have also particularly emphasized the continued innovation of leadership methods, work style, and conduct, ensuring closeness to the people, listening to and engaging in dialogue with the people; and combating the disease of achieving superficial results and formalism.

Continuing to implement various solutions to enhance the effectiveness and efficiency of the political system, improve the investment and business environment, and raise the awareness, responsibility, and quality of service of cadres, civil servants, and public employees... These are important foundations for the city to achieve its socio-economic development goals and make breakthroughs in the final year of the term.
