The human factor and the role of leadership in digital transformation

In the article, General Secretary To Lam affirmed that it is necessary to: “Have a breakthrough mechanism to attract domestic and foreign talents; build a strategy to develop human resources with knowledge, skills and innovative and creative thinking, meeting the requirements of the digital economy and the Fourth Industrial Revolution”.

Speaking at the program to celebrate the National Digital Transformation Day 2024 on October 12, Minister of Information and Communications Nguyen Manh Hung said: “Digital transformation has become the focus of the Party and State's activities, so there needs to be a strategic breakthrough for digital transformation. That is a breakthrough in digital institutions, digital infrastructure, digital data and digital staff.”

According to Mr. Le Trung Nghia, Association of Vietnamese Universities and Colleges (AVU&C), the National Digital Transformation Program to 2025, with a vision to 2030, aims at the dual goal of developing digital government, digital economy, digital society, and forming Vietnamese digital technology enterprises with the capacity to go global.

To meet the above dual goals, it is necessary to build and enhance digital capabilities for organizations, businesses and citizens to successfully build digital government , digital economy and digital society respectively. Digital capability frameworks need to be continuously adjusted over time and through practical application.

Looking at the world, Mr. Truong Gia Binh said that the world is entering a period of severe shortage of human resources in technology. The world lacks millions of workers in the fields of semiconductors, information technology and software. In particular, the world lacks millions of workers in the field of artificial intelligence. Therefore, the most important issue is the issue of training human resources for digital transformation, and how in the shortest time Vietnam can have millions of workers for the world.

“Billionaire Jensen Huang, CEO of Nvidia, said: When Vietnam does that, it is obvious that Vietnam will be among the most advanced countries in the world. Therefore, it can be said that the nation's rise in this era depends on the success or failure of the education sector. Education must go hand in hand with all strategic changes of the country and must change extremely strongly, with the nature of changing the entire Vietnamese society,” said Mr. Binh.

According to Mr. Truong Gia Binh, the Government has set a target of training 50,000 semiconductor personnel, but how to have enough of these personnel. Moreover, to serve the world, semiconductor personnel must reach millions. Therefore, Mr. Binh believes that in the digital transformation revolution, with the presence of artificial intelligence, we need to review the entire education system in terms of quality and methods of education and training, and must incorporate artificial intelligence into teaching, so that students can learn faster and better.

Regarding the human factor, Mr. Truong Gia Binh added that the experience that FPT shares with many digital technology enterprises is that to transform digitally, it is necessary to grasp the 3H principle (Heart - Head - Hand), to conquer the hearts, minds and hands of everyone. Therefore, it requires leaders to have the highest commitment.

Next, to change the production method, each person must change, apply information technology to work and turn it into people's creations. Therefore, there must be 3C application (Community - Content - Communicate), which means that businesses must create small groups, communicate regularly, and share about how we can innovate.

As the State management agency for digital transformation, Minister of Information and Communications Nguyen Manh Hung said that to change the production method, the human factor is very important. The content of the article by General Secretary To Lam focuses on people, on leading officials, so evaluating the results of digital transformation in a unit must evaluate the leader.

“Digital cadres are first and foremost leaders who must directly direct, directly implement and be proficient in using them. The digital transformation results of units are the criteria for evaluating cadres and leaders,” said Minister Nguyen Manh Hung.

Sharing the same thought, Mr. Nguyen Doan Ket, Vice Chairman of the Board of Directors, Deputy General Director of Rang Dong Light Bulb - Thermos Joint Stock Company emphasized: To successfully transform digitally, we must carry out a profound and thorough revolution in both awareness and thinking about digital transformation, first of all in the awareness and thinking of leaders.

Recently, to train human resources for digital transformation, the Ministry of Information and Communications has built a Massive Open Online Learning Platform (MOOCs) to popularize digital skills for all subjects. From January 1, 2023 to August 15, 2024, the Ministry organized 10 free digital transformation training courses on this platform for more than 81,500 officials, civil servants, public employees and workers in ministries, branches, localities and state-owned corporations and groups. Support 15 ministries, branches and 49 localities to use the MOOCS Platform for free until the end of 2024.

Ministries, sectors and localities have organized 84 courses for more than 173,500 cadres and students. At the same time, the Ministry of Information and Communications is organizing 2 free open courses for Vietnamese people on basic digital skills and information security skills in the digital environment on the MOOCS Platform and conducting digital skills training for members of the Community Digital Technology Group (CNSCD Group) in localities.

To date, the platform has reached more than 28 million course visits. On average, the number of visits increases by 2,000-3,000 per day. This shows that many Vietnamese people have become aware of self-studying digital skills, preparing themselves for the new era.

General Secretary To Lam wrote: “Developing digital citizens, equipping people with the necessary knowledge and skills to effectively participate in the digital economy and digital society, ensuring that no one is left behind”. And this is the first condition for the digital transformation revolution to succeed.
