The construction, upgrading, and renovation of the working headquarters of the commune-level military command (CHQS) in the period 2026-2030 is an important step, creating a solid foundation for military agencies right from the grassroots level.

In Lam Dong province , 82 out of 124 military command units utilize surplus buildings outside the premises of the commune-level People's Committees as their headquarters; 42 out of 124 units are located within the premises but have limited space.

According to Lieutenant Colonel Bien Duc Long, Commander of the Military Command of Ward 3, Bao Loc, the unit is currently using the former headquarters of Dai Lao Commune People's Committee, with an area of ​​1,800 . This area does not meet the new requirements for the headquarters of a commune's Military Command (2,500 - 3,000 ). Furthermore, the existing infrastructure is old and does not guarantee the quality or functionality of a commune's Military Command.

Meanwhile, at the Military Command of Bao Lam 1 commune, the unit is currently using the former headquarters of the Bao Lam District Education Department. Lieutenant Colonel Nguyen Duc Anh, Commander of the Military Command of the commune, informed: “The headquarters was built in 2015 and renovated in 2023, but it no longer meets the functional needs of the Military Command of the commune with its officers, professional soldiers, and a permanent militia platoon of nearly 40 members. The area is insufficient to accommodate a physical training ground, weapons storage, and agricultural production area, so it needs to be repaired and upgraded to meet requirements.”

Major General Dinh Hong Tieng, Commander of the Provincial Military Command, stated that many commune-level military command headquarters currently do not meet the requirements of new tasks. The facilities are dilapidated, lacking offices, living quarters, training grounds, and a system of weapons and equipment storage. Particularly with a 100% regular officer staff and a permanent militia platoon (28 officers per commune), the current headquarters system does not provide the required workspace, living quarters, and weapons and equipment storage facilities. "The construction, upgrading, renovation, and repair of commune-level military command headquarters is necessary," the Commander of the Provincial Military Command affirmed.

Regarding this issue, speaking at the Conference on Reviewing the Operation of Local Military Units of Military Region 7, Vice Chairman of the Provincial People's Committee Dinh Van Tuan also emphasized the issue of infrastructure for commune-level military commands and permanent militia forces. According to Mr. Dinh Van Tuan, due to the unique characteristics of the large area and many complex regions, after reorganization, some commune-level military command headquarters are located far from the center, causing difficulties in command, control, coordination of tasks, and mobility in handling situations at the grassroots level.

Based on a thorough survey of the current situation of commune-level military commands, the Provincial Military Command has developed a draft plan to build 48 new headquarters and upgrade, renovate, and repair 76 existing ones. According to the list of new projects to be started in the medium-term public investment plan for the period 2026-2030 (funded by the state budget), the Provincial Military Command plans to implement the above project with an estimated capital of 487.74 billion VND. The goal is to strive to ensure that by 2030, 100% of commune-level military commands have their own working headquarters, ensuring they are standardized, modern, and meet the requirements for training and combat readiness.

Funding for the project will come from local government budgets, central government budget allocations for national defense purposes, and other legitimate sources. Construction is expected to take place from 2027 to 2030.

The commune-level Military Command must have sufficient land, buildings, and facilities suitable for its specific living conditions and mission. In particular, it must plan for the construction of shooting ranges and training grounds to ensure the training and live-fire testing of all types of weapons in its inventory. The construction and upgrading of the commune-level Military Command headquarters also aims to ensure dual-use functionality: serving both local military and national defense tasks and as a place for evacuation and concentrated accommodation for the people in the event of natural disasters or epidemics.
