In 2024, Phu Ninh district has identified it as a year of accelerated progress, focusing intensely on implementing the goals of the District Party Congress Resolution. In particular, the task of compensation and land clearance is being actively pursued by Party committees, authorities from the district to the grassroots level, and the entire political system to achieve the planned targets.

Currently, Phu Ninh district is implementing 49 projects, of which 14 have been completed, and 35 are still underway. Of the 35 ongoing projects, 19 are key projects (3 have completed land clearance, and 16 are still undergoing land clearance) and 16 are other projects.

Basically, investment projects are progressing according to schedule, such as: The Au Co road renovation, upgrading, and reinforcement project has a total length of approximately 23.34km that the investor requested to be cleared; currently, 19.24km has been cleared and handed over to the investor. The Tuyen Quang - Phu Tho expressway project connecting to the Noi Bai - Lao Cai expressway has a total length of 3.7km through Phu Ninh district; the entire route has been handed over to the investor. The road project connecting from Provincial Road 323 to National Highway 2 has handed over 5.734/6.3km to the investor... From the beginning of 2023 to the present, over 35 hectares have been reclaimed, with a total compensation cost of over 70 billion VND.

Comrade Hoang Van Luyen, Director of the Land Development Center of Phu Ninh District, said: The Center has proactively advised the District People's Committee to consolidate working groups and projects, clearly assigning responsibilities to specific individuals and tasks, and appointing officials to oversee each project. Simultaneously, some commune People's Committee Chairmen have been assigned as heads of working groups for certain projects. The District Compensation and Land Clearance Council has also developed plans and strategies for each specific project. Relevant units proactively update the progress of implementation regularly, reporting any obstacles and difficulties for timely resolution. Local Party committees and authorities have enhanced their sense of responsibility in directing, managing, and implementing compensation and land clearance in the area; mobilizing the strength of political and social organizations and the community to participate in propaganda and persuasion efforts to gain people's consensus and actively cooperate with investors in compensation and land clearance work.

The principle of openness, transparency, and adherence to the law, coupled with ensuring a harmonious balance of interests among all parties, along with decisive and resolute action, has been effectively applied by Phu Ninh district in land clearance work. Under the decisive and close guidance of the Steering Committee for Key Projects, since the beginning of the year, the Land Fund Development Center has advised the District People's Committee to organize the enforcement of 5 cases, including 2 cases of mandatory inventory enforcement and 3 cases of land recovery, belonging to the following projects: Dong Tram Quan Urban Area, investment in the construction of a clean water supply system in Le My commune, investment in the construction of the Tuyen Quang- Phu Tho expressway connecting to the Noi Bai-Lao Cai expressway...

In the coming period, to effectively carry out compensation and land clearance for key projects, Phu Ninh will continue to strengthen the decisive and comprehensive leadership and direction of the District Party Committee, District People's Council, and District People's Committee; and enhance the responsibility of the heads of local Party committees and governments in land management and construction management in the locality immediately after the land use plan and scheme are approved.

Implement a fully transparent and open process from land use planning, notification of land acquisition, inventory... to the completion of land clearance. Regularly innovate the methods of disseminating information on state policies and laws, and provincial regulations on planning, projects, land policies, and land clearance...
