Creating the premise for a Hai Phong to develop strongly, sustainably and inclusively(*)

After a period of serious, responsible and effective work, the Hai Phong City Investment Promotion Conference 2025 with the theme "Hai Phong - Strategic destination of the new era" was a great success.

On behalf of the leaders of Hai Phong City, I would like to sincerely thank the President, leaders of the Party, State, National Assembly, Government; leaders of central departments, ministries and branches; Ambassadors, international organizations, domestic and foreign investors for attending the conference.

The Hai Phong Investment Promotion Conference 2025 took place at a time of special significance: The revolution of streamlining the organizational apparatus, rearranging the country according to the Resolution, the conclusion of the Party and the State, headed by General Secretary To Lam, has achieved important results. The two-level local government apparatus has officially operated; the city has just been honored to be awarded the title "Heroic City" on the occasion of the 70th anniversary of Hai Phong's liberation.

In particular, the historic merger between Hai Duong and Hai Phong has brought the city to the third position nationwide in terms of economic scale, becoming a dynamic, potential megacity with large development space and affirming its role as a strategic growth pole of the whole country.

In recent times, with the attention of the Central Party Committee, the National Assembly, the Government, the support of central ministries and branches, and the outstanding efforts of the entire political system, Hai Phong is the only locality with a double-digit growth rate for 10 consecutive years. The city has all 5 types of transportation: road, sea, air, rail and inland waterway. Hai Phong has always been the leading attractive investment destination in the region with over 1,900 FDI projects from 44 countries and territories with a total registered capital of more than 48 billion USD, accounting for nearly 10% of the total accumulated FDI capital nationwide. In addition, domestic investors have also made worthy contributions with the presence of important projects from big brands such as Vingroup, SunGroup, Kinh Bac, Hoa Phat, Geleximco, etc. with the capital of approved investment projects in the first 6 months of 2025 alone reaching over 200,000 billion VND. That reflects the strong confidence of the domestic and international business community in the development prospects of Hai Phong.

With the theme “Hai Phong - Strategic destination of the new era”, today's conference was a great success, leaving important marks such as:

Firstly , the Conference was honored to have President Luong Cuong, representing the Party and State leaders, attend and deliver an important speech on the city's upcoming development path; at the same time, it is a great source of encouragement for the domestic and foreign business community. The Party Committee, government and people of the city respectfully accept, study and effectively implement the President's guidance in the new journey.

Second , at the Conference, the Vice Chairman of the National Assembly presented Resolution No. 226 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City. In particular, the Resolution allows the establishment of a Free Trade Zone in Dinh Vu - Cat Hai Economic Zone and the Southern Economic Zone along with the Specialized Economic Zone in the West of the city to be established in the near future, with outstanding mechanisms, creating the most open and attractive investment environment in the country.

Third , the conference was attended by many ambassadors, representatives of diplomatic agencies, international organizations, and the business community that are members of the APEC Forum. This is a clear demonstration of Hai Phong's growing stature on the global investment map in Vietnam's new era.

Fourthly , at the Conference, the city granted Investment Registration Certificates to 32 projects and signed 7 investment cooperation memorandums with a total registered and committed capital of over 15.6 billion USD. This is a solid foundation for Hai Phong's breakthrough development in the coming time.

Fifth , the Conference not only marked outstanding results in investment promotion but also affirmed the high consensus between the city and the business community on the development vision in the new era: taking planning as the foundation; infrastructure as the driving force; human resources as the key and social security as the consistent goal. This is the basis for quickly shifting from strategic orientation to specific action; from commitment to real results; creating the premise for a Hai Phong to develop strongly, sustainably and inclusively.

Dear leaders and delegates!

Hai Phong City is deeply aware that there are opportunities ahead, but also many challenges. With the aspiration to rise, the city aims to become the leading economic center of the country, a strategic trading hub of the region and the world; a large seaport city, a leader in industrialization, digital transformation, green transformation and innovation.

The city will focus on developing key areas such as logistics; seaport services; tourism; education; science and technology; completing synchronous infrastructure, convenient multi-modal connections. Promoting the values of world natural and cultural heritage, making culture the spiritual foundation of development. People's lives are constantly improved; national defense and security are ensured; deep international integration - for a comprehensive, sustainable and livable Hai Phong.

In order to realize the above goal and create a stable and favorable investment environment for the business community to feel secure and accompany for a long time, Hai Phong City commits to:

Firstly , build a creative, serving and acting government for the people and businesses; continue to reform administrative procedures comprehensively, openly and transparently; improve the quality of civil servants, taking the satisfaction of people and businesses as a measure of operational efficiency.

Second , develop high-quality human resources; promote cooperation between the state - schools - enterprises in vocational training, digital skills, modern management, foreign languages, to meet the needs of industrialization, digital transformation and international integration.

Third , focus on planning with a long-term, modern and synchronous vision, using planning as a tool to guide development. All investment projects will be placed within the overall planning space, ensuring long-term effectiveness, harmony between the economy and society and ensuring national defense and security.

Fourth, promote investment in strategic infrastructure, with priority given to investment in Lach Huyen deep-water seaport; Do Son South port; expansion of Cat Bi International Airport; Lao Cai - Hanoi - Hai Phong railway; coastal expressway; Gia Binh airport connection route; east-west city connection route; belt routes 2, belt routes 3... and logistics system.

Strengthening regional connectivity, international cooperation, expanding development space and strategic supply chains, promoting the role of the northern driving force, being an important development pole, effectively connecting in the development triangle of Hanoi - Hai Phong - Quang Ninh, the northeastern coastal localities, two corridors, one economic belt between Vietnam - China and the economic centers of the ASEAN region and internationally.

Fifth , the city is committed to always accompanying businesses, not only in favorable times but also in difficult times. Hai Phong determines that only when businesses are successful can the locality develop. Therefore, the city will work together to remove obstacles, protect legitimate rights and provide effective support so that the city and businesses can together create a stable and transparent investment environment in the direction of harmonious benefits and shared risks.

The city will also continue to accompany the business community and investors in taking care of social security, with the goal of "leaving no one behind" for a harmonious, humane and sustainable development of Hai Phong.

With high determination, great aspirations and the goal of "rising forward in the new era", Hai Phong City will unite, unite, join hands, and be determined to build and develop into a leading city in the cause of industrialization and modernization, a driving force for the development of the Northern region and the whole country, on par with typical cities in Asia as determined in the spirit of Resolution 45 of the Politburo.
