Chairman of the Provincial People's Committee Vuong Quoc Tuan requested departments, branches and localities to focus on removing difficulties in implementing the Conclusions.
Through review and classification, the whole province has 44,838 land plots allocated without proper authority; encroachment; arbitrarily changing land use purpose, area of 986.9 ha. The People's Committees of communes, wards and towns have approved 7,722 dossiers, area of 180.5 ha, of which 3,138 dossiers are qualified, area of 70 ha; 4,584 dossiers are not qualified or need additional documents, area of 110.5 ha. In addition, the People's Committees of districts, towns and cities have appraised 1,966 dossiers, area of 59.8 ha; of which, 678 dossiers are qualified, 196 Land Use Right Certificates have been issued.

The progress of handling cases of land allocation without proper authority; land encroachment; and arbitrary change of land use purpose in the province has not met the plan. The Department of Agriculture and Environment requests the People's Committees of districts, towns, and cities to focus on implementing a peak period of general review and resolving difficulties; direct the acceleration of the progress of preparing and approving dossiers for granting Land Use Right Certificates; thoroughly resolve difficulties and problems within their authority; strengthen supervision and inspection of public services, strictly handle cadres who avoid and shirk responsibility; strictly implement the regime of reporting on implementation results periodically every month to the Department of Agriculture and Environment for synthesis and reporting to the Provincial Party Committee and the Provincial People's Committee.

Regarding the implementation of Conclusion 740, the whole province has 103 residential service land projects, of which 21 projects have completed the allocation of residential service land to households and individuals, with an area of 74.3 hectares; 75 projects have been decided by the Provincial People's Committee to allocate land, with an area of 567.2 hectares, striving to complete before June 15, 2025; the remaining 7 projects with an area of 136.2 hectares, have not completed compensation and site clearance, so the land allocation dossier has not been completed to submit to the Provincial People's Committee for decision, striving to complete the allocation of land to households and individuals before June 29, 2025.
Localities discussed and shared difficulties and obstacles in the implementation process due to planning changes, people not fulfilling financial obligations; difficulty in determining the area boundaries of each specific case. At the same time, they committed to setting out a specific roadmap and plan to organize the implementation of the 2 Conclusions of the Provincial Party Standing Committee.
Chairman of the Provincial People's Committee Vuong Quoc Tuan requested localities to carry out their tasks with determination and resoluteness.
Chairman of the Provincial People's Committee Vuong Quoc Tuan emphasized that the progress of implementing the Conclusions has not met expectations. He affirmed that the synthesis, follow-up of work, advice from the Department of Agriculture and Environment and the participation of localities have not been really determined and drastic, leading to low work efficiency.
The Chairman of the Provincial People's Committee affirmed that the mindset of "dissolving the district level is about to exist" must not be allowed to exist. Localities must focus on implementing the peak until June 30; in which, by June 5, all districts and towns must notify the reviewed cases in writing on a case-by-case basis whether they are eligible or not to be granted a Land Use Right Certificate; by June 15, the next steps will be resolved and Land Use Right Certificates will be granted to eligible cases.
The Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to urgently advise and report to the Provincial People's Committee to issue a document decentralizing the task of measuring and correcting cadastral maps and allocating funds to the District People's Committees for implementation, with the common goal of resolving existing problems for the people, removing land bottlenecks, and promoting sustainable development.
