The conference was held in a combination of in-person and online formats to provinces and cities across the country.
Attending the conference were Politburo members, Deputy Heads of the Steering Committee: Prime Minister Pham Minh Chinh; Standing member of the Secretariat Tran Cam Tu; Politburo members, Secretariat members, Party Central Committee members, Steering Committee members, leaders of departments, ministries, branches, central agencies, committees of the National Assembly, Secretaries and Chairmen of provinces and centrally run cities, members of the Steering Committee's Working Group, members of the National Advisory Council, leaders of institutes, universities, corporations and enterprises.
At the conference, General Secretary To Lam, Head of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation, together with Party and State leaders, performed the ceremony to activate three digital platforms to serve the implementation of Resolution No. 57-NQ/TW. The digital platforms include: the Communist Party of Vietnam Electronic Information Portal; the information system for monitoring and evaluating the implementation of Resolution No. 57-NQ/TW; and the information system for receiving and processing feedback, recommendations, initiatives and solutions for the development of science, technology, innovation and national digital transformation.

According to the Steering Committee's report, after 6 months of implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, there have been strong changes in awareness and action throughout the political system.
The National Assembly has passed two very important and fundamental laws: the Law on Science, Technology and Innovation; and the Law on Digital Technology Industry. The Government has issued a series of important legal documents (16 decrees and 1 resolution), including decrees on reforming one-stop administrative procedures, inter-connected one-stop shops, and decentralization and delegation of authority in accordance with the two-level local government organizational model.
The Steering Committee has directed very strongly, issued and organized the simultaneous implementation of two major plans: the Strategic Action Plan (Plan No. 01) and Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Steering Committee on "Promoting digital transformation in a synchronous, fast and effective manner to meet the requirements of restructuring the political system's apparatus" (Plan No. 02). These are two plans that demonstrate a very new, visionary approach, concretizing drastic and practical guiding viewpoints. Plan No. 02 is also a completely new governance model, putting all tasks into the electronic task management system, allowing the commune level to directly report, the Steering Committee to monitor and inspect independently, and the provincial level to operate in real time.

The system for monitoring and evaluating the implementation of Resolution No. 57-NQ/TW and the system for receiving and processing feedback, recommendations, initiatives, scientific and technological solutions, innovation, and digital transformation have been put into operation, creating links between systems and initially forming a management platform based on real-time data.
The Secretariat issued the Party Digital Transformation Architecture version 3.0, along with the Central Party Office deploying document management software, paperless meeting rooms, and connections to the commune level, creating a new step in modernizing the Party's leadership and direction activities.
Regarding the development of science, technology and innovation, the Government has issued a list of strategic technologies, identifying 11 technology groups that play a key role in the process of rapid, sustainable development and enhancing national competitiveness.
Through review and comparison with implementation practices and global technology trends in the first 6 months of 2025, it can be seen that the list has focused in the right direction on key technology fields. The selection of these technologies is consistent with Vietnam's research, development, and application capabilities and demonstrates its strategic vision.
The science, technology and innovation ecosystem continues to grow strongly with 858 science and technology enterprises, 45 high-tech enterprises and over 73,000 digital technology enterprises in operation.
A highlight in the first 6 months of the year is the strong support and participation of large domestic technology enterprises. This is a new feature, showing that Resolution No. 57-NQ/TW is not only the work of the State but has truly spread to society and the business community, creating a large social movement, creating more resources and motivation to effectively implement tasks.

Speaking at the conference, General Secretary To Lam highly appreciated the serious, urgent and responsible working spirit of the members of the Steering Committee and the frank and enthusiastic exchanges at the conference; acknowledged and commended the efforts of departments, ministries, branches, localities, agencies, units and enterprises in implementing Resolution No. 57-NQ/TW.
The General Secretary affirmed that in the past 6 months, we have achieved many encouraging results, which are important steps to create a more transparent and effective process, however, the road ahead is still full of difficulties with the bottlenecks pointed out.
The General Secretary requested that heads of departments, ministries, branches and localities continue to affirm high political determination, enhance their sense of responsibility, be resolute, persistent, steadfast, and do whatever it takes to strengthen the trust of the whole society, focus on directing resolutely, and prioritize resources to complete assigned tasks, especially unfinished tasks.
The Central Propaganda and Education Commission is in charge of developing a comprehensive communication program on the breakthrough contents of the Law on Science, Technology and Innovation to strengthen trust among scientists, the business community and the people. Ministries and agencies are urgently preparing sub-law documents to guide the laws issued after the 9th Session of the 15th National Assembly, to be completed at the same time the law takes effect. Sectors and localities are reviewing and perfecting specialized legal documents to ensure the effective and practical implementation of online public services.

The General Secretary directed the Standing Office of the Steering Committee to issue guidelines and propose plans to organize the implementation of the strategic action plan to implement Resolution No. 57-NQ/TW, clarifying the roles and responsibilities of each level, each sector, each subject, detailing core implementation processes, providing guidance on monitoring and evaluation mechanisms, regulations on reward mechanisms, handling of violations, resources and financial mechanisms.
The Ministry of Home Affairs shall preside over and coordinate with relevant agencies to develop criteria, working regimes, remuneration and recruitment processes for chief engineers and chief architects to implement strategic systems and breakthrough initiatives stated in the strategic action plan. Ministries, branches, agencies and localities shall provide specific guidance on the transformation of strategic action plans into action plans, programs and projects of their agencies; research and promote the application of strategic technologies in the issued list of strategic technologies.
The members of the Steering Committee directly direct, urge and inspect the implementation of the Strategic Action Plan in the ministries, branches, localities and fields assigned to them; promptly detect and propose solutions to difficulties and obstacles. Special attention must be paid to ensuring security, safety, confidentiality, protecting national data, protecting personal data, and ensuring intellectual property rights of science and technology. Focus on effectively operating 3 digital platforms to serve the implementation of Resolution No. 57-NQ/TW.

Regarding national digital transformation, the General Secretary stated that ministries, branches and localities, according to their functions and tasks, must urgently ensure the progress and effectiveness of the tasks assigned in Plan No. 02-KH/BCĐTW, especially the tasks according to the roadmap from July 1 to the end of December 2025.
The Ministry of Public Security shall preside over and coordinate with relevant ministries and branches to develop outstanding and breakthrough mechanisms for national data management based on the principle that data must be correct, sufficient, clean, alive, and seamlessly connected for effective exploitation, creating specific and measurable values; there must be a new approach to data management, including if necessary, removing incorrect databases to redo them, avoiding prolonging old methods that cause waste and lost opportunities. Ministries, agencies, and People's Committees of provinces and centrally run cities shall promote connection and data sharing to provide convenient online public services for people and businesses.
The Ministry of Science and Technology presides over and coordinates with ministries, branches and localities to continue deploying digital infrastructure and 5G coverage nationwide; urgently overcome the situation of villages and hamlets with low signal and lack of electricity. The Ministry of Education and Training presides over the development of a higher education strategy framework; coordinates with the Ministry of Science and Technology and the Ministry of Home Affairs to develop a full scholarship program to send young scientists and excellent students to study at the world's leading universities in strategic fields (semiconductors, AI, biotechnology), and at the same time issue special preferential policies (exceeding the salary, housing, and working environment framework) to attract at least 100 leading experts to return to work in the country.
