Chairman of the People's Committee of Ha Tinh province, Vo Trong Hai, requested that heads of district and commune levels coordinate with relevant provincial agencies to thoroughly resolve citizens' requests and complaints, and limit appeals to higher levels.

On the morning of January 15th, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Vo Trong Hai; the Head of the Provincial Party Committee's Internal Affairs Department, Nguyen Dinh Hai; and the Vice Chairman of the Provincial People's Council, Tran Van Ky, presided over the regular citizen reception session for January 2024.

Permanent Vice Chairman of the Provincial People's Committee Nguyen Hong Linh and leaders of departments, agencies, and localities also attended.

At the citizen reception session, Deputy Head of the Provincial Party Committee's Internal Affairs Department Nguyen Tuan reported on the results of implementing the directives of the Provincial Party Secretary at the regular citizen reception sessions and the results of receiving and processing petitions in January 2024.

In the previous public consultation session, the Provincial Party Secretary directed relevant agencies to focus on resolving all cases that had been addressed. However, to date, three cases remain unresolved.

From December 12, 2023 to January 12, 2024, the Provincial Party Committee's Internal Affairs Department received, classified, and processed 9 petitions. Of these, 2 were forwarded by the Central Internal Affairs Department , and 7 were submitted by citizens to the Provincial Party Committee's Internal Affairs Department and its Head. The Provincial Party Committee's Internal Affairs Department forwarded 1 petition to the competent authority for resolution, is currently reviewing 2 others; the remaining petitions are being monitored according to regulations due to duplication, being submitted to the correct competent authority, or having already been forwarded to the competent authorities.

During the same period, the Standing Committee and the committees of the Provincial People's Council received and processed 5 petitions from organizations and citizens, and have now resolved all 5 petitions.

Regarding the regular citizen reception sessions of the Provincial Citizen Reception Board, from December 10, 2023 to January 10, 2024, the board presided over 18 cases; for regular citizen reception sessions, 18 cases/18 incidents were received; 150 petitions were received and processed, and the Board advised the Provincial People's Committee on documents assigning and transferring petitions to competent authorities for resolution in 46 cases, while the remaining 104 petitions did not meet the processing requirements and were filed for archiving and monitoring.

At the public consultation session, representatives from relevant departments, agencies, and localities reported on the results of receiving citizens, handling petitions, and the progress and roadmap for resolving cases within their jurisdiction.

Ms. Nguyen Thi Loi (Residential Group 2, Nam Ha Ward, Ha Tinh City) presented the content of her complaint.

At the beginning of the public consultation session, Ms. Nguyen Thi Loi (Residential Group 2, Nam Ha Ward, Ha Tinh City) raised concerns with the presiding officer regarding non- agricultural land use tax, conflicts with neighbors over land boundary determination, and several other land-related issues.

Regarding the issue raised by Ms. Loi, the authority to resolve it rests with the People's Committee of Ha Tinh City, which has instructed the local government to provide a written response to the citizen before January 30th.

Next, Mr. Thieu Dang Khoa (Cam Lac commune, Cam Xuyen district) raised concerns regarding compensation, support, and resettlement for the North-South expressway project.

Sharing his thoughts with Mr. Thieu Dang Khoa's family, Chairman of the Provincial People's Committee Vo Trong Hai said: "This is a key national project, playing an important role in the socio-economic development of the country in general and Ha Tinh in particular, and the people will also benefit from the project. In the past, many households within the project's land clearance area have proactively relocated and handed over the land to accelerate the project's progress."

Chairman of the Provincial People's Committee Vo Trong Hai held discussions with the family of Mr. Thieu Dang Khoa regarding the North-South expressway project.

Regarding the citizens' complaints, the Chairman of the Provincial People's Committee instructed the Cam Xuyen District People's Committee to follow the correct procedures, seek the opinion of the District Party Committee's Standing Committee on this matter, and submit a report to the Provincial People's Committee before January 25th for consideration and appropriate legal action.

Subsequently, 37 households in Ky Thuong commune, Ky Anh district, raised concerns about support for vocational retraining and job placement, as well as support for livelihood and production, following the government's land acquisition for the project to plan and resettle residents in landslide-prone areas on both banks of the Rao Tro River.

Regarding the citizens' complaints, Chairman of the Provincial People's Committee Vo Trong Hai requested the Ky Anh District People's Committee to submit a full report to the Provincial People's Committee before January 30th. Based on that, the province will consider forming a working group to investigate and find appropriate solutions.

Concluding the citizen reception session, on behalf of the presiding officer, Chairman of the Provincial People's Committee Vo Trong Hai stated: In the past period, with the decisive and responsible involvement of the government at all levels, many complex and long-standing cases have been resolved definitively.

The Chairman of the Provincial People's Committee requested that the heads of units and localities uphold a sense of responsibility and effectively handle cases; focus on thoroughly resolving citizens' requests and opinions at the grassroots level, preventing cases from accumulating or dragging on, and limiting the number of complaints and appeals to higher levels.
