On the afternoon of October 23, Minister of Agriculture and Rural Development Le Minh Hoan chaired a national online conference to urge the completion of the goal of building new rural areas (NTM) by 2024. At the Bac Giang province bridge, Deputy Director of the Department of Agriculture and Rural Development of the province Ha Minh Quy chaired the conference; also attending were representatives of leaders of departments, branches and units in the province.

As of October 20, 2024, nationwide, 6,320/8,162 communes (77.4%) have been approved by the Chairman of the Provincial People's Committee for the Decision on communes meeting NTM standards, 2,182 communes meeting advanced NTM standards and 480 communes meeting model NTM standards. There are 296 district-level units in 58 provinces and centrally run cities that have been recognized by the Prime Minister for completing the task/meeting NTM standards, 22 provinces and centrally run cities have 100% of communes meeting NTM standards, 05 provinces have been recognized by the Prime Minister for completing the task of building NTM.
However, the progress of issuing documents guiding the implementation of the Program is still slow, and the progress of disbursing central budget capital is very low. By the end of August 2024, the disbursement rate of public investment capital reached 45% of the total assigned capital plan. There are 31 localities with the disbursement rate of career capital below 20%. 03/16 provinces have not yet allocated all investment capital for development to implement the Investment Program for developing the grassroots health network in disadvantaged areas.
At the conference, delegates said that the reason for the slow implementation of the New Rural Program was due to some shortcomings in the set of New Rural Criteria; the impact of Storm No. 3 also partly affected the progress and investment costs for New Rural Construction in localities. In addition, due to the impact of the economic recession, mobilizing resources to implement the Programs still encountered many difficulties, especially in remote, isolated and disadvantaged areas, where the main source of funding was still State support. In some localities, the people's counterpart funding was mainly land donation and labor days.

For Bac Giang province, currently 7/10 district-level units have met the new rural standards; 147/175 communes have met the new rural standards, accounting for 84.0% of the total number of communes; 51/147 advanced new rural communes, accounting for 34.69%; the whole province has achieved an average of 17.8 criteria/commune. In 2024, due to the impact of storm No. 3, the progress of investment in new rural construction in localities in the province is still slow. In order to complete the tasks of the National Target Program on new rural construction by 2025 and the period of 2026-2030, the province proposes that the Central Government consider prioritizing additional funding support for the province to have investment resources to improve the quality of new rural construction criteria. Consider allowing people in communes in Region III to still enjoy some social welfare policies when reaching the NTM finish line such as: Support for purchasing health insurance, attractive policies for teachers, officials, civil servants, public employees... At the same time, transfer the Central capital that has not been fully disbursed in 2024 to 2025.
Concluding the conference, Minister of Agriculture and Rural Development Le Minh Hoan emphasized that building new rural areas is one of the three National Target Programs contributing to transforming agriculture, improving the quality of life for rural people, bringing sustainable values, aiming for Vietnam to basically become a modern industrialized country by 2030.
To complete the goals and tasks for 2024, Minister Le Minh Hoan requested the People's Committees of provinces and centrally-run cities to pay attention and focus on directing the implementation of the Program at all levels, sectors and localities; promptly issue documents guiding the implementation of the remaining criteria.
Organize thematic meetings to urge the implementation progress, promote implementation, and improve the quality of local appraisal to meet NTM standards. Effectively and synchronously implement solutions to mobilize resources, including maximizing local resources to organize and implement the Program.
Diversify forms of communication on NTM, replicate good and creative practices in localities. Promote the role of supervision and social criticism of the Vietnam Fatherland Front, socio-political organizations and supervision of the community in maintaining and improving the quality of criteria. Strengthen inspection, examination, supervision and evaluation of the implementation of the Program, take preventive measures, promptly stop negative manifestations, waste, and strictly handle violations during the implementation of the Program.
On the basis of sharing difficulties with localities affected by storm No. 3, Minister Le Minh Hoan hopes that localities will focus on directing and organizing the implementation of the remaining tasks and goals of 2024, continuing to create a new look and vitality in each countryside…./.
