At the conference, after listening to the report on the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation since the beginning of the year and the report on the proposed list of strategic technologies, delegates exchanged and discussed focusing on clarifying related issues, especially on the limitations and bottlenecks in the implementation of Resolution No. 57-NQ/TW.

In his concluding remarks at the conference, General Secretary To Lam highly appreciated the report of the Standing Office of the Steering Committee and the opinions exchanged at the conference, in which he frankly acknowledged the limitations and bottlenecks and proposed specific solutions for the Standing Office of the Steering Committee to direct and remove them in the coming time.

The General Secretary acknowledged that in the first five months of the year, agencies have made efforts to implement the tasks assigned by the Steering Committee, especially agencies under the Government and the National Assembly, which have been active in building and perfecting institutions and policies.

Ministries, agencies and some training institutions have actively and effectively implemented a number of tasks that can be considered bright spots in the implementation of Resolution No. 57-NQ/TW such as: initially implementing the 3-house cooperation model; promoting the development of population data applications; providing online public services to serve people and businesses; deploying a seamless network connection infrastructure from the Central to the grassroots level to meet the requirements of digital transformation and implementing the 2-level local government model...

The General Secretary emphasized that innovation and digital transformation have made progress but have not yet created a breakthrough. In addition to the achieved results, there are still many shortcomings, limitations and bottlenecks. If not focused on solving them, they will not produce the expected results, but will also become a risk that hinders the implementation of the goals of developing science, technology, innovation, national digital transformation and affecting the country's development in the coming time.

The biggest bottleneck at present is the institution; the management mechanism for science, technology and innovation activities has not changed much, the procedures are still very cumbersome, and the process of implementing tasks is still complicated. Strategic technologies have not been clearly defined; appropriate policies have not been proposed; science and technology infrastructure is still weak and lacking, shared platforms are not synchronized, data is still scattered, information is not updated; state management is still in the old way, not meeting requirements... These are issues that need to continue to be focused on and resolved quickly in the coming time.

Considering that human resource development for science and technology is still facing many difficulties, the General Secretary suggested that this issue must be given attention and specified in the process of drafting the Politburo's resolution on breakthroughs in education and training development, in order to build good human resources for the future.

The Ministry of Science and Technology shall preside over and coordinate with the Ministry of Education and Training, the Ministry of Foreign Affairs, and relevant agencies to continue attracting talented experts for strategic technology development programs.

In international cooperation, it is necessary to take advantage of foreign experience, selectively absorb it, and apply it appropriately to the country's conditions, avoiding the risk of becoming the world's technological dumping ground or not being able to master the technology, being completely dependent on core technologies... Only by mastering core technologies can a country have the conditions to escape the middle-income trap.

Regarding the list of strategic technologies, the General Secretary suggested that, based on the summary report proposed by the Ministry of Science and Technology and the opinions discussed at the meeting, the Standing Committee of the Steering Committee should continue to research and coordinate with the Ministry of Science and Technology and relevant agencies to add more lists if necessary, such as: environmental pollution treatment technology, resource exploration and exploitation technology, technology in agriculture, marine technology, etc. to promote the strengths and identity of Vietnam.

The construction of the list must be based on scientific methods, transparent, unified, closely following national strategies, ensuring autonomy, self-reliance, and self-reliance of strategic technologies, solving major problems of the country, directly serving development goals until 2030 and 2045; at the same time, the list must be dynamic, open and regularly updated.

Based on the approved list, the Ministry of Science and Technology continues to preside over and coordinate with ministries, branches and localities to immediately select one of the three key strategic technology tasks and products that are urgent, have the potential for quick success, create widespread impact and have the willingness of businesses to participate, to pioneer implementation with a detailed implementation plan for each task and each product.

Regarding the tasks that need to be done immediately, the General Secretary pointed out specific tasks and assigned completion deadlines to ministries, agencies, departments, branches, localities and units, including requiring that overdue assigned tasks be promptly resolved.

The Standing Committee of the Steering Committee closely follows specific tasks to coordinate direction and urge to ensure progress associated with the responsibility of the leader, resolutely handling responsibility if shortcomings and weaknesses are allowed to persist.

Heads of units and localities must focus on leading and directing the implementation of Resolution No. 57-NQ/TW in accordance with the practical conditions of the locality and unit; promptly specify tasks, strengthen solutions to speed up the implementation of tasks; strengthen the organization of training programs on digital transformation for officials and civil servants, build a culture of innovation and creativity throughout the political system; arrange a reasonable proportion of digital transformation specialists in the team of unit leaders.

The General Secretary requested that the Party Central Office - the Standing Office of the Steering Committee synthesize and absorb opinions at the meeting to complete the draft report and conclusion, as a basis for agencies and units to study and implement.

*Before the meeting of the Standing Committee of the Steering Committee, the National Advisory Council on Science, Technology, Innovation and Digital Transformation Development (Advisory Council) was launched.

According to the decision of the Central Steering Committee on science, technology, innovation and digital transformation development, the Advisory Council includes: Comrade Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office, Chairman of the Advisory Council; Comrade Pham Gia Tuc, Member of the Party Central Committee, Deputy Chief of the Party Central Committee Office, Permanent Vice Chairman of the Advisory Council; Comrade Ngo Hai Phan, Director of the Department of Digital Transformation - Cipher, Office of the Party Central Committee, Permanent Member of the Advisory Council.

The Advisory Council members include prestigious experts and scientists in industries and fields related to technology, high technology, digital transformation, etc. and prestigious experts who are Vietnamese people living abroad.
