Focus on propaganda to create consensus among the people in the arrangement of administrative units.

Implementing Resolution No. 16, dated August 23, 2023 of the Provincial Party Committee and the plans of the Provincial Party Committee Standing Committee and the Provincial People's Committee on "Rearranging administrative units at district and commune levels in Ninh Binh province, period 2023-2030", in the past time, all levels, sectors and localities in the province have been focusing on disseminating the purpose, meaning, tasks, solutions and roadmap for implementing the arrangement of administrative units at district and commune levels in the area. Through propaganda work, people will grasp the guidelines, policies, rights and obligations, create consensus in perception and action, and contribute to the successful implementation of the arrangement of administrative units.

According to the Project on rearranging commune-level administrative units (CAUs) in Kim Son district in the period of 2023-2025, Luu Phuong commune is one of the four units of the district that must be rearranged. Accordingly, the entire natural area and population of Luu Phuong commune will be merged into Phat Diem town to establish a new CAU. To implement this Project, in the past time, along with focusing on leading and directing socio -economic development, the Party Committee and People's Committee of Luu Phuong commune have directed the Fatherland Front, associations, mass organizations of the commune, villages and hamlets in the area to promote information and propaganda work on the necessity and content of the Project on rearranging commune-level administrative units, the rights and obligations of voters in collecting opinions... Propaganda work has been promoted through many forms such as: through the commune's radio system; at conferences; in Party cell meetings, residential group meetings...

Comrade Hoang Van Khoi, Chairman of the Vietnam Fatherland Front Committee of Luu Phuong Commune, said: Implementing the direction of Party committees and authorities at all levels and the direction of the Vietnam Fatherland Front Committee of the district, the Vietnam Fatherland Front Committee of Luu Phuong Commune has developed a program and plan to propagate and mobilize union members, association members and people to create consensus and unity in awareness and action when implementing the arrangement of commune-level administrative units. At the same time, assign cadres to localities to direct and propagate to members and mobilize people to respond to the arrangement and merger of administrative units according to the general policy of the Party and the State. At the same time, focus on propagating the establishment and posting of voter lists according to the provisions of Decree No. 54/2018-ND-CP dated April 16, 2018 of the Government guiding the collection of voters' opinions on the establishment, dissolution, merger, division, and adjustment of administrative unit boundaries and other relevant legal provisions.

In the process of implementing the propaganda work, there were initially certain difficulties, especially the people's concerns about changes in address information in the records and documents of citizens and organizations after the reorganization of the administrative units. In particular, the merger will have a significant impact on cadres, civil servants and public employees because some cadres, civil servants and public employees will be selected to continue working, some will be transferred to other jobs, some will have to resolve the regime and policies for dismissal or staff reduction. Understanding that, the Commune Fatherland Front Committee has proactively grasped the thoughts and aspirations of cadres, party members and people, promptly advised the Party Committee and authorities at all levels to have solutions to overcome difficulties, best ensure the rights of cadres and civil servants when implementing the reorganization, and limit disruptions in social life.

Focus on propaganda to create consensus among the people in the arrangement of administrative units. — Staff of Luu Phuong Commune Radio Station propagated the Project on arranging administrative units at commune level in Kim Son district for the period 2023-2025.

Luu Phuong commune has a natural area of 6.47 km2, with a population of over 8,636 people. Implementing the Project on arranging administrative units at the commune level in Kim Son district for the period 2023-2025, the People's Committee of the commune directed the villages and hamlets to organize a review of citizens aged 18 and over as of the date of distributing ballots to collect voters' opinions residing in the locality to compile the voter list, ensuring the principles according to regulations. From March 1, 2024, the commune has completed and posted the voter list at the commune People's Committee headquarters and the cultural houses of the villages. For cases of people working far away, the commune's cadres will call and discuss directly, or visit each household to discuss so that the family can inform the members working far away about collecting opinions. The commune has also established Voter Opinion Collection Teams. It is expected that on March 28, 2024, the teams will visit each household to distribute ballots and collect voters' opinions.

Comrade Nguyen Van Dien, Deputy Head of the Kim Son District Department of Internal Affairs, said: The arrangement of commune-level administrative units is difficult, affecting the ideology and psychology of cadres, party members and people. Therefore, in the past time, the Kim Son District Department of Internal Affairs has proactively advised the District Party Committee and the District People's Committee to develop a Project to arrange commune-level administrative units in Kim Son District for the period of 2023-2025, ensuring science, compliance with procedures and regulations, meeting the development requirements of the locality. At the same time, focusing on leading and directing the Department of Culture and Information, the District Radio Station, the Editorial Board of the District Electronic Information Page, the Party Committee, the People's Committee and the Radio Stations of communes and towns subject to the arrangement of administrative units to focus on information, propaganda, mobilization and persuasion to create consensus among the people and the whole society on the arrangement of commune-level administrative units in the district.

Direct the team of social opinion collaborators to proactively grasp the ideological situation and social opinion of cadres, party members and people, promptly reflect and advise the Party Committee and government to resolve issues arising during the implementation process. In addition, the district focuses on disseminating the implementation results and experiences gained in the process of reorganizing administrative units at district and commune levels in the 2019-2021 period in the province and nationwide, emphasizing the results of streamlining the organizational apparatus, streamlining the payroll, reducing state budget expenditures, expanding development space, promoting the potential and advantages of localities, positive changes in the ideology, material and spiritual life of cadres and party members in the localities to be reorganized in the 2019-2021 period... Thereby, contributing to continuing to create trust among cadres, party members and people in the feasibility and immediate and long-term effectiveness of the reorganization of administrative units in the 2023-2030 period.

According to Resolution No. 16 of the Provincial Party Committee on the arrangement of district-level and commune-level administrative units in Ninh Binh province in the period of 2023 - 2030, in the period of 2023 - 2025, the province will complete the arrangement of district-level and commune-level administrative units with both standards of natural area and population size below 70% of the regulations; district-level administrative units with both standards of natural area below 20% and population size below 200% of the regulations; commune-level administrative units with both standards of natural area below 20% and population size below 300% of the regulations. In the past time, localities have performed their tasks well, especially the propaganda work has been deployed and organized systematically to residential areas.

Implementing the policy of arranging administrative units, communes, wards and towns subject to the arrangement have promptly and fully posted relevant information; completed the preparation and posting of voter lists at the headquarters of the People's Committee at the commune level, community activity points in villages and residential areas. According to the plan, districts not subject to the arrangement of district-level administrative units (Gia Vien district, Yen Mo district, Yen Khanh district, Kim Son district) will organize to collect voters' opinions on the content of the project to arrange administrative units at the commune level to submit to the People's Councils at the commune and district levels for approval. For districts and cities related to the arrangement of district-level administrative units (Hoa Lu district, Ninh Binh city, Nho Quan district, Tam Diep city), the organization of collecting voters' opinions on the content: Project to arrange district-level administrative units and Project to arrange commune-level administrative units to submit to the People's Councils at the commune and district levels for approval, expected to be completed before April 30, 2024.

Currently, along with promoting the dissemination of policies and guidelines, localities subject to the arrangement of communal-level administrative units have been actively preparing the necessary conditions, ready to collect voters' opinions on the Project on arranging communal-level administrative units, period 2023-2025, ensuring democracy, promoting people's mastery. Based on the results of collecting voters' opinions, localities subject to the arrangement will continue to implement steps according to the roadmap, contributing to the successful implementation of the policy on arranging communal-level administrative units, thereby arousing and promoting all resources to promote socio-economic development, improve people's lives, ensure national defense and security, maintain political security, social order and safety in the area.
