From the National Target Program on New Rural Construction, intra-field roads in Khong Lao commune have been invested in upgrading and expanding to facilitate production and travel.
In 2016, Pac Ta commune (formerly Tan Uyen district) was recognized as meeting the NTM standards and started to build an advanced NTM. Thanks to that, infrastructure was invested synchronously, agricultural economy developed in the direction of goods, people's material and spiritual life improved significantly, rural appearance improved, social security was ensured. However, after merging with Ho Mit commune, through review, Pac Ta commune (new) only met 15/19 NTM criteria (4 criteria were not met including: education, health, environment and housing).
Comrade Do Dinh Dinh - Chairman of Pac Ta Commune People's Committee said: Immediately after the merger, the commune quickly stabilized and consolidated its organizational structure to begin implementing political , economic and social tasks, including building a new rural area. The Steering Committee for the commune's new rural area construction program developed an implementation plan for the following years. Accordingly, Pac Ta will strive to complete the criteria to soon reach the new rural area goal before 2030.
Before implementing the 2-level local government model, the whole province achieved an average of 14.4 NTM criteria/commune; 44 communes achieved 19 criteria, 39 communes were recognized as meeting NTM standards (achieving 41.5%). According to the preliminary review after the merger, the average was only about 9.8 criteria/commune; no commune met 19 criteria; 4/36 communes met 15-18 criteria, the rest met less than 15 criteria. Many criteria decreased sharply such as: transportation from 68.1% to 38.9%; income from 48.9% to 0%; culture from 90.4% to 25% and environment from 46.8% to 13.9%.
At the same time, the demand for infrastructure investment is increasing because the new commune has a larger area and population, while the local budget is limited. Many projects and works under implementation must be adjusted in scale, design and investment procedures to suit the new administrative boundaries, creating additional workload and prolonging appraisal and approval time. This not only delays the construction progress and disbursement but also directly affects the roadmap for completing the criteria for building new rural areas in the 2021-2025 period.
Talking to us, comrade Nguyen Duy Son - Head of the Department of Rural Development and Management of Agricultural, Forestry and Fishery Product Quality of the province said: Striving to have 10 communes meeting NTM standards by 2030, an average of 16.3 criteria/commune. To achieve the set goal, the unit is focusing on reviewing and comprehensively evaluating NTM indicators and criteria according to the province's criteria for 36 communes after the merger, thereby developing a plan with a specific roadmap for 2025 and the period 2026-2030 to ensure suitability with the reality of each locality. Prioritizing the allocation of resources to invest in essential infrastructure for communes after the merger that still face many difficulties, avoiding imbalances between regions, especially in terms of transportation, schools, healthcare and cultural facilities.
At the same time, promote the role of the people as the main subject through promoting propaganda and mobilization work, creating consensus and joint efforts of the community in building new rural areas. Effectively integrate capital sources from national target programs; enhance socialization, mobilize the participation of enterprises, organizations and individuals. Focus on developing production, increasing income, exploiting the advantages of each locality, promoting the transformation of crop and livestock structure towards commodities; linking with enterprises and cooperatives to expand markets, increase product value.
It is known that in the 2021-2025 period, the province will focus on synchronously implementing the work of planning, allocating and using central budget capital in combination with effectively mobilizing other resources to implement the National Target Program on New Rural Construction. Accordingly, the total central budget capital assigned for implementation is 498,811 million VND, including 405,203 million VND of development investment capital and 93,608 million VND of public service capital. All of this capital has been allocated and implemented on schedule by the province. In addition to the central capital, the province has proactively arranged counterpart capital from the local budget with a total amount of up to 500,032 million VND. At the same time, other resources have also been strongly mobilized such as: integrated capital from other programs and projects reaching more than 8,020 billion VND; credit capital of 8,560 billion VND; contributions from enterprises, cooperatives and people of more than 6.8 billion VND. Up to now, the total disbursement value of central budget capital to implement the National Target Program on New Rural Construction in the province has reached 389,539 million VND, equal to 78% of the assigned plan. It is expected that by the end of 2025, the province will disburse 100% of the assigned capital plan.
Believing that, with appropriate orientations and solutions, the merger of local authorities at the commune level does not reduce the "quality" of the new rural areas, but is also an opportunity for Lai Chau to restructure the program in a more effective, smarter direction and bring more substantial benefits to the people, in line with the spirit of "people are the center of all innovation and development".
