According to the People's Committee of Tay Giang district, as of November 22, the locality had disbursed more than VND 89.1 billion, reaching 44.83% of the development investment capital plan under the national target programs. Of which, the disbursement of the capital plan for 2022 - 2023 transferred to 2024 was 56.53%; the disbursement of the capital plan for 2024 was 39.8% of the capital plan.
The capital for the national target programs in 2024 is 134.6 billion VND and nearly 42 billion VND has been disbursed, reaching 31.17%. Regarding the capital supplemented by the Provincial People's Committee on October 10 (32.8 billion VND), the Tay Giang District People's Committee is submitting it to the Standing Committee of the District People's Council for comments and continued allocation.
It is expected that the disbursement of career capital from previous years will reach 100% of the capital plan by December 31, 2024. For the capital plan for 2024, the documents and disbursement procedures are being completed according to regulations, with the disbursement capacity of more than 80%.
With the capital supplemented by the Provincial People's Committee, the possibility of disbursement in 2024 is very difficult, because this is a source for maintenance of works and projects that must be bid online.
Vice Chairman of the Provincial People's Committee Tran Anh Tuan praised the determination of some communes and units that have carried out good disbursement and proposed that the Tay Giang District People's Committee give rewards. However, the disbursement speed and disbursement rate of the district's national target programs are still low, so we must strive and work hard and concentrate highly at this time.
Mr. Tran Anh Tuan requested the district to review unallocated capital sources and promptly approve the remaining documents to organize the bidding. Prioritize the disbursement of central capital, long-term capital and public service capital. The district and commune People's Committees must regularly work with investors, direct the development of disbursement plans, and regularly report progress.
The district assigns leaders to regularly inspect the progress of investment projects, remove obstacles, direct contractors to speed up construction progress, acceptance, payment of volume, and disbursement according to regulations.
Disbursement work must be in the spirit of moving forward, not backward, striving to disburse 100% of the capital plan for 2022 and 2023 by December 31, 2024; and disburse more than 80% of the capital plan for 2024 by January 31, 2025.
