The conference was attended by representatives of the Department of Finance, Provincial Tax, Development Investment Fund, Provincial Business Association and representatives of enterprises, science and technology enterprises (S&T enterprises), creating an open forum to share achievements, frankly raise difficulties and propose solutions.


In her opening speech, Ms. Huynh Thi Hong Nhung - Director of the Department of Science and Technology affirmed: "This is an opportunity for the government and businesses to sit together, frankly acknowledge the results and difficulties and work together to resolve them, towards sustainable development, promoting the development of science and technology, innovation and digital transformation in the province."

At the Conference, the Department of Science and Technology awarded the Certificate of Science and Technology Enterprise to Tan Nhien Company Limited and Chanh Viet Long An Trading and Investment Joint Stock Company, bringing the total number of Science and Technology Enterprises in the province to 28, including 02 high-tech enterprises. This is an important result, the enterprises not only affirm their pioneering role in research, application and commercialization of scientific and technological results, but also contribute to creating many unique products with the Tay Ninh brand such as: dragon fruit seed oil, dried fruit, Dong Thap Muoi medicinal essential oil, or mechanical and manufacturing equipment serving high-tech agriculture.

According to the report, in the period of 2020-2025, the Department of Science and Technology has accompanied and supported over 15 enterprises in implementing research and technological innovation tasks, with a total budget of over 25 billion VND from the state budget; the success rate reached over 80%, many products have been commercialized and exported, improving the competitiveness of enterprises. In addition, the province has supported more than 410 intellectual property protected trademarks, implemented quality productivity programs, ISO measurement standards, helping enterprises save costs, improve processes and gradually improve the provincial innovation index. These are very encouraging results, affirming the efforts of the entire political system and the companionship of the science and technology business community.
During the dialogue, 11 enterprises asked questions, focusing on the following contents: procedures for granting Science and Technology Enterprise Certificates, borrowing capital from the Development Investment Fund, and requesting guidance on how Science and Technology Enterprises can enjoy tax incentives after being granted the Certificate.
Some other businesses also requested clarification of the process of registering for production technology protection and questioned whether it was possible to increase the level of counterpart capital from the budget when implementing science and technology tasks.
Relevant departments and branches such as Tax, Development Investment Fund, and specialized departments directly answered and guided at the conference. The leaders of the Department of Science and Technology affirmed that they will continue to be a bridge, accompanying businesses in completing documents and removing procedures, and at the same time request the Provincial Business Association and the Provincial Young Entrepreneurs Association to continue to accompany the Department to propagate the policies of the Party, State and province to businesses in the province.
Concluding the Conference, the Director of the Department of Science and Technology emphasized: “The Law on Science, Technology and Innovation (amended) 2025, which has just been passed by the National Assembly, has many new regulations on credit, tax, land incentives, as well as recognition of intellectual property as collateral for loans. This is a great opportunity for the province's science and technology enterprises to take advantage of and access timely policies, thereby expanding the scale of research and development, improving innovation capacity, and reaching out to regional and international markets.”
According to the orientation, by 2030, Tay Ninh strives to have at least 40 science and technology enterprises and high-tech enterprises, gradually building a dynamic innovation ecosystem, contributing to green and sustainable growth.
The conference ended in an open, frank and responsible atmosphere, demonstrating the determination to accompany the government and businesses, together successfully implementing the goals of Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation and the province's programs and projects./.
