Thai Nguyen: Cadres return to the grassroots to be close to the people and work

In the context that many communes and wards in Thai Nguyen still lack specialized staff in some fields, the transfer of civil servants and public employees from departments and branches to the grassroots has helped to solve the immediate difficulties. This is also a long-term orientation in building a team of competent, close-to-the-people and practical-savvy staff.

Volunteer steps

In order to overcome the shortage of civil servants and professional officials at the grassroots level, on August 4, 2025, the People's Committee of Thai Nguyen province issued Official Dispatch No. 1335/UBND-NC on increasing human resources for communes and wards. Immediately after that, many civil servants and officials from departments, branches, and public service units volunteered to work at the grassroots level. This is considered an appropriate step in the current conditions.

According to the review by the Department of Home Affairs, there are currently 277 positions of professional staff lacking in 44 agencies, units and localities in the province. The areas with the most shortage of human resources are accounting, finance, information technology, land, justice, construction, etc. This situation directly affects the effectiveness of management and operation at the grassroots level.

After just over a month of implementation, the province has mobilized and seconded 60 civil servants and public employees to 39 communes and wards. This number is very remarkable, because as soon as they received the assignment, most of the reinforced officials quickly got to work, contributing to resolving backlogs and removing obstacles in processing records and procedures.

Mr. Le Cong Huan, an officer of the Department of Justice, was one of the first people to volunteer to work in the mountainous commune of Sang Moc. In the early days of his assignment, he encountered many obstacles due to the long distance and difficult travel. However, with his determination to train, Mr. Huan determined that this was an opportunity to contribute and learn. The initial difficulties gradually passed, the important thing was that he could contribute to helping the locality to remove obstacles in his professional work.

In the same spirit, Master of Agriculture Nguyen Thi Chuyen, an officer of the Department of Agricultural, Forestry and Fishery Product Quality Management (Department of Agriculture and Environment), was the first to register to work in Van Xuan Ward. As soon as she took up the task, she set about solving the backlog related to agricultural production and environmental protection in the locality.

Mr. Le Xuan Chinh, Vice Chairman of Van Xuan Ward People's Committee, commented: Although he has just taken on the task, comrade Chuyen has supported the ward to effectively implement seasonal production and promptly remove difficulties in disease prevention and control for livestock and poultry. The results are evident after only a short time.

Mr. Le Cong Huan and Ms. Nguyen Thi Chuyen are just two of the volunteers who have gone to the grassroots. Their presence and efforts have contributed to solving difficulties in their professional work, while strengthening people's trust in the care and support of all levels for the locality. This fact shows that the policy of increasing grassroots cadres is on the right track and bringing practical results.

Team building from practice

The policy of increasing civil servants and public employees at the grassroots level has shown its effectiveness right from the beginning, as it has both solved human resource difficulties and improved the capacity to perform public duties and created a training environment for officials. However, the reality shows that many localities still lack specialized human resources.

Mr. Nguyen Viet Hung, Chairman of Pho Yen Ward People's Committee, shared: Although we have tried to arrange and balance job positions, many departments of the ward still lack professional staff. We hope that the province will soon increase the number of staff in areas such as accounting, information technology, and land to ensure the progress of professional work.

Opinions from the grassroots level show that although the policy of increasing staff has gone in the right direction and has initially shown effectiveness, the need for additional human resources is still very large.

Mr. Nguyen Trong Tai, Deputy Director of the Department of Home Affairs, emphasized: With the role of direct advisor to the Provincial People's Committee, the Department of Home Affairs will continue to request departments, branches, sectors, and public service units to review and assign about 5% of the total number of existing civil servants and public employees to strengthen the grassroots. This is both a solution to overcome the immediate shortage and an opportunity for the staff to practice and mature from the grassroots.

Along with that, the People's Committees of communes and wards will closely coordinate in receiving and arranging suitable personnel for vacant positions. The province also identifies the results of work at the grassroots as an important basis for planning, training, and appointing successor cadres, thereby building a team that is both solid in theory and rich in practical experience.

In the context of Thai Nguyen promoting the implementation of socio-economic development goals, building e-government, smart cities and administrative reform, strengthening quality human resources at the grassroots level is increasingly crucial. This is the foundation for improving the effectiveness and efficiency of state management and strengthening people's trust in the government.
