Timely grasp people's thoughts and aspirations when arranging administrative units
Reporting on the arrangement of commune-level administrative units in the period of 2023 - 2025 of Can Tho City and the provinces of Ninh Thuan and Phu Yen, Deputy Minister of Home Affairs Nguyen Duy Thang said that in this period, Can Tho City has no district-level administrative units subject to arrangement; for commune-level administrative units, there are 4 wards subject to arrangement (An Phu, An Nghiep, An Cu, Thoi Binh) in Ninh Kieu district. The city has developed a plan to merge the above 4 wards to establish Thoi Binh ward (new) in Ninh Kieu district. As a result, Can Tho City has reduced 3 wards, leaving 80 commune-level administrative units.
Ninh Thuan has no district-level administrative units subject to rearrangement; for commune-level administrative units, there are 3 wards subject to rearrangement (My Huong, Kinh Dinh, Thanh Son) and 2 adjacent wards (Tan Tai and Phu Ha) in Phan Rang - Thap Cham City. The province has developed 2 rearrangement plans to establish a new ward 2. Plan 1: merge 3 wards (My Huong, Kinh Dinh, Tan Tai) to establish Kinh Dinh ward (new) in Phan Rang - Thap Cham City.
Option 2: merge 2 wards (Thanh Son, Phu Ha) to establish Phu Ha ward (new) in Phan Rang - Thap Cham city. As a result, Ninh Thuan reduced 3 wards, leaving 62 commune-level administrative units.
Phu Yen has no district-level administrative units subject to rearrangement; for commune-level administrative units, there are 5 units subject to rearrangement (Binh Ngoc commune and Wards 1, 2, 3, 4); 4 adjacent wards (Wards 5, 6, 8, 9) in Tuy Hoa City. The province has developed 3 rearrangement plans to establish 5 new wards.
Option 1: merge Binh Ngoc commune with Ward 1 to form Ward 1 (new). Option 2: merge Ward 4 with Ward 6 to form Ward 4 (new). Option 3: rearrange 5 wards (wards 2, 3, 5, 8, 9) to form 3 wards (new). As a result, Phu Yen reduced 4 commune-level administrative units, leaving 106 units.
The members of the Law Committee basically agreed with the plans to arrange commune-level administrative units and the plans to arrange and perfect the organizational apparatus, arrange and reorganize the staff, civil servants, non-professional workers, and plans to resolve headquarters and public assets at the administrative units to be arranged in Can Tho City and Ninh Thuan and Phu Yen provinces as stated in the Government's Projects .
At the same time, highly appreciate the dossiers of the Projects which were carefully, seriously and in accordance with regulations; the order and procedures for preparing the Projects met the regulations of the resolutions of the National Assembly Standing Committee.
Some opinions noted that Tan An ward in Ninh Kieu district, Can Tho city has a very small natural area (1.37 km2, reaching 24.91% of the standard), which is subject to reorganization in the period of 2026 - 2030; at the same time, it is adjacent to administrative units that will be reorganized in this period. Therefore, it is recommended that the Ministry of Home Affairs clearly report on the local plan for the reorganization of Tan An ward in the period of 2026 - 2030, not because the administrative unit is adjacent to the administrative unit that was reorganized in the period of 2023 - 2025 to avoid reorganization in the next period.
The delegates also suggested that the Government and local authorities pay attention to and pay attention to implementing a number of tasks related to information and propaganda work, creating the most favorable conditions for organizations and individuals in changing seals and documents; taking measures to mobilize investment resources for administrative units formed after the rearrangement, especially urban administrative units; arranging and reorganizing public service units in the area; arranging and assigning key positions to prepare for Party Congresses at all levels; promptly grasping the thoughts and aspirations to resolve difficulties and problems of the people when rearranging administrative units...
Speed up the implementation of administrative unit arrangement
Also at the meeting, Minister of Construction Nguyen Thanh Nghi reported on the proposal to issue a Resolution regulating a number of contents related to the resolutions of the National Assembly Standing Committee on urban classification, standards of administrative units and classification of administrative units, arrangement of district-level and commune-level administrative units in the 2023-2030 period to implement the arrangement of urban administrative units in the 2023-2025 period.
Accordingly, the issuance of the Resolution aims to speed up the implementation progress, reduce the time to complete the steps; apply to district and commune-level administrative units that are urban areas that basically meet the principles of arranging administrative units in accordance with planning and ensuring urban quality; clearly define the authority and responsibility of all levels and sectors in completing urban planning documents and assessing urban quality.
The draft Resolution applicable to administrative units implementing the 2023 - 2025 arrangement has been included in the overall plan and has been consulted with voters and the Provincial People's Council on the Project to arrange administrative units at district and commune levels.
The Draft Resolution consists of 6 Articles. Article 1: Scope of regulation and applicable subjects. Article 2: Regulations on urban classification assessment to implement the arrangement of administrative units as cities and towns in the period 2023 - 2025.
Article 3: Regulations on the assessment and classification of urban areas as towns to implement the 2023 - 2025 phase arrangement. Article 4: Regulations on the components of the dossier for the project to arrange district and commune-level administrative units for the cases specified in the draft Resolution.
Article 5: Regulations on surveys to serve the appraisal of projects on administrative unit arrangement at district and commune levels. Article 6: Implementation provisions.
The Law Committee agrees with the necessity of issuing the Resolution for the reasons stated in the Government's Submission. The draft Resolution dossier has been fully ensured according to regulations.
Regarding the subjects of application, some opinions suggested revising Article 1 of the draft Resolution in the direction of specifying: regulations on ensuring compliance with planning requirements, reviewing, evaluating, and classifying urban areas to implement the arrangement of cities, towns, and townships, which will only apply in the period of 2023 - 2025; other contents such as reviewing, evaluating, and classifying urban areas in some specific cases, and surveys to serve the appraisal of administrative unit arrangement projects can be applied for the entire period of 2023 - 2030.
In addition, it is proposed to add to the draft Resolution the provision: in the case of arranging and establishing districts and wards in localities implementing the urban government model, without organizing local government levels, the assessment of the budget revenue and expenditure balance indicators will not be carried out to comply with the law and resolutions of the National Assembly for urban administrative units implementing the urban government model (Hanoi, Da Nang and Ho Chi Minh City).
