On April 26, the Legal Committee of the People's Council of Ca Mau province chaired and coordinated with the committees of the People's Council of the province to organize a conference to review documents expected to be submitted to the 19th Session of the People's Council of the 10th term.
At the conference, delegates reviewed the Draft Resolution promulgating the List of legal documents issued by the People's Council of Ca Mau province detailing regulations, now completely invalid in the financial sector. At the same time, they gave their opinions on the Draft Resolution approving the Project on rearranging commune-level administrative units and planned to review the Draft Resolution approving the Project on merging Bac Lieu and Ca Mau provinces.
Regarding the arrangement of commune-level administrative units, according to the project, Ca Mau province currently has 82 communes, 9 wards and 9 towns. After the arrangement, this number will be reduced to 39 units, including 35 communes and 4 wards. Thus, the whole province will reduce 61 commune-level administrative units (a reduction of 61%).
Regarding the project to merge Bac Lieu and Ca Mau provinces, after the merger, Ca Mau province (new) will have a natural area of more than 7,942 km², a population of more than 2.6 million people, reaching 158.85% and 186.19% of the area and population standards as prescribed. The administrative units will include 64 communes and wards (55 communes and 09 wards). The administrative - political center of the new province will be located at the current location of Ca Mau province.
Also at the conference, delegates reviewed the content of adjusting the civil servant payroll and the number of employees in public service units that have not yet self-financed regular expenditures in 2025, according to Resolution No. 40/NQ-HDND.
The total number of civil servants assigned is 1,956, of which: 1,062 at the provincial level and 894 at the district level. The Provincial People's Committee proposed to adjust 1,886 positions, keeping 70 positions unchanged according to previous decisions.
Regarding the number of people working and receiving salaries from the State budget, the total number assigned is 19,229 people (provincial level: 5,915 people, district level: 13,310 people, reserve: 4 people). Of which, 16,286 people are adjusted, 2,943 people are kept working at agencies and units according to Decision 2583/QD-UBND.
Departments and branches with many adjustments include: Department of Health (121 additional people), Department of Industry and Trade (50 additional civil servant positions), Department of Culture - Sports - Tourism, Department of Science - Technology and Department of Finance (each department adds 2-3 people to perform functions related to investment promotion and business support).
The review, rearrangement of administrative units, organization of the apparatus and adjustment of the payroll this time is a concrete step, aiming to streamline the apparatus in the spirit of the Central Resolution, in accordance with the practical conditions of Ca Mau province and the regional development orientation. The resolutions submitted to the upcoming 19th session of the Provincial People's Council will create a solid legal basis for a more effective organization of the apparatus, more effective State management, contributing to serving the people better and better.
