Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector, has just chaired the 20th meeting. Thereby, the Prime Minister requested to be more "speedy and bold", to complete important projects on schedule, contributing to the goal of economic growth in 2025 reaching 8.3-8.5% and creating momentum for the following period to achieve double-digit growth.

Decisive from the numbers
Minister of Construction Tran Hong Minh said that the country now has 2,476km of expressways (an increase of 208km compared to the inauguration on April 19). The Ministry of Construction and localities are working hard to implement the construction of the remaining 733km of 22 projects.
Of which, the Ministry of Construction is the managing agency of 11 projects with a length of 444km, with progress closely following the plan to complete by the end of 2025. Localities are the managing agencies of 11 projects with a length of 289km, with progress of 5/11 projects closely following the set plan, while the remaining 6 projects with a length of about 158km are still slow.
The Huu Nghi-Chi Lang and Dong Dang-Tra Linh projects are expected to be open to traffic by the end of this year, but the remaining large volume is at risk of not meeting the plan. The Ministry of Construction has completed investment procedures for 6 tunnels on the North-South Expressway in the 2021-2025 period and plans to organize implementation in the form of adding to the corresponding contracts.
The remaining 3 tunnels of the North-South Expressway in the 2017-2020 period will shorten the investment implementation time to the maximum, selecting contractors to start construction at the end of this year.
For projects under the Steering Committee, the site clearance work is implemented by localities according to the principle of concurrent implementation, with construction being carried out as soon as the site is available, such as the Hoa Binh-Moc Chau project (section through Phu Tho) reaching 90%, the Ninh Binh-Hai Phong PPP project reaching 87%, and Cho Moi-Bac Kan reaching 84%. Investors and contractors are making efforts to implement the projects that started on August 19 according to the set plan.
For the Long Thanh International Airport project, the headquarters of management agencies and works serving flight management are being constructed closely following the completion plan before December 31, 2025.

At the meeting, representatives of localities and construction contractors raised the issue that the arrangement of two-level government would affect the progress of site clearance and project disbursement.
However, it still expressed its determination to speed up the progress of site clearance and handover to the project; continue to identify the source of construction materials, complete the procedures for granting mines according to the instructions of the Ministry of Agriculture and Environment to promptly provide raw materials for the project...
Regarding the upcoming tasks, Minister Tran Hong Minh requested that a number of projects managed by localities must be completed in 2025 with a large remaining volume, and requested that construction units and contractors must be urged to concentrate on machinery and equipment, work overtime, and complete the work on time as prescribed.
In Vinh Long, the projects in the list of key projects of the transport sector approved by the Prime Minister and currently under construction investment include only 1 project to invest in the construction of the My Thuan - Can Tho expressway, phase 1 (section through Vinh Long province).
According to the Provincial People's Committee, this project will include an additional expressway interchange and a residential road section passing through the area. Currently, the My Thuan Project Management Board is urgently carrying out procedures to implement the construction.
The Provincial People's Committee has also directed departments, branches and localities to closely coordinate with the My Thuan Project Management Board in site clearance to implement the project, ensuring progress.
As of September 9, relevant localities have established compensation, support and resettlement councils, have announced land recovery and are conducting an inventory of assets attached to the land.
Accelerate, break through and exceed the target
At the meeting, Prime Minister Pham Minh Chinh thanked the people in the areas where the projects were located for giving up their land for the projects.
The Prime Minister also requested to promote the spirit of solidarity, strengthen coordination between agencies in the political system; seek the support and participation of the people; launch emulation movements, create an enthusiastic working atmosphere, portray good people and good deeds on the construction site; implement timely rewards but with strict discipline, ensure the correct progress, construction quality, and labor safety as set out; resolutely fight corruption, negativity, and waste...

The Prime Minister stated that there are only nearly 4 months left from now until the end of 2025, the weather is in the rainy and stormy season with many unfavorable fluctuations, the workload is still a lot, requiring the competent agencies to continue to promote the achievements, make efforts to implement the assigned tasks to complete the projects on schedule, contribute to disbursing 100% of public investment capital in 2025, strive for economic growth in 2025 to reach 8.3-8.5% and create momentum for the following period to achieve double-digit growth.
“The central and local governments must work together, everyone must accelerate and make a breakthrough with the idea of attacking, nothing is impossible, the important thing is to be determined to do and know how to do; with new spirit, new thinking, new methodology, more urgent, more effective, more sustainable; with the spirit of all for the country, all for the people, only discuss doing, no retreat, once committed, it must be done, done, done, it will bring about specific, measurable results,…”- The Prime Minister emphasized.
In addition, all levels and sectors strictly implement the policy of decentralization and delegation of power "locality decides, locality does, locality is responsible"; focus on removing institutional barriers, cutting down cumbersome administrative procedures for people and businesses; ensure "6 clear" assignments: clear people, clear work, clear time, clear responsibility, clear products, clear authority and ensure resources for implementation.
During the implementation process, especially when encountering difficulties and problems, it is necessary to uphold the spirit of "clear thinking, high determination, great effort, drastic and effective action, completing each task and completing each task" and immediately report to the competent authority for handling and resolution.
Regarding key tasks, the Prime Minister requested to complete and exceed the target of putting into operation 3,000km of expressway, opening the expressway from Cao Bang to Ca Mau and over 1,700km of coastal road in 2025. In particular, ensuring the basic completion of the Long Thanh International Airport project in 2025.
The Prime Minister also gave specific instructions on investment procedures, site clearance, construction materials, construction organization, etc. in localities such as Nghe An, Quang Tri, Quang Ngai, Cao Bang, Hanoi, Bac Ninh, Ho Chi Minh City, Dong Nai, Lang Son, Tuyen Quang, Can Tho, An Giang, Khanh Hoa, Lam Dong, etc.
As for investors, the Prime Minister noted that they must ensure quality, environmental hygiene, and labor safety in accordance with regulations, and not ignore or shorten technological processes and procedures for the sake of progress, choose materials that do not meet standards, and cause environmental hygiene and labor safety at the construction site...
