Confusion over compensation for alluvial land.

What is the biggest challenge the project is currently facing? asked Vice Chairman of the Provincial People's Committee Nguyen Hong Hai.

"Mr. Vice Chairman, is that the land clearance work?" replied Mr. Nguyen Huu Trung, Director of the Project Management and Investment Board for Transportation Construction in Binh Thuan.

Turning to the Phan Thiet City People's Committee, the Vice Chairman of the Provincial People's Committee asked: What is the reason for the slow progress in land clearance in Phan Thiet?

Mr. Nguyen Van Chon – Vice Chairman of Phan Thiet City People's Committee: "Because land in this area is mainly transferred through handwritten documents, determining ownership is difficult. In addition, people are using alluvial land along the riverbanks, so Phan Thiet is still struggling with determining compensation prices…"

This was a brief on-site dialogue during a field inspection of a key transportation project by the Provincial People's Committee. Mr. Huynh Van Minh, Director of the Land Development Center of Phan Thiet City, stated: The total land area to be acquired for the Van Thanh Bridge project is 16,605.9 , comprising 39 cases. Of these, Duc Long Ward has 18 cases with an acquired land area of ​​8,125.5 , including 15 households and 3 organizations. Phu Tai Ward has 21 cases with an acquired land area of ​​8,480.4 , including 19 households and 2 organizations. Currently, all 39/39 dossiers have been transferred to the local authorities for legal review. Duc Long Ward has completed legal review for 18/18 dossiers, and Phu Tai Ward for 13/21 dossiers. Regarding the remaining 8 cases, the City People's Committee directed the Land Registration Office Branch to take the lead in coordinating with relevant units and the Phu Tai Ward People's Committee to inspect and overlay the cadastral map and the Land Use Right Certificates of households and individuals to serve as the basis for the surveying unit to adjust the land plot records.

The Vice Chairman of the People's Committee of Phan Thiet city said they are confused about determining the price of alluvial land. Could you please elaborate on that, sir?

“The process of legally determining the origin of land and assets attached to the land by the People's Committee of the ward is still difficult. The reason is that most households and individuals buy and sell using handwritten documents that have not been certified by competent authorities; the current situation has changed compared to cadastral maps over different periods... The City's Compensation, Support and Resettlement Council is still confused in determining compensation and support for the files of some households whose land originated from and used alluvial land along the Ca Ty River before 1998. Subsequently, in the period after 1998 and before July 1, 2004, the households cleared the land and built houses that have remained stable until now. At the same time, from the time the households used the land and built houses until now, no agency has handled or penalized administrative violations in the field of land, and there have been no disputes or complaints. The City People's Committee has sent a document to the Department of Natural Resources and Environment and is awaiting guidance from the Department of Natural Resources and Environment.” Regarding the cases mentioned above… We have successfully persuaded people to hand over approximately 4,257.7 of land (including land belonging to households: 1,495.6 and land belonging to organizations: 2,762.1 )” - Mr. Minh explained.

With the site secured, it will be finished in December.

In April, Phan Thiet experiences the peak of scorching heat, yet dozens of workers diligently follow the assignments of the construction supervisor. Even at 10 a.m., the outdoor temperature is already high, and the heat on the construction site is even more intense as the machinery operates, causing everyone to sweat profusely. Numerous excavators, cranes, and pile drivers are roaring with activity as construction progresses.

Mr. Tran Quyet Chien, a pile driving worker, shared: “It’s so hot in Phan Thiet that we workers are working very hard. But the construction unit instructed us to work on schedule to maintain the contractor’s reputation with the province and the people, so we encouraged each other to keep trying…” Mr. Nguyen Truong Giang – the project commander of the joint venture contractor consisting of Hassyu Vietnam JSC, Bridge 14 JSC, and 624 Construction and Equipment JSC – stated: “The construction unit has brought in 600 Larsen steel sheet piles (4mm diameter) for the cofferdam, 3 drilling rigs, 2 40-ton cranes, 1 1,200-ton barge, pile driving machines, generators, over 100 tons of IH shaped steel, and hundreds of other pieces of equipment for the construction. Recognizing this as a key project of the province, the construction unit has focused its resources on its work. The unit has ample capacity, but the biggest difficulty is the lack of available construction site. Even more challenging is the lack of access roads, making the transportation of vehicles and materials to the construction site very difficult… Currently, the project progress has reached over 43%...”

On the other side of the construction site, on Nguyen Van Linh road connecting to Van Thanh Bridge, when people saw us coming to take pictures, they also gathered to watch the construction. Mr. Nguyen Ngoc from Phu Tai said that the people have been waiting for this bridge for many years and hope it will be completed soon. With this bridge, people in Phu Tai, Duc Long, Duc Thang wards and Tien Loi commune will have more convenient transportation. Mr. Ngoc suggested: "The people in the area are requesting the province to build an additional 500-meter section of road connecting Nguyen Van Linh road to Le Duan road (Van Thanh Bridge – Nguyen Van Linh – Le Duan) to create a route for the city's tourism development to become more diverse. At the same time, it will elevate Phan Thiet's urban infrastructure to a new level..."

Returning to the issue of land acquisition, after instructing Phan Thiet city to resolve difficulties and expedite land clearance, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai turned to ask Mr. Nguyen Huu Trung – Director of the Binh Thuan Provincial Project Management and Construction Investment Board: “If the land is cleared early, will the project be completed on schedule according to the contract?” “Yes, if the land is cleared early, construction will be completed by the end of December, meeting the contract schedule,” Mr. Trung replied…

The Van Thanh Bridge is the long-awaited dream of thousands of people. Therefore, now that it is the dry season, which is very favorable for construction, there is also much hope for the Van Thanh Bridge to appear on schedule.

According to the design, the Van Thanh Bridge is 714 meters long, consisting of 6 spans, with an approach road of 295 meters, a roadbed width of 27 meters, a road surface width of 15 meters, and sidewalks of 6 meters on each side. The total investment is 225 billion VND. Construction of the bridge began in the first quarter of 2023 and is expected to be completed by the end of December 2024.
