Together with the team of provincial Social Insurance officers, we went to some food markets in Hoa Lu city to promote voluntary social insurance and family health insurance policies. We had the opportunity to meet and learn about the need to participate in social insurance and health insurance of the people, especially those who do business and trade independently.

At Ninh My market (Hoa Lu city) - where hundreds of small traders are selling items from food, utensils to clothes and handbags, when asked about the State's preferential policies, many people know about it.

Ms. Phan Thi Le Hoa (Ninh My commune) said: With the thought of worrying about my future life when I reach retirement age, I will have a pension, so 2 years ago, I participated in voluntary social insurance with a contribution of 1 million VND/month. Through following the mass media about the new regulations of the Social Insurance Law 2024 which will take effect from July 1, the Law has added new regulations to increase benefits, increase attractiveness, encourage workers to reserve their contribution time to receive pension instead of receiving social insurance at once; add maternity benefits to the voluntary social insurance policy, the minimum social insurance contribution time of 15 years will be entitled to pension... Social insurance participants like me are very excited about the attention of the Party and the State. I also share and encourage female traders in the market to pay attention to participating in voluntary social insurance to have a pension when they retire...

Ms. Vu Thi Vui Ve (Hung Tien Commune, Kim Son) is also a business owner and has a clothing store in the locality. Ms. Ve's family is one of many households in Hung Tien Commune that have participated in family health insurance for many years.

Ms. Ve shared: My family has participated in family health insurance for many years now. If unfortunately I have to go to the hospital, I do not have to worry about the medical examination and treatment costs as the State pays most of them. I know that the Social Insurance Law 2024 stipulates expanding the subjects who can participate and fully enjoy the social insurance regimes. In which, the subjects participating in compulsory social insurance are expanded to business owners of registered business households; non-professional workers at the commune, village, and residential group levels; part-time workers; business managers, and cooperative managers who do not receive salaries. Therefore, as a business household, I will be required to participate in social insurance. I will try to arrange and calculate my income to participate at a level appropriate to my economic conditions...

In Kim Son district, the Steering Committee for implementing voluntary social insurance and family health insurance policies of the district has directed communes, towns, agencies and units to promote propaganda about rights and benefits when participating in voluntary social insurance and family health insurance; propagate and disseminate the Party's guidelines and policies, the State's policies and laws; answer people's questions in implementing social insurance and health insurance policies; introduce new points of the Social Insurance Law, etc.

Immediately after the launching ceremony to respond to "National Social Insurance Month", the district Social Insurance officers, the district Post Office and representatives of service organizations that signed contracts to authorize the collection of social insurance and health insurance premiums in the area simultaneously took to the streets to parade through main roads, to markets, crowded places, and households in the district to distribute leaflets, answer questions and directly mobilize people in residential areas.

Ms. Dinh Thanh Huyen, social insurance and health insurance collection agent of Kim Son District Post Office, said: For the Kim Son District Post Office collection service organization, by the end of the first quarter of 2025, the District Post Office had developed 986 voluntary social insurance participants, 5,350 health insurance participants, an increase of 1,236 people compared to the same period in 2024. During the "National Social Insurance Month", the collection service organization will closely coordinate with the District Social Insurance to promote propaganda and mobilization to achieve the target of striving in the campaign in May, the whole district developed 134 voluntary social insurance participants, 274 family health insurance participants, contributing to the completion of the assigned target in 2025.

Implementing Decision No. 1676/QD-TTg dated November 21, 2019 of the Prime Minister on approving the Project "Comprehensive innovation of content, form and method of social insurance propaganda", accordingly, May every year is taken as the month of mobilizing the implementation of universal social insurance. At the same time, it contributes to raising awareness of the entire political system and the people about social insurance and health insurance policies as well as expanding the number of participants in voluntary social insurance and family health insurance.

Up to now, in Ninh Binh province, there have been 188,146 workers participating in social insurance, accounting for about 41.98% of the workforce; 961,000 people participating in health insurance, accounting for 94.5% of the population. That affirms that the social insurance and health insurance policies have widely spread humanistic values ​​and superiority, contributing to stabilizing the lives of workers and people, ensuring social security and social order and safety in the locality.

Comrade Dinh Nho Khanh, Deputy Director of the Provincial Social Insurance, said: In order for the propaganda and mobilization of people to participate in voluntary social insurance and family health insurance to be truly meaningful and effective activities, contributing to bringing social security policies to workers and people, the Provincial Social Insurance requires collection service organizations to diversify propaganda forms to strongly spread the meaning, role, benefits, humanity and profound humanity of the voluntary social insurance and health insurance policies for each person. Maintain the achieved results and develop the increase in the number of people participating in voluntary social insurance and expand the scope of health insurance coverage. Strive to complete the planned target in May, with an average of 7 people participating in voluntary social insurance at each collection point and 4 people participating in family health insurance. Thereby, strive to bring the rate of health insurance participants in the whole province to 95% by the end of 2025, and the rate of social insurance participants to over 44%.

The National Social Insurance Month is a peak propaganda campaign on voluntary social insurance and family health insurance to raise awareness and enhance the responsibility of Party committees at all levels, authorities, socio-political organizations, organizations and individuals in organizing the implementation of social insurance and health insurance policies and laws; and to strengthen the mobilization of people to participate in voluntary social insurance and family health insurance.
