Establishment of the new Hai Phong Economic Zone Management Board after the merger

Deputy Prime Minister Tran Hong Ha has just signed Decision No. 1459/QD-TTg to establish the Hai Phong Economic Zone Management Board, on the basis of merging the Hai Phong Economic Zone Management Board (old) and the Hai Duong Province Industrial Parks Management Board (old).

According to the decision, the Hai Phong Economic Zone Management Board was established on the basis of merging the Hai Phong Economic Zone Management Board and the Hai Duong Province Industrial Parks Management Board.

Hai Phong Economic Zone Management Board (hereinafter referred to as the Management Board) is an agency under the People's Committee of Hai Phong City, performing the function of direct state management of industrial parks and economic zones in Hai Phong City; managing and organizing the implementation of the function of providing public administrative services and other support services related to investment, production and business activities for enterprises in industrial parks and economic zones according to the provisions of law.

The Management Board has legal status, an account, a seal bearing the National Emblem; state administrative management expenses, career operation expenses of the Management Board and development investment capital are provided by the state budget according to the plan and other funding sources according to regulations of competent state agencies.

This Decision takes effect from the date of signing and promulgation; it abolishes Decision No. 1329/TTg dated September 19, 2008 of the Prime Minister on the establishment of the Hai Phong Economic Zone Management Board, Hai Phong city.

The People's Committee of Hai Phong City is responsible for coordinating with the Ministry of Justice to review and propose the abolition of Decision No. 96/2003/QD-TTg dated May 13, 2003 of the Prime Minister on the establishment of the Hai Duong Province Industrial Park Management Board in accordance with the provisions of law.

The Head of the Management Board shall submit to the People's Committee of Hai Phong City specific regulations on the functions, tasks, powers and organizational structure of the Management Board in accordance with the provisions of law.

Before its re-establishment, the Hai Phong Economic Zone Management Board (old) in the 2020 - 2025 term attracted 18.6 billion USD of newly granted and adjusted FDI capital, reaching 186% of the Resolution target (10 billion USD), equal to 206% compared to the 2015 - 2020 term, accounting for 97% of the total FDI capital attracted by the whole city. Hai Phong (old) in the same period, accounting for 49% of the total FDI capital expected to attract from before to the end of 2025 (37.8 billion USD with 645 projects), affirming its position as a leading investment destination.

Regarding domestic direct investment (DDI), the 2020-2025 term also recorded strong growth in this capital flow with the total attracted capital expected to reach VND 481,915 billion (equivalent to USD 20.6 billion), equal to 449% compared to the 2015-2020 term, accounting for 68% of the total DDI capital of the entire City. By the end of 2025, industrial parks (IPs) and economic zones (EZs) are expected to attract 241 DDI projects with a total registered capital of over VND 600,000 billion (equivalent to USD 25.6 billion).

Every year, the industrial production value and export turnover of enterprises in industrial parks and economic zones account for over 80% of the total corresponding value of the entire Hai Phong city, exceeding the Resolution's target (contributing over 70% of industrial production value and over 80% of export turnover).

The development space has been strongly expanded, the quality has been improved. Currently, there are 8 new industrial parks with nearly 3,000 hectares that have been approved for investment, ready to welcome new capital flows. In particular, the Central Government's approval of the policy to establish a 20,000-hectare Southern Coastal Economic Zone, with the core being the new generation Free Trade Zone, opens a historical development chapter with great potential for the city. In addition, the city also has DEEP C Industrial Park and Nam Cau Kien Industrial Park, which are among the first industrial parks in the country to pioneer the conversion to an ecological model.

For the Hai Duong Industrial Parks Management Board (old), by the end of 2024, the industrial parks had attracted 440 investment projects, including 331 FDI projects with a total capital of 6.6 billion USD and 92 DDI projects with a total capital of 19,282 billion VND.

According to the Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister, Hai Duong province (old) was approved to develop 32 industrial parks with a total area of ​​about 5,661 hectares. 17 industrial parks have been established with a total area according to the detailed planning of about 2,738 hectares; 12/17 industrial parks have invested in infrastructure construction and business exploitation; 4 industrial parks are carrying out site clearance, infrastructure construction, and investment attraction; 1 industrial park is implementing related procedures to carry out site clearance.

With the establishment of the Hai Phong Economic Zone Management Board (new) after the merger, in the coming term of 2025 - 2030, the Management Board's top priority is breakthroughs in expanding urban space, promoting green transformation, digital transformation, and strongly developing the fields of industry, services and innovation.

At the same time, determine the breakthrough role of the Southern coastal economic zone as a new growth pole of the City. Carefully prepare the conditions to form the first free trade zone in the country, making the most of the development space after the merger of the two localities. All aim to create a new development momentum, contributing to Hai Phong's deeper integration into the global value chain and firmly entering a breakthrough development phase, advancing into a new era.

The Management Board will develop 10 - 20 new industrial parks and drastically transform existing industrial parks into ecological industrial park models; Complete the basic construction of infrastructure for the Southern coastal economic zone and effectively put into operation the new generation Free Trade Zone; Complete the policy of establishing specialized economic zones; Build at least 5 smart industrial parks, managed by science and technology, leading in digital transformation; Attract FDI capital in industrial parks and economic zones during the entire 2025 - 2030 term to reach 15 - 20 billion USD; Strive for the average occupancy rate of operating industrial parks to always be maintained at over 60%; Strive for 100% of newly started industrial parks to have plans and implement the construction of dormitories and accommodation facilities for workers, basically meeting the housing needs, along with synchronous cultural and sports institutions; Attract and retain high-quality human resources, especially experts and engineers in the fields of power technology, R&D, semiconductors, AI...
