Proposal to invest in 105 km of Moc Chau - Son La City expressway with capital of 22,262 billion VND
The Ministry of Construction proposed that the Prime Minister assign the People's Committee of Son La province to be the governing body to prepare the Pre-Feasibility Study Report for the Moc Chau - Son La City Expressway project, 105 km long, with a scale of 4 lanes, a design speed of 80 km/h, with a total investment estimated at VND 22,262 billion.
The route starts at Hoa Binh – Moc Chau Expressway and ends at National Highway 4G, passing through Moc Chau town, Yen Chau and Mai Son districts and Son La city.
Expected to be implemented in the period of 2026 - 2030 in the form of public investment from the central budget. The project aims to gradually complete the CT.03 expressway (Hanoi - Hoa Binh - Son La - Dien Bien), promote socio-economic development, tourism and ensure national defense and security in the Northwest region.
Hung Yen attracts more than 5.9 billion USD in investment in the first half of 2025
In the first 6 months of 2025, the merged Hung Yen province received 205 more investment projects with a total capital of over 5.9 billion USD, including many large-scale and dynamic projects. This result reflects an attractive and effective investment environment from administrative restructuring.

Thanks to focusing on reform, digital transformation, and removing bottlenecks in investment appraisal and licensing, the province maintained GRDP growth of 9%, export turnover reached 4.2 billion USD (up nearly 30%), and total social investment capital was nearly 37,800 billion VND. Industrial parks and outside industrial parks currently have nearly 3,880 valid projects, with a total registered capital of over 40.8 billion USD.
Attracting strong capital flows in the context of administrative restructuring affirms flexible management capacity and strategic vision, helping Hung Yen rise to become a new growth pole of the Red River Delta region.
Quang Ninh seeks investors for $2 billion project in Van Don Economic Zone
Quang Ninh Economic Zone Management Board announced the bidding to select investors for the high-end complex service tourism project in Van Don, with a scale of 244.45 hectares, total capital of more than 51,500 billion VND (about 2 billion USD), maximum operating period of 70 years.

The project includes items such as casino, hotel, resort villas, commercial center, park, traffic infrastructure... and is expected to be implemented within 9 years from the date of land allocation. The natural forest land of more than 62 hectares is kept in its current state.
The project is expected to become an international high-end tourism and entertainment destination, piloting the entry of Vietnamese people to casinos when meeting legal requirements. This is a strategic project of Van Don special economic zone - the center of entertainment industry, high-end sea and island tourism of Quang Ninh.
CMC approved as investor of 6,260 billion VND data center in Ho Chi Minh City
CMC Technology Corporation was approved by the Management Board of Ho Chi Minh City Hi-Tech Park to be the investor to implement the Super-scale Data Center Project with a total capital of VND 6,260 billion (over USD 250 million). The project has a scale of over 30,203 m², including 3,000 racks, a total IT Load capacity of 30 MW, and a 50-year operating period. Of which, CMC's capital contribution accounts for 20%, the rest is mobilized from other sources.

The project will be implemented in 4 phases from 2026 to 2030, with phase I starting in the second quarter of 2026. This is one of the key development priorities of Ho Chi Minh City High-Tech Park, along with key areas such as AI, semiconductors, and biotechnology, with the goal of building an innovative ecosystem and strongly attracting R&D investment.
Quang Ngai prepares to auction 18 mineral mines
On July 16, 2025, Quang Ngai province will auction 18 mineral mines for common construction materials, including 4 land fill mines, 6 stone mines and 8 construction sand mines, with a total deposit of nearly 3 billion VND. The mines are mainly located in the western part of the province and have completed preparations.
The auction aims to meet the material needs of the people and ensure the supply for public investment projects in the area. The mines have diverse exploitation scales, including stone and sand mines with estimated reserves of up to hundreds of thousands of m³. This is a large-scale mineral auction to effectively exploit local resources in accordance with legal regulations.
Hoa Phat invests nearly 3,400 billion VND in industrial park in Hai Phong
Hoa Phat Group has just been approved to invest in Hoang Dieu Industrial Park in Gia Phuc Commune, Hai Phong City, with a scale of more than 245 hectares and a total capital of nearly 3,400 billion VND.

The project will be implemented in 30 months, aiming at building and operating industrial park infrastructure, prioritizing attracting high-tech projects. Located near the Hanoi - Hai Phong highway and key national highways, the industrial park has great advantages in terms of trade connections, especially favorable in the supply chain of the Northern region.
The investor and the locality committed to provide strong support in terms of policies and infrastructure. This is the latest project that brings Hoa Phat's total industrial park land fund to 1,733 hectares, concentrated in localities such as Hung Yen, Ninh Binh, Bac Ninh and Hai Phong, with the occupancy rate of existing industrial parks reaching about 95%.
Deo Ca and Fecon join hands with Chinese partners to propose building metro line 2 in Ho Chi Minh City
The consortium consisting of Deo Ca Group, Fecon (Vietnam), PowerChina and SUCGI (China) proposed that the Ho Chi Minh City People's Committee assign the implementation of metro line 2 (Ben Thanh - Tham Luong) under the EPC contract designation form, based on Resolution 188/2025/QH15 on special mechanisms for urban railway development.

Prime Minister approves investment policy for 4 Lach Huyen ports with capital of 24,846 billion VND
The Prime Minister has approved the investment policy for the project to build ports No. 9, 10, 11 and 12 at Lach Huyen Wharf Area (Hai Phong), with a total capital of nearly VND 24,846 billion, to be implemented in two phases from 2026 to 2035.

The project has a total berth length of 1,800 m, accommodating container ships of 12,000–18,000 TEUs and a 400 m barge berth. In addition to the berth area, the project also includes a container yard, repair shop, technical infrastructure and modern loading and unloading equipment on an area of approximately 146.2 ha.
Once completed, the terminals will help improve logistics capacity, connect with duty-free zones, contribute to completing a modern seaport system, in line with national planning and promote economic development in the Northern region.
Xuan Truong Enterprise requests to expand 415 km of North-South Expressway with capital of 59,632 billion VND
Xuan Truong Construction Company has just proposed to the Prime Minister to allow investment in expanding 415 km of the North-South Expressway in the East from 4 to 6 lanes under the PPP method, with a total capital of about 59,632 billion VND. The proposal includes 9 sections such as Mai Son - National Highway 45, Van Ninh - Cam Lo... with each section length from 35-66 km.

The company pledged not to use state budget capital, mobilize BOT capital and private resources to ensure progress, quality, safety and environment. Currently, at least 6 other domestic investors have also expressed interest in expanding the North-South Expressway.
Previously, the Ministry of Construction proposed two investment options for the entire 966 km route with a total capital of nearly VND128,300 billion. Of which, the option was to split into two projects - one project with the same scale and location as Xuan Truong's proposal.
Quang Ninh: Investors want to invest 5 billion USD to build GH2 green energy project
On July 8, the investor proposed to build the GH2 Green Energy Circular Economic Complex in Hai Ha Industrial Park, Quang Ninh, with a total capital of about 5 billion USD. The project includes the GH2 complex with a scale of 713 hectares with 5 green hydrogen production modules, 24 domestic factories; a 65-hectare Angus cattle breeding center and an agricultural and forestry raw material area of about 70,000 hectares.

The project will produce biomass and renewable electricity and use electrolysis technology to create clean fuel. Chairman of Quang Ninh Provincial People's Committee Pham Duc An acknowledged the proposal and highly appreciated its suitability with the province's green and sustainable development orientation. In the first 6 months of 2025, Quang Ninh attracted nearly 292 million USD in FDI capital and achieved a total social investment capital of more than 51,400 billion VND.
Quang Ninh adjusts to increase 700 billion VND for project to expand road to Van Don complex
Quang Ninh Provincial People's Committee has just approved adjusting the total investment of the project to expand Road 334, from Ao Tien Golf Course to the intersection into Van Don Complex Park, from VND1,490 billion to VND2,190 billion, due to additional site clearance costs.

The project is 9.5 km long, 24-44 m wide, designed with 6 lanes, passing through many large projects such as Sonasea Van Don Harbor City, Ao Tien Golf Course, Ao Tien Port, connecting directly to Van Don International Airport. The completion time is extended to 2026.
The investment in expanding this route is expected to be an infrastructure driving force to help connect functional zones, creating momentum for Van Don Economic Zone - which is attracting a series of large-scale projects, including the 2 billion USD casino complex that has just been approved for investment by the Prime Minister.
Khanh Hoa: Attracting 6 new projects to Van Phong Economic Zone
In the first 6 months of 2025, Van Phong Economic Zone (Khanh Hoa) attracted 6 newly licensed projects and 1 project in Suoi Dau Industrial Park with a total investment capital of more than 3,011 billion VND; at the same time, adjusted to increase capital by nearly 297 billion VND for 2 projects.

Up to now, Van Phong Economic Zone has 155 projects with a total registered capital of about 5.4 billion USD, of which 106 projects have been put into operation. At the meeting on July 8, the Management Board of Van Phong Economic Zone proposed that the province soon arrange clean land funds, build resettlement areas and adjust the organization of the Land Fund Development Center to speed up site clearance and attract investment.
Chairman of the Provincial People's Committee Tran Quoc Nam agreed with the proposals and requested the development of a specific plan to speed up the implementation of key projects in this area.
In the first half of 2025, Vinh Long's budget revenue reached 19,583 billion VND.
In the first 6 months of 2025, Vinh Long recorded positive results in socio-economic development, with GRDP increasing by 7.49% and total budget revenue reaching 19,583 billion VND, exceeding the estimated schedule.

Of which, domestic revenue reached 11,194 billion VND, revenue from import and export reached 908 billion VND. Industrial production increased by 13.6%, trade and services developed strongly, total retail sales and service revenue reached 111,641 billion VND, export reached 1.799 billion USD.
Tourism also accelerated with more than 5.05 million visitors and revenue of VND4,088 billion. The province has granted 25 new investment projects, continued to promote trade, investment and develop infrastructure of industrial parks and economic zones to create a foundation for sustainable growth.
Establishment of Phu Quoc Economic Zone Management Board
On July 9, 2025, Deputy Prime Minister Tran Hong Ha signed Decision No. 1500/QD-TTg to establish the Phu Quoc Economic Zone Management Board under the An Giang Provincial People's Committee. This agency has legal status, a seal with the national emblem, its own account and is funded by the state budget.
The Management Board performs the function of direct state management of the economic zone in Phu Quoc special zone, organizes the provision of public administrative services and supports enterprises in investment, production and business activities in the economic zone. The Decision takes effect from the date of signing, and simultaneously abolishes Decision No. 1588/QD-TTg of 2015 on the Management Board of Phu Quoc Economic Zone in Kien Giang province.
Da Nang and Quang Ngai cities must complete handover of land for the North-South Expressway before July 15, 2025.
Permanent Deputy Prime Minister Nguyen Hoa Binh requested Da Nang City and Quang Ngai Province to complete the handover of construction sites for the Hoa Lien – Tuy Loan, Quang Ngai – Hoai Nhon, Hoai Nhon – Quy Nhon and Quy Nhon – Chi Thanh expressways before July 15, 2025. The Chairmen of the People’s Committees of the two localities will be responsible to the Government if the progress is delayed.

At the same time, the Ministry of Construction directed contractors to construct in "3 shifts, 4 teams", mobilize sufficient materials, equipment, finance, ensure quality, labor safety, and not lower technical standards for the sake of progress. These 4 projects are more than 231 km long, with a total capital of nearly 49,800 billion VND, accounting for about 23% of the volume needed to complete to achieve the target of 3,000 km of highway by 2025.
Favorable signal for airport investment proposal in Ninh Binh
The proposal to invest in an international airport in Ninh Binh province under the PPP model is receiving initial support from the Ministry of Construction and relevant agencies. This is the proposal of Xuan Truong Construction Enterprise, at the same time recommending the construction of 9 more bridges and 2 8-lane roads connecting Ninh Binh - Nam Dinh - Ha Nam. With a population of over 4.4 million, GRDP ranking 11/34 provinces and cities, nearly 14 million tourist arrivals in the first 6 months of the year, the new Ninh Binh after the merger is assessed to have great potential for developing aviation infrastructure.
The Ministry of Construction has proposed that the Prime Minister assign the Ninh Binh Provincial People's Committee to develop a feasibility study project, aiming to add it to the National Airport System Plan. This is considered a strategic step to promote the advantages of the Southern Red River Delta region - currently a "lowland" in logistics - in the context of promoting regional connectivity and double-digit growth in the 2026-2030 period.
Da Nang Chairman urges progress of belt road project, total capital of 498 billion VND
Chairman of the People's Committee of Da Nang City Luong Nguyen Minh Triet requested to speed up the progress of the Northern Ring Road project connecting Quang Da Bridge, after checking and realizing that the construction progress did not meet the requirements. The project has a total investment of 498 billion VND, is 4.64 km long, started in August 2024 and is expected to be completed in October 2025.

However, so far, there have been delays due to land clearance and limited contractor capacity. The City Chairman requested the People's Committee of Dien Ban Bac Ward to urgently develop a detailed plan for land clearance, mobilize people, implement resettlement, and consider transferring capital to other projects if disbursement is not achieved. Relevant units were also assigned to review contractor capacity and remove difficulties in construction material sources to ensure progress.
Lao Cai unanimously overcomes difficulties, speeds up progress of 500 kV transmission line project
The 500 kV Lao Cai – Vinh Yen transmission line project, 229.5 km long with a total investment of more than VND 7,410 billion, is being accelerated thanks to the joint efforts of the people, soldiers and Lao Cai provincial government. At difficult construction sites such as VT93 and VT140 poles, mountainous terrain and limited traffic make the transportation of materials and installation difficult.
However, nearly 30 military soldiers supported the road leveling, material transportation and pole foundation construction in the rainy and muddy conditions. People also actively donated land and received compensation to hand over the site soon. Package 2 has now completed the foundation for 47 locations, 18 poles have been installed and construction is expected to be completed on schedule, ensuring the entire line is energized on August 19, 2025 as required by the Prime Minister.
Hanoi approves list of 150 land plots for project implementation according to Resolution 171/2024/QH15
The Hanoi People's Council has officially approved a list of 150 land plots with a total area of 690.04 hectares to implement the pilot project according to Resolution 171/2024/QH15 of the National Assembly. This list was adjusted from the original 155 land plots, eliminating 5 plots due to not meeting the conditions or overlapping with the approved list.

The approval of the list is the first step to specify a special mechanism, allowing Hanoi to proactively approve investments without having to consult a number of central ministries and branches, thereby shortening procedures and improving the investment environment.
The City People's Council requests the People's Committee to take full responsibility for the legality, current status, and planning of the projects, while ensuring publicity, transparency, strictly handling violations, and avoiding complaints. The land plots, after being implemented, will create important resources for the development of housing, infrastructure, public services, and essential works of the capital.
The Ministry of Finance was assigned to preside over the research on the development mechanism of Phu Quoc Special Economic Zone.
Deputy Prime Minister Le Thanh Long assigned the Ministry of Finance to take the lead in developing special mechanisms and policies for the development of Phu Quoc Special Zone according to the conclusion of General Secretary To Lam at the working session with Kien Giang Provincial Party Committee.

The Ministry of Home Affairs is in charge of developing a project on the organization of the administrative apparatus of the special economic zone. In addition, the Government assigned ministries, branches and An Giang province to coordinate in implementing many tasks related to the development of the Mekong Delta, including investment promotion, special financial mechanisms, sustainable agricultural development and strategic transport infrastructure. The results must be reported to the Prime Minister and the General Secretary before July 30, 2025.
