According to the roadmap, the focus in the coming time will be to put the Concentrated Information Technology Park into operation, form a Science and Technology Park, start construction of the Education and Training Complex; focus on transforming the economic growth model to apply scientific and technological advances, innovation, green economy, circular economy, knowledge economy, etc. Meanwhile, the old Ba Ria - Vung Tau province has deployed the development of modern digital technology infrastructure, super large capacity, super wide bandwidth on par with advanced countries and towards 5G coverage throughout the region. This place has identified the goal of socio-economic development through promoting the application of science and technology.

In particular, the project "Research and application of circular economic model to serve sustainable socio-economic development of Con Dao district, Ba Ria - Vung Tau province in the period of 2022-2025, with orientation to 2030" plays an important role, with the characteristics of this area. Science, technology and innovation activities are expected to make an important contribution to building and developing cultural, social and human values, contributing to the province's human development index (HDI) at a level of over 0.7; the rate of enterprises with innovation activities reaches over 40%.

Strategic planning of Technology Parks and High-Tech Parks

The Ho Chi Minh City Science and Technology sector will focus on exploiting the potential of each region in a synchronous manner across all fields. Regarding infrastructure, priority will be given to developing modern and synchronous digital infrastructure, especially attracting investment in data centers, high-performance computing centers, and network operators to develop a widespread 5G network to create a seamless connection platform. High-tech parks, concentrated information technology parks, and high-tech agricultural parks will be planned for expansion and new construction with specific strategies throughout the area. At the same time, businesses across the city will be encouraged to use the Science and Technology Development Fund for R&D activities and technological innovation more effectively.

Before merging with Binh Duong and Ba Ria-Vung Tau provinces, Ho Chi Minh City already possessed a large science and technology foundation in the region and the whole country; it had a system of 97 universities and colleges, many of which were prestigious and had leading research capacity, typically Ho Chi Minh City National University. In addition, the city also had more than 450 science and technology organizations, 134 modern laboratories and 123 intermediary organizations supporting science and technology and innovation activities. In addition, advanced science and technology models have affirmed their brands over the years such as Quang Trung Software Park, High-Tech Park, High-Tech Agricultural Park and Creative Startup Center.

In the field of digital transformation and application of 4.0 technology, Ho Chi Minh City has affirmed its pioneering position. The digital economy is identified as a growth pillar, currently contributing about 20% to the city's GRDP. At the same time, the startup ecosystem attracts more than 2,000 startups (accounting for about 50% of the total number of startups in the country), with the participation of more than 100 venture capital funds and more than 20,000 individuals operating in the field of science and technology.

Shaping new development directions

According to the representative of the Department of Science and Technology of Ho Chi Minh City, from the strengths of each locality before the merger, Ho Chi Minh City today will become a center attracting experts and scientists, creating more favorable conditions for international experts to participate in major research projects, especially in the areas of strength of each region such as marine economy, semiconductor industry or artificial intelligence (AI). The government will perfect institutions and policies to encourage the private sector to invest in research and development (R&D), accelerate the comprehensive digital transformation process, and at the same time encourage digital technology enterprises to innovate.

With a modern metro system, Ho Chi Minh City hopes to connect widely throughout the regions in the future.

“R&D centers will link up and promote investment to become international standard research centers and key laboratories. The city will create a common science and technology market, in which the Ho Chi Minh City Technology Exchange will be built and operated to connect with technology exchanges in the Southeast region and nationwide, thereby promoting the connection of technology supply and demand between institutes and schools in Ho Chi Minh City and manufacturing enterprises,” said Mr. Lam Dinh Thang, Director of the Ho Chi Minh City Department of Science and Technology.

The Department of Science and Technology of Ho Chi Minh City has set out goals to create synergy to develop inherent potentials and strengths. That is to build a unified space for innovation and digital transformation; from there, create an innovation and creative startup ecosystem on a regional and international scale, closely connecting entities including research institutes, universities, businesses, scientists, investors and state management agencies throughout Ho Chi Minh City. The Ho Chi Minh City Innovation Startup Center will be developed in conjunction with the regional and national network of centers... The city will become a national center for data center infrastructure, forming a large regional-scale data center to serve the entire new Ho Chi Minh City.

The old Binh Duong area will be positioned as the "factory" of smart industrial production and modern logistics of Ho Chi Minh City. Thereby, prioritizing the application of technologies such as robotics, automation and 3D printing. Expanding high-tech parks and concentrated information technology parks here, attracting large technology corporations to invest in the production of electronic components and microchips. The Ba Ria - Vung Tau area is a maritime gateway, a center of marine economy and clean energy, from which an international standard R&D center for marine economy and research complexes of sea, ocean and natural resources will be formed. At the same time, promoting the application of science and technology and digital transformation in the logistics sector to optimize the deep-water port system, develop smart tourism, etc.

“For the existing core area of ​​Ho Chi Minh City, it will be positioned as a research “brain”, a financial center and a high-quality service center to aim at becoming a destination for Fintech businesses, strongly developing strategic technology industries such as AI, software and digital content. Focus on forming at least 1-2 international standard R&D centers in the fields of finance and high technology, promoting strong digital transformation in the fields of public administration, finance, banking, healthcare and high-quality education”, Mr. Lam Dinh Thang shared.

3 key operational tasks of the Department of Science and Technology of Ho Chi Minh City

- Building a strategy for developing Ho Chi Minh City's digital infrastructure, a key content to form a digital space, open data and platform for smart cities.

- Promote comprehensive digital transformation within the department with a focus on building a digital management system to serve real-time operation - evaluation - monitoring.

- Resolutely implement phase 2 of the project to reorganize public service units, aiming to reorganize the apparatus according to a streamlined model, reduce overlap, and increase operational efficiency. This is the premise for building an ecosystem of science and technology units with autonomous capacity, ready to serve science and technology tasks in the new context.
