
This is the first time in Vietnam that a locality has proactively built a specialized handbook for international film crews, providing comprehensive information on the setting, services, infrastructure, support processes, communication systems and resources available for film production in Ho Chi Minh City.
The handbook “Ho Chi Minh City - Film Production Destination” provides an overview of terrain, climate, transportation, services; a list of prominent settings; a list of production support units, logistics services, human resources; processes, procedures and instructions for working with management agencies; and quick contact information for film crews.
The handbook is designed according to international standards, with professional advice from the French Embassy in Vietnam and international and domestic film experts.

This is considered the first step to help the City continue to implement the "one-stop shop" mechanism to support film crews, modernize infrastructure and promote investment in the film industry, while raising the City's position on the international film map.
Speaking at the event, Ms. Tran Thi Dieu Thuy, Vice Chairwoman of Ho Chi Minh City People's Committee, said that the City identifies the development of cultural industry, especially cinema, as a strategic field, effectively contributing to economic growth, social development and promoting international image.
The launch of the handbook demonstrates the City's commitment to building a comprehensive film ecosystem, from production, distribution, human resource training, infrastructure to scene exploitation and support services.
According to Mr. Paul Abela, Audiovisual Attaché of the French Embassy, the manual is an important first step towards building a sustainable cinema ecosystem in Ho Chi Minh City. It makes filming easier, faster and more transparent, especially for international producers.
“France is very proud to be part of this initiative, as the audiovisual industry is a long-standing cultural bridge between the two countries. At the same time, the handbook will contribute to professionalizing the reception of film crews, attracting international productions, strengthening technical services, post-production, animation and developing film tourism . More filming also means more career, training and international cooperation opportunities for young professionals in Vietnam,” said Mr. Paul Abela.
The launching of the “Film Production Destination” Handbook is part of the workshop “Current situation and solutions to attract film crews to localities” at the 24th Vietnam Film Festival taking place on the morning of November 23.
