The merger will not only complement each other but also amplify and create new impetus for the economic engine to accelerate. The traditional cultural ties of the three localities, each with its own unique characteristics and strengths, will blend together to form a unified and diverse bloc that will be richer, stronger, and more solid. The Ho Chi Minh cultural space will be more widely disseminated.
Many experts and citizens have entrusted Ho Chi Minh City with key drivers of development. These include sustainable smart urban development; an innovation ecosystem; modern, high-value-added services; logistics and maritime orientation; regional, global, and superior institutional connectivity. To overcome difficulties and challenges, many also emphasize addressing infrastructure bottlenecks, mobilizing resources for development, avoiding resource waste, especially high-quality human resources, and urgently implementing digital transformation and green transformation.
We believe that, entering a new phase in the operation of the state apparatus, along with stronger decentralization and delegation of power, Ho Chi Minh City will be more proactive in policy planning and accountable for its decisions in many fields: education, health, science and technology, environmental protection, culture, sports, tourism, etc., creating conditions for proactive inter-provincial coordination in implementing strategic projects. Ward and commune levels will be empowered to handle more issues directly related to people's lives. Ho Chi Minh City will also be a pioneer in digitalization, including building a system for evaluating civil servant performance based on digital data… During the implementation process, Ho Chi Minh City will continue to propose appropriate mechanisms to develop to its full potential.
