To overcome the shortage of places for training, cultural and artistic activities, and sports playgrounds, the City People's Committee has directed wards and communes to survey and plan the system of cultural and sports institutions in the area, promote socialization to invest, upgrade, and supplement cultural and sports facilities. Up to now, 97.7% of wards and communes have cultural and sports centers and communal cultural houses; the rate of residential areas with cultural houses and community activity venues has reached 100%. Wards, communes, villages, hamlets, and residential groups always focus on maintaining club activities at the system of cultural and sports institutions at all levels. In particular, since the merger of administrative units (September 1, 2024), the City People's Committee has strengthened its direction to continue to improve the effectiveness and efficiency of State management in the fields of culture, sports and tourism; Promote the implementation of movements and campaigns "All people unite to build a cultural life", "All people exercise following the example of great Uncle Ho" associated with the construction of new rural areas and civilized urban areas. The movements and campaigns have received active response and participation from all walks of life and have increasingly spread in the lives of the community, in each cadre, civil servant, employee, and worker in agencies, units, enterprises, and schools in the area. Implementing Resolution No. 07/NQ-TU dated June 9, 2016 of the Provincial Party Committee on "Building a healthy cultural environment to contribute to promoting the socio -economic development of the province", the City People's Committee has directed localities to implement legal documents and policies related to the construction, management, use and organization of grassroots cultural and sports institutions; Develop internal regulations and operating regulations for cultural and sports centers, cultural houses of wards, communes, residential groups, villages and hamlets. For cultural houses of villages, hamlets and residential groups in communes and wards building new rural areas and civilized urban areas, through appraisals, the Department of Culture and Information will strengthen coordination and inspection, guide facilities to supplement legal bookcases, sound and lighting equipment and other conditions to ensure the operation of cultural houses according to regulations.
With the foundation of a system of cultural and sports institutions that have been planned and built synchronously, it has created conditions for the mass cultural, artistic and sports movements in the city to develop in both breadth and depth. Currently, the city has more than 30 cultural, artistic and sports clubs under the management of the City Center for Culture, Information and Sports; more than 100 groups, teams, associations, groups, and mass cultural and sports clubs of wards and communes with diverse activities from folk singing and dancing to modern dancing, contributing to enhancing the role of people in creating and enjoying cultural values. The clubs mainly operate in a socialized manner. Many cultural and artistic clubs operate effectively, attracting a large number of members; typically Thanh Nam, Vu Dieu Xanh, Anh Duong dance clubs; Song Dao Poetry Club, Vietnam Poetry Club of Nam Dinh City, My Thang Commune Poetry Club, Tre Xanh Poetry Club of Hung Loc Ward, Huong Que Poetry Club of My Loc Commune; Cheo and folk singing clubs of Hung Loc Ward, My Ha Commune, My Thuan Commune... Many localities have strong development of the art movements of the Association of the Elderly, the Women's Union, and the Youth Union such as the wards: Nam Phong, Nam Van, Quang Trung, Vi Xuyen, Nang Tinh, Truong Thi, the communes: My Phuc, My Tan, My Trung... The main club activity models in the localities include: health care, folk dancing, singing revolutionary songs and folk dancing and singing.
Since 2020, Nam Dinh city has completed the project "Building a model of public sports training in parks and flower gardens in the area" with 6 clusters of outdoor sports training equipment, attracting thousands of people to participate in training. The mass sports movement is increasingly developing, concentrated in locations such as Vi Xuyen Park, Dan Leo Square, Dien Bien Flower Garden... with diverse forms such as: walking, cycling, bodybuilding, health care, dancing, shuttlecock, badminton, football... Every year, cultural, artistic and sports programs are regularly organized by the city, associated with holidays, New Year, festivals, cultural and political events of the city and the province. Through the Provincial Sports Festival and Phu Dong Sports Festival, Nam Dinh city always ranked first and second in the whole delegation; Contribute many high-achieving athletes to the province in the following sports: football, athletics, swimming, table tennis, badminton...
Attention has been paid to the propaganda work of the Party's guidelines and policies and the State's laws in the city, with a focus on developing and implementing diverse and rich radio programs; promoting propaganda on electronic information pages and social networks. Propaganda work on "cyberspace" is considered an effective and important propaganda tool and method, in line with the trend of the times. In addition to performing directly for local people, the City Center for Culture, Information and Sports also promotes art performances and mobile propaganda programs in the form of livestreams and broadcasting on social networking sites such as Facebook, Zalo, YouTube, etc., creating a ripple effect, attracting a large number of viewers and visitors. Agencies, departments, branches, unions, and localities have stepped up propaganda, enhanced political education, ideology, ethics, and lifestyle for cadres, party members, civil servants, public employees, and people; Focus on preserving and promoting traditional culture, as a foundation for successfully implementing cultural, economic and social development goals.
Up to now, 100% of departments, offices, wards and communes in the city have issued the Regulations on office culture and the code of conduct for cadres, civil servants and employees. Building each agency, unit and organization into a healthy cultural environment contributes to educating and training people in personality and lifestyle. The movement to build a healthy cultural environment associated with patriotic emulation movements has contributed to improving the material and spiritual life of the people. The movements to build "Cultural residential areas (villages, hamlets, residential groups)", "Cultural families", "Advanced residential areas", "5-no residential areas", "Bright, green, clean, beautiful and safe residential areas" have been widely implemented with many creative and diverse methods and achieved many positive results. Every year, over 80% of households in the city are recognized with the title "Cultural families". Activities with propaganda content on marriage, building a prosperous, equal, progressive and happy family are regularly organized and receive support from the community. More than 90% of residential groups, villages and hamlets are recognized as "Cultural residential areas". Units that have been recognized as cultural have always maintained the criteria of building a stable and gradually developing economic life, a healthy and rich cultural and spiritual life, building a clean and beautiful landscape environment, and implementing a cultural lifestyle in weddings and funerals. The movement of setting an example of "good people - good deeds" has become a goal to strive for in agencies, units, businesses, families, clans and communities. Many individuals and groups have voluntarily donated land, contributed money and labor to build new rural social welfare works.
The achievements in building grassroots cultural life and a healthy cultural environment are important premises, creating strong spiritual motivation for the Party Committee, government and people of Nam Dinh city to continue promoting the strength of the great national unity bloc, promoting patriotic emulation movements associated with socio-economic development in the coming time.
