Yen Bai city focuses on creating resources and developing party members

Yen Bai - In recent years, Yen Bai City Party Committee has always paid attention to and focused on the work of creating sources and developing new party members, young party members, especially in the militia and self-defense forces, reserve forces, and young people of military service age and public security service. Reporter: Dear comrade, could you please tell us about the important results in the work of developing party members of the Yen Bai City Party Committee since the beginning of the term?

Standing Deputy Secretary of the City Party Committee Pham Ngoc Vo: Determining that the work of developing Party members is a very important task, an indicator in the work of Party building, aiming to supplement the Party with new factors, strengthen the Party's fighting strength, therefore, the City Party Committee directs grassroots Party committees at all levels to regularly pay attention to doing a good job of creating sources and developing new Party members, contributing to building a clean and strong Party organization. Right from the beginning of the term, the City Party Committee directed the development of new Party member development targets for the entire term and each year (striving to admit 110 new Party members or more each year, according to the Resolution of the 20th City Party Congress, term 2020-2025), on that basis, annually assign Party member development targets to Party cells and affiliated Party committees for implementation.

Every year, direct the issuance of Plans for developing new party members such as: Plan No. 60-KH/TU dated June 24, 2021, which sets out the goal of striving to exceed the Party admission target determined in the Resolution of the 20th City Party Congress, term 2020 - 2025, admitting 146 or more party members; of which, 27 or more party members are elite people in enterprises; Plan No. 90-KH/TU dated September 20, 2021, which sets out the goal of striving to fulfill the target assigned by the province, admitting 147 or more new party members; of which, 17 or more party members are elite people in enterprises; Plan No. 159-KH/TU dated October 17, 2022 on developing party members in 2023, Plan No. 228-KH/TU dated October 19, 2023 on developing party members in 2024, Plan No. 299-KH/TU dated October 29, 2024 on developing new party members in 2025.

In which, the target is set to strive to complete the target assigned by the province, admitting 150 or more new party members each year, including 17 or more outstanding party members in enterprises; setting out tasks, solutions, and allocating targets for admitting new party members to each branch and affiliated party committee. Under the direction of the Standing Committee of the City Party Committee, in the process of organizing and implementing tasks, party committees and party organizations have seriously and fully implemented the plans, directives, and resolutions of the Provincial Party Committee and City Party Committee, especially on the work of developing party members; proposing practical policies and solutions to complete and exceed the assigned target with the number of admitted party members ensuring quality and reasonable structure.

In order for the work of developing Party members in the City Party Committee to be carried out in accordance with the Regulations and Guidelines of the 13th Party Central Committee, the Standing Committee of the City Party Committee directed the Organizing Committee of the City Party Committee to develop Instruction No. 01-HD/BTCTU dated March 25, 2022 of the Organizing Committee of the City Party Committee to specify a number of contents in Regulation No. 24-QD/TW dated July 30, 2021 on the specific implementation of the Party Charter and Instruction No. 01-HD/TW dated September 28, 2021 of the 13th Party Central Committee.

In recent years, in parallel with the work of developing new party members, the work of creating sources for recruiting party members for the following years has also received attention and focus from party committees at all levels. Branches and grassroots party committees have actively and proactively discovered and created sources, assigned party members to train and help, and divided plans to consider sources of outstanding union members and members of political and social organizations through patriotic emulation movements from agencies and units. Innovating the content and form of propaganda and training the masses to strive to join the Party.

To create resources for the grassroots, every year, the City Party Committee directs its branches and subordinate Party committees to make a list of outstanding people to send to attend political theory training classes for candidates to join the Party. Since the beginning of the term, the City Party Committee has directed the opening of 18 classes to foster awareness of the Party for 988 outstanding people.

In 2020, 3 classes were opened for 144 students; in 2021, 3 classes were opened for 155 students; in 2022, 4 classes were opened for 213 students; in 2023, 3 classes were opened for 193 students; in 2024, 3 classes were opened for 166 students; in the first 3 months of 2025, 2 classes were opened for 117 students. Assign party admission targets close to reality so that branches and party committees can plan to strive to implement them. Regularly monitor data on creating sources of new party members of branches and grassroots party committees directly under the City Party Committee. Direct the staff agency to directly work with grassroots party committees to promptly grasp the situation, detect difficulties and obstacles in the work of creating sources of new party members to have solutions.

In recent years, the Standing Committee of the City Party Committee has always paid attention to and focused on developing new party members in the militia, reserve forces, and young people of military service age and public security service age. Official Dispatch No. 1219-CV/TU dated December 8, 2022 directed communes and wards to do a good job of creating sources and recruiting party members in this force. From 2023 to present, the Yen Bai City Party Committee has recruited 26 party members who are youth union members of military service age and public security service age.

Standing Deputy Secretary of the City Party Committee Pham Ngoc Vo presented certificates of merit to Party committees with outstanding achievements in Party building work in 2024.

Since the beginning of the term, Yen Bai City Party Committee has decided to admit 817 new Party members, reaching 148.5% (exceeding 48.5%) of the target set by the Resolution of the 20th City Party Congress, exceeding the target assigned by the Provincial Party Committee every year (152 Party members admitted in 2020, 147 Party members in 2021, 148 Party members in 2022, 152 Party members in 2023, 152 Party members in 2024, and 66 Party members in the first 3 months of 2025), including 4 Party members who are private business owners.

PV: How has the City Party Committee paid attention to the development of new party members, especially young party members and student party members, in recent times?

Standing Deputy Secretary of the City Party Committee Pham Ngoc Vo: Determining the work of developing party members among students is of great significance, aiming to strengthen the "youth" of the Party, create a source of successor cadres, and ensure a continuous and steady transition between generations of cadres and party members. In recent years, the City Party Committee has always paid attention to and focused on the work of creating sources and developing the party in this force. Directing Party committees at all levels of high schools in the area to discover, nurture, and help student union members through developing plans to create sources for developing party members who are students who meet the age standards (from 18 years old and up), have excellent achievements in studying and cultivating, training, and actively participate in movements of the class, the school, and organized by the youth union.

Since the beginning of the term, the Yen Bai City Party Committee has decided to admit 387/817 new party members who are youth union members to the Party, accounting for 47.37% of the total number of party members admitted since the beginning of the term (including 8 new party members who are excellent students of high schools in the area: including 4 party members of the Nguyen Hue High School Party Committee, 4 party members of the Yen Bai Provincial Boarding High School Party Cell), ensuring the standards, conditions and processes and procedures according to Regulation No. 24-QD/TW dated July 30, 2021 of the Central Executive Committee on "Implementation of the Party Charter" (now Regulation No. 232-QD/TW dated January 20, 2025) and Instruction No. 01-HD/TW dated September 28, 2021 of the Central Executive Committee on "Some specific issues on Implementation of the Party Charter".

PV: Could you please tell us about the lessons learned in developing party members, especially in improving the quality of party members and recruiting young party members?

Standing Deputy Secretary of the City Party Committee Pham Ngoc Vo: To continue promoting the achieved results and completing the target of admitting party members in the coming time, the City Party Committee has drawn some lessons as follows:

First: Be determined and resolute in directing the training and creating resources, but must be suitable to the practical situation of each Party Committee and Party cell; especially, be persistent and tenacious in mobilizing and training outstanding masses for consideration and admission, ensuring an increase in quantity and quality.

Second: Carefully review the source of subjects at party committees and branches, paying attention to subjects such as youth, union members, members of mass organizations, teachers, high school students... to assign targets close to reality, and regularly check and urge implementation.

Third: Actively innovate teaching methods, foster awareness of the Party, and strengthen the deep connection between theory and practice. Be flexible in arranging classes to foster awareness of the Party to suit each specific subject, creating favorable conditions for the elite masses to participate in learning.

Fourth: Strictly implement the reward and criticism regime in implementing the Party member development targets. Include in the annual evaluation and classification criteria for organizations and individuals related to the implementation of the Party member admission task.
