On August 13, 2025, the State Bank Inspectorate (SBV) Region 10 Branch issued Notice No. 242/TB-TTra on the public announcement of the Inspection Conclusion at Dak Song Transaction Office, Vietnam Joint Stock Commercial Bank for Industry and Trade - Dak Nong Branch (VietinBank Dak Song Transaction Office).
The inspection is carried out according to the 2025 periodic plan, including the contents of opening and using payment accounts, credit cards and credit activities. The inspection period lasts from January 1, 2023 to May 31, 2025.
The inspection results show that VietinBank Dak Song Branch has complied with the provisions of law and VietinBank's internal regulations in opening and using payment accounts and credit cards.
Meanwhile, regarding credit activities, in addition to the achieved results, the conclusion of the State Bank Inspectorate pointed out a number of shortcomings and errors in credit activities at this unit.
Specifically, regarding the collection of documents, according to the inspection results, in some cases, books and financial reports have not been fully collected for appraisal; certificates of cultivated area still lack information; VAT invoices for business loans have not been collected; documents proving the purpose of using the loan capital are not sufficient for assessment; and there is a lack of documents as a basis for assessing the reasons for debt group transfer.
Regarding the appraisal and approval of loans, the appraisal of some loans is assessed as not strict, lacking the basis for granting credit limits. The credit rating is not consistent with the submission. The approval of loans for large-scale businesses is not consistent with the business cycle. Some agricultural loans have higher output and investment costs than the norm, posing potential risks.
For some cash disbursement records, the unit has not yet had legal confirmation of the commitment that the beneficiary does not have an account. The work of checking disbursement documents still has errors and dishonest information.
Regarding loan security, some files lack inspection records, collateral valuation records or incomplete information analysis.
Post-disbursement checks are still sketchy, failing to properly assess the customer's business situation. The unit has not checked the production and agricultural care situation for the corresponding loans. Some overdue debts do not have working minutes to investigate the cause and assess the ability to repay.
The inspection conclusion pointed out that the main reason for the above problems is that customer relations officers have not fully complied with the credit granting process; the work of collecting and storing records is still loose; the internal control work is not timely. In addition, there are objective reasons such as the team of young specialists, the updating of legal documents and professional practices is not regular.
Direct responsibility lies with the customer relations officer, followed by the controller and the credit decision maker (Transaction Manager, Branch Deputy Director). The Credit Support Department at the Branch also has some responsibility.
Based on the inspection results, the Inspection Team does not apply any handling measures within its authority.
However, the Chief Inspector of the State Bank of Vietnam, Region 10 branch, requested VietinBank Dak Nong to make 1 recommendation and requested VietinBank Dak Song transaction office to make 10 recommendations to overcome the above-mentioned shortcomings and errors, in order to help the unit operate safely and effectively in accordance with the provisions of law.
