The city also applies technology in collecting opinions to quickly synthesize and classify by content and field, thereby better understanding people's wishes to make appropriate decisions, towards a happy city for the people.

A document contributed by hundreds, thousands of opinions from all walks of life will bring the vitality of practice and social consensus. It is this process of gathering broad intelligence that helps the decisions in the congress resolution have a solid foundation and high feasibility; so that at each step, each sector and each group clearly sees their role, tasks and interests in implementation.
