Achievement of the people

These days, Ho Chi Minh City is holding conferences to collect extensive opinions on draft documents for the 1st Ho Chi Minh City Party Congress and the 14th National Party Congress. This is not only a preparatory activity for the congress, but also a testament to the democratic spirit, sense of responsibility and aspiration for sustainable development of a dynamic, prosperous, civilized and affectionate city.

The conferences were organized by sector, industry, and field, creating an open space to receive multi-dimensional opinions. Participation ranged from senior leaders, retired officials, experts, intellectuals, journalists, artists, and the general public, turning the process of giving opinions into a political event of national significance.

From macro-level opinions, objective assessments of the past term, to frank comments on limitations, or suggestions for key tasks to develop the city to its full potential in the coming time, all were presented responsibly. Many opinions went straight to issues arising from real life, from the story of eliminating temporary and dilapidated houses to medical services, children's education or workers' housing...

That proves that the congress documents increasingly "touch" every breath of life, solving the problems of a city with about 14 million people.

Organizing conferences by target groups also turns the feedback process into a space for real dialogue. There, each class can have their say. The city also applies technology in collecting opinions to quickly synthesize and classify by content and field, thereby better understanding people's wishes to make appropriate decisions, towards a happy city for the people.

This process is considered an important transition, from “asking for opinions” to “working together”, from people only listening to the role of accompanying the development of documents. That affirms the consistent viewpoint that, for documents to truly “live”, they must be the crystallization of community wisdom and carry the vitality of practice, along with social consensus.

A document contributed by hundreds, thousands of opinions from all walks of life will bring the vitality of practice and social consensus. It is this process of gathering broad intelligence that helps the decisions in the congress resolution have a solid foundation and high feasibility; so that at each step, each sector and each group clearly sees their role, tasks and interests in implementation.

In addition, if the synthesis results are made public, clearly explaining the accepted opinions or inappropriate groups of opinions will help strengthen trust and encourage people to continue accompanying the city.

Ho Chi Minh City is facing a major turning point to become an international megacity, with both opportunities and challenges.
