Achievements of the people's will

These days, Ho Chi Minh City is holding conferences to gather extensive feedback on the draft documents for the First Ho Chi Minh City Party Congress and the 14th National Congress of the Communist Party of Vietnam. This is not only preparation for the congresses, but also a testament to the democratic spirit, sense of responsibility, and aspiration for sustainable development of a dynamic, prosperous, civilized, and compassionate city.

The conferences were organized according to different sectors, industries, and fields, creating an open space to receive diverse opinions. Participation ranged from senior leaders, retired officials, experts, intellectuals, journalists, artists, to the general public, transforming the feedback process into a nationwide political event.

From macro-level opinions and objective assessments of the past term to frank suggestions about limitations and proposals for key tasks to develop the city to its full potential in the future, all were presented with a sense of responsibility. Many opinions directly addressed issues arising from real-life situations, from the elimination of temporary and dilapidated housing to healthcare services, children's education, and workers' housing...

This demonstrates that the congress documents are increasingly "touching" the very pulse of life, addressing the problems of a city with approximately 14 million inhabitants.

Organizing conferences according to target groups also transforms the feedback process into a truly meaningful dialogue space. There, every segment of society has the opportunity to voice their opinions. The city also utilizes technology in gathering feedback to quickly synthesize and categorize it by content and field, thereby better understanding the aspirations of the people and making appropriate decisions towards a happy, people-centered city.

This process is seen as a crucial shift, moving from "seeking opinions" to "working together," from the people merely listening to the document's development to their role as partners in its creation. This affirms the overarching principle that for a document to truly "come alive," it must be the crystallization of community wisdom, imbued with the vitality of reality and social consensus.

A document, contributed by hundreds or thousands of opinions from all walks of life, will carry the vitality of practice and social consensus. It is this process of gathering broad intellectual input that provides a solid foundation and high feasibility for the decisions in the congress resolution; so that at each step, each sector and each group clearly sees its role, responsibilities, and rights in implementation.

Furthermore, publicly disclosing the compiled results and clearly explaining which opinions were accepted or which were deemed inappropriate will help strengthen trust and encourage citizens to continue supporting the city.

Ho Chi Minh City is at a major turning point in its journey to become a world-class megacity, facing both significant opportunities and challenges. The city will be more stable when its development path is built upon the will and aspirations of the entire community.
