According to Regulation 820 recently issued by the Ho Chi Minh City Party Committee, leaders of specialized agencies advising and assisting the City Party Committee; the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City; the Standing Committee of the Party Committee at the level directly above the grassroots level under the City Party Committee; the Standing Committee of the Party Committee of communes, wards, special zones; and the heads of public service units under the City Party Committee are authorized to establish examination and assessment councils (if any).
The leaders of these agencies also have the authority to decide on the recruitment of qualified individuals into civil service positions after obtaining the unanimous opinion of the City Party Committee's Organization Department for positions and titles not under the management of the City Party Committee's Standing Committee; and to decide on the recruitment of civil servants and public employees who have passed the civil service recruitment examination after receiving notification of the recruitment results from the recruitment council.

At the same time, the organization is authorized to implement salary, allowance, and other benefits and policies as prescribed by law for officials and employees under the management of the Standing Committee of the City Party Committee who are not heads or deputy heads of agencies or units, and for officials and employees not under the management of the Standing Committee of the City Party Committee.
The regulations note that those holding the rank of senior specialist or equivalent, or professional title grade I or equivalent professional level to senior specialist, are not included in this category.
The leaders of these agencies also have the authority to establish evaluation councils and change job positions to civil servant ranks or professional levels higher than their current civil servant rank or professional level. In addition, they have the authority to decide on the recruitment, assignment, secondment, and transfer of cadres, civil servants, and public employees between agencies and units within the Ho Chi Minh City political system (under the Ho Chi Minh City staffing) who are not under the management of the City Party Standing Committee; and to decide on termination of employment and retirement for cadres, civil servants, and public employees who are not under the management of the City Party Standing Committee.
The Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City and the Standing Committees of the Party Committees of communes, wards, and special zones are authorized to preside over the recruitment of civil servants for public service units that partially self-finance their recurrent expenditures and public service units whose recurrent expenditures are fully covered by the State under their management authority. They are also authorized to preside over, organize, or delegate the authority to recruit civil servants for public service units that self-finance both recurrent and investment expenditures, or public service units that self-finance their recurrent expenditures under their management authority.
According to Regulation 820, the Ho Chi Minh City Party Committee's Organization Department presides over and organizes the recruitment examination for civil servants in the advisory and support agencies of the City Party Committee, the Ho Chi Minh City Vietnam Fatherland Front Committee, the directly superior Party committees at the grassroots level, and the Party committees of communes, wards, and special zones, after the Standing Committee of the City Party Committee approves the policy.
In addition, the Standing Committee of the City Party Committee is authorized to determine the salary, allowances, and other benefits and policies as prescribed by law for officials, civil servants, and public employees under its management, including heads and deputy heads of agencies and units directly under the City Party Committee (excluding members of the Standing Committee of the City Party Committee), and those holding the rank of senior specialist or equivalent, or professional titles of equivalent rank or grade to senior specialist.
At the same time, decisions on civil servant classification, professional grade for public employees, decisions on appointment to professional titles, transfer to professional titles, and salary classification for public employees corresponding to job positions for the aforementioned subjects are made.
