Removing obstacles in infrastructure investment.

Comrade Hoang Trung Dung - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation - chaired the group discussion session comprising National Assembly Deputies from the provinces of Cao Bang, Lam Dong, Ca Mau , and Ha Tinh.

On the afternoon of October 27th, the National Assembly held group discussions on adjusting some contents of Resolution 53/2017/QH14 dated November 24, 2017, of the National Assembly on the feasibility study report for the land acquisition, compensation, support, and resettlement project for Long Thanh International Airport; and the Resolution on piloting some specific mechanisms and policies for investment in the construction of road transport infrastructure.

Expedite disbursement to ensure timely completion.

During group discussions, delegates assessed that the progress of implementing the Long Thanh International Airport land acquisition, compensation, support, and resettlement project was slow and had not been completed before 2021 as stipulated in the National Assembly Resolution.

Accordingly, the delegates unanimously agreed that the project implementation timeline should be adjusted and the disbursement period should be extended.

Bui Thi Quynh Tho, a member of the Economic Committee and National Assembly representative from Ha Tinh province, participated in the discussion.

The delegates requested the Government to assess the causes and learn from the project's progress; conduct a detailed assessment of the completion rate of the component projects; and strengthen inspection, supervision, and disbursement of project funds to ensure timely progress.

Additionally, clarify the feasibility of extending the disbursement period until the end of 2024, ensuring compliance with the regulations of the Law on Public Investment and the Law on State Budget; and assess the provision of local budget advances to cover project-related expenses from 2021-2023, given that the project's fiscal year has ended.

Deputy Head of the Delegation of National Assembly Deputies of Ca Mau Province, Nguyen Quoc Han, delivered a speech.

Regarding the necessity of piloting specific mechanisms and policies for investment in road transport infrastructure construction, delegates affirmed that the Resolution aims to diversify and mobilize the maximum amount of legitimate resources, remove investment bottlenecks, create breakthroughs in infrastructure development, promote disbursement, and complete the road transport network.

However, delegates argued that a thorough and specific assessment of the policy's impact is needed; clarification of the impact on state budget revenue and expenditure and implementation resources; clear determination of the percentage and portion of state capital allocated to land acquisition, compensation, support, and resettlement for the projects; and reporting and clarification of the project investment capital sources between the central and local budgets.

Creating a proactive, transparent, and flexible approach to infrastructure investment implementation.

During the group discussion, Comrade Hoang Trung Dung, Secretary of the Provincial Party Committee and Head of the National Assembly Delegation, and other delegates from the Ha Tinh National Assembly Delegation proposed appropriate solutions to ensure the feasibility and effectiveness of the land acquisition, compensation, support, and resettlement project for Long Thanh International Airport.

Regarding the piloting of specific mechanisms and policies for investment in road transport construction projects, the Head of the National Assembly Delegation of Ha Tinh province stated that it is necessary to clarify the causes of obstacles and shortcomings, propose comprehensive and effective solutions; create proactiveness and flexibility in implementation; clearly define the responsibilities and authority of each level and sector, ensuring feasibility and preventing losses and waste.
