Removing obstacles in decentralization and delegation of authority in the field of science and technology

On June 23, the Ministry of Science and Technology held a direct and online conference with all Departments of Science and Technology nationwide to guide the implementation and remove obstacles related to decentralization, delegation of authority, and assignment of authority in the field of science and technology according to new decrees issued by the Government.

Deputy Minister of Science and Technology Bui Hoang Phuong chaired the conference. Also attending were leaders of 26 agencies and units under the Ministry related to the implementation of Decree No. 132/2025/ND-CP regulating the decentralization of authority of local authorities at two levels in the field of state management of the Ministry of Science and Technology and Decree No. 133/2025/ND-CP regulating the decentralization and delegation of authority in the field of state management of the Ministry of Science and Technology; representatives of the Departments of Science and Technology, officers in charge of decentralization and delegation of authority at the units.

Speaking at the conference, Deputy Minister Bui Hoang Phuong said that although the decrees have been issued, due to the large workload and urgent time, many Departments of Science and Technology do not have enough conditions to thoroughly study all the new regulations. Therefore, the Ministry of Science and Technology organized this conference to provide further guidance and directly receive opinions from localities.

Deputy Minister Bui Hoang Phuong requested that the Departments of Science and Technology proactively review and carefully study the contents related to decentralization, delegation of authority, and authorization mentioned in Decrees No. 132 and 133. Any shortcomings, inappropriate or incomplete contents should be promptly reported specifically to the Ministry of Science and Technology for consideration and handling within its authority, or submitted to the Government for adjustment of regulations if necessary. The Deputy Minister noted: “From July 1, 2025, the two-level government model will be implemented. If the documents are not carefully studied, it will be difficult to carry out work at the local level.”

To support the Departments of Science and Technology in smoothly implementing the new contents, the Ministry has directed two enterprises, VNPT and Viettel, to build an AI assistant to provide information and professional guidance to local officials. The Deputy Minister said that although the AI ​​assistant is in the finalization stage and may not be complete, the system will become smarter thanks to continuously updated data.

In case AI cannot process the question, the Departments can contact the hotline of the Ministry of Science and Technology (0983221818, 0983351818) for support via phone or text message. The Legal Department is the direct focal point to receive and answer questions from localities.

In addition, leaders of units under the Ministry that have content related to decentralization, delegation, and authorization are also ready to support and coordinate with the Departments to ensure the implementation process is unified and synchronous.

To promptly support the Departments of Science and Technology in the field of standards, metrology and quality, Mr. Ha Minh Hiep, Chairman of the National Committee for Standards, Metrology and Quality (Ministry of Science and Technology), said that the unit will organize three training programs from June 25 to 28, 2025. Specifically, in Hanoi from June 25-26; Da Nang from June 26-28; Ho Chi Minh City from June 27-28. The training content focuses on instructions for handling administrative procedures according to Decree No. 133, including: Conformity assessment, measurement, document processing and related procedures. Experts from specialized fields will directly participate in teaching and guiding.

Regarding the concept of decentralization and delegation, Ms. Nguyen Nhu Quynh, Director of the Department of Legal Affairs of the Ministry of Science and Technology, also clearly presented important legal concepts related to the implementation of decrees. Specifically, decentralization is only implemented when there are provisions in the law or ordinance issued by the National Assembly; decentralization is the assignment of tasks according to regulations and cannot be further delegated. Authorization is implemented according to the Law on Organization of the Government and the Law on Organization of Local Government, decided by the People's Committees at the provincial level. Ms. Nguyen Nhu Quynh pledged that the Department of Legal Affairs is ready to support localities in all situations to ensure the implementation process is in accordance with regulations, synchronous and effective.

At the conference, representatives of many Departments of Science and Technology such as Ho Chi Minh City, Ha Nam, Lam Dong, Hanoi, Nghe An, etc. reflected on a number of specific problems arising in the process of researching and implementing the content of decentralization and delegation of power. Many opinions said that there should be more detailed instructions on administrative procedures, as well as specific examples of the division of responsibilities between levels of government. Some Departments proposed adding technical appendices to the decrees to facilitate practical application.
