At the meeting, the Minister listened to local reports on advantages, difficulties and recommendations to strengthen and perfect the agricultural extension system and land registration office.

The leaders of the Department of Agriculture and Environment reported on the difficulties and obstacles in the arrangement of two-level local government, especially in the fields of agriculture and environment. Specifically, the difficulties in reorganizing the Management Boards of Protective Forests, Nature Reserves, Marine Reserves, etc.
The Department of Agriculture and Environment recommends arranging staffing, labor contracts, and policies for public service units in the fields of Agriculture and Environment.
At the same time, it is recommended to consider adding a special regime for the force of civil servants working in forest protection management like the current forest rangers (with preferential allowances according to the profession, responsibility allowances, and danger allowances) so that civil servants can work with peace of mind and stick with the profession.

The leaders of the Lam Dong Provincial Land Registration Office also reported some of the current difficulties and problems of the unit. Specifically, the number of recruited employees is still limited, while the workload is increasing (especially in the fields of land registration, certification, change adjustment, surveying - mapping ...), leading to the unit's officials and employees having to regularly work overtime and on holidays to ensure the completion of tasks.

In addition, the land database has not been synchronized between branches; network infrastructure in many areas is still weak, affecting data sharing and updating. One-stop software and specialized software have not been fully connected, leading to duplication in business operations.
The professional qualifications of officials and workers are not uniform, so the quality of work implementation is sometimes not high, affecting the reform of general administrative procedures.

Speaking at the working session, the Minister of Home Affairs assessed: After 3 months of operation, the province's two-level local government apparatus has basically been stable, smooth, and meets requirements.
However, the Minister also stated that the process of operating the two-level government certainly still has difficulties and problems and will continue to arise in the coming time.

Now we are changing to a very new administrative state, with the goal of being close to the people, serving the people, creating development and improving local governance. Therefore, we must get used to and gradually adapt to this change. Along with that, we must meet the requirement of innovation in thinking in the fastest, best and most urgent way.

The Minister of Home Affairs suggested that the province should pay attention to and promote the implementation of 5 issues: Closely follow the locality closely, carefully, and firmly to promptly handle and resolve difficulties and problems at the commune level, meeting the requirements of better commune-level operations; Conduct a general review of the team of commune-level cadres and civil servants to regulate them in a balanced, reasonable, and harmonious manner according to job positions, avoiding the situation where people with expertise are not suitable for their job positions; Evaluate civil servants fairly, promptly commend those who do well to create motivation to work; Continue to strengthen the team of provincial cadres to support communes; Promote training of civil servants to improve knowledge and skills, promote digital transformation in government operations.
Regarding the issue of agricultural extension, the Minister emphasized that this is a very urgent task, the General Secretary has directly directed its implementation. Therefore, the Minister requested the province to pay utmost attention and urgently consolidate and perfect the province's agricultural extension system, ensuring the spirit of 2-level locality and 2-level agricultural extension.
Regarding the field of land registration, the Minister emphasized that there are many impacts on society, so flexibility and caution are needed, so the Ministry will continue to listen to practical opinions from localities.

The Minister also requested the Department of Agriculture and Environment to coordinate with the Department of Home Affairs and relevant departments to urgently advise the Provincial People's Committee to deploy a plan to consolidate and perfect the two-level agricultural extension system. Urgently establish public service units to provide basic, essential, multi-sector, multi-field public services. The implementation process must be certain, careful, methodical and of high quality.
The Minister of Home Affairs emphasized: Lam Dong had a very good and effective agricultural extension system before the merger, so you should promote the existing foundation to continue to innovate the working methods of provincial agricultural extension, to both lead, guide, advise, and solve problems directly for the locality, to be close to the people, close to the grassroots, and accompany the farmers.
