Changes in admission to Medicine, Pharmacy and Pedagogy

According to the draft Regulations on University Admissions 2025, the Ministry of Education and Training (MOET) plans to apply a minimum score for the Medicine, Pharmacy and Pedagogy groups. Accordingly, candidates must have academic results in all three years of high school from good or above, or a graduation score of 8 or above.


For some majors with lower floor scores, at 6.5 points or higher, including: PhysicalEducation , Music Pedagogy, Fine Arts Pedagogy, Preschool Education at college level and the majors of Nursing, Preventive Medicine, Midwifery, Dental Prosthetics, Medical Testing Technology, Medical Imaging Technology, Rehabilitation Technology. It is expected that the above floor scores will be applied to both the methods of considering academic records and considering high school graduation exam scores. Previously, the Ministry set separate floor scores for these two groups, calculated according to a combination of three subjects.

Explaining this, a representative of the Ministry of Education and Training said that the current floor score is that candidates only need to be classified as good or fair in grade 12. With the new draft, the regulation of the floor score for all 3 years is higher than the current floor score to ensure optimization and fairness among groups of candidates in the 2025 enrollment process. At the same time, this regulation is expected to create a positive impact on the teaching and learning process at high school level because the results used are for all 3 years of study.

Previously, at a meeting with Southern universities at the end of November 2024, Mr. Nguyen Manh Hung (Department of Higher Education, Ministry of Education and Training) said that the previous floor score did not closely follow the quality requirements and was very difficult to calculate every year. In fact, for many top schools, the floor score set by the Ministry of Education and Training is always very far from the admission score, especially for highly competitive majors such as Medicine, Dentistry, etc.

The Ministry of Education and Training's plan to remove the high school graduation exam score threshold and only use the criteria of academic results and graduation scores as the minimum threshold for receiving applications for admission to the two groups of Pedagogy and Medicine is receiving public attention.

According to Dr. Le Viet Khuyen (Association of Vietnamese Universities and Colleges), based on the floor scores set by the Ministry of Education and Training for the past 6-7 years for these two groups of majors, it can be seen that there are schools with large differences between the floor scores set by the Ministry, the floor scores announced by the school, and the final admission scores.

For the Medical and Pharmaceutical group, leading medical training schools such as Hanoi Medical University and Ho Chi Minh City University of Medicine and Pharmacy do not use academic records for admission. These schools only consider based on graduation exam scores, or combine exam scores with international language certificates. Meanwhile, some schools have used the method of considering academic records such as the University of Public Health , Dai Nam University, University of Medicine and Pharmacy under the University of Da Nang, Hai Duong University of Medical Technology, etc. For example, Dai Nam University has a standard score for admission in the first round based on the method of considering high school transcripts for the majors of Medicine and Nursing of 24 points and 12th grade academic performance from Excellent while the Nursing major has a standard score of 19.5 points and 12th grade academic performance from Fair. Thus, the regulation according to the Draft requires all 3 years of high school to be stricter than only considering the 12th grade. This is considered appropriate because studying requires a process, not just the final year of high school that requires effort.

Notably, the graduation exam scores in 2025 are also expected to change by the Ministry of Education and Training in the direction of increasing the proportion of learning outcomes in grades 10, 11 and 12 to 50%, the rest is the graduation exam scores. In previous years, the transcript score only accounted for 30% and only used the results of grade 12. According to Mr. Nguyen Van Hung - Principal of Minh Dai High School (Phu Tho), this is reasonable because it comprehensively assesses the capacity of students at all levels, students must determine to maintain their efforts in all 3 years of study, in all subjects, not just focusing on grade 12 or the 4 high school graduation exam subjects.
