Add policies to develop supporting industries.

On July 17th, the Government issued Decree No. 205/2025/ND-CP amending and supplementing several articles of Decree 111/2015/ND-CP on the development of supporting industries (hereinafter referred to as Decree No. 205), which takes effect from September 1st, 2025. Accordingly, Decree No. 205 has added a series of support policies for the supporting industry sector regarding technology, human resources, environment, legal framework, and investment incentives.

According to experts and businesses, through Decree No. 205, the Government has expanded incentives for capital, technology, human resources, and markets, creating a strategic impetus for Vietnam's supporting industries to accelerate in the coming period.

Facilitating policy implementation

One of the new policies stipulated in Decree No. 205 emphasizes research and development, technology transfer, and improving human resource quality – areas considered fundamental to the processing and manufacturing industry. When businesses cooperate with research institutes and universities to develop supporting industrial products, they will receive support covering up to 50% of the costs for items such as: purchasing machinery, designing models, specialized software, hiring consultants, and paying patent or product testing fees.

According to Decree No. 205, funding from the National Technology Innovation Fund, the National Science and Technology Development Fund, and current high-tech development programs are effective channels for businesses to access during the innovation process. Businesses will receive support in the areas of environment, legal matters, and quality control... Projects producing supporting industrial products on the priority list are exempt from or eligible for reduced land and water surface lease fees and enjoy tax incentives and investment policies as prescribed by law.

The aforementioned new policies are expected to help businesses, especially small and medium-sized enterprises (SMEs), access advanced technology, thereby improving product quality and increasing competitiveness in the international market. However, to effectively utilize these policies, businesses need to enhance their technical and financial capabilities. In addition, the State should continue to implement transparent resource allocation mechanisms, avoiding misdirected support and ensuring a tangible impact on the supporting industries.

Ngo Thanh Binh, Director of Quyet Thang Production and Service Trading Co., Ltd. (Tran Bien Ward, specializing in supplying automatic vibrating feeders), shared that small and medium-sized enterprises (SMEs) face numerous difficulties. Among them, factors such as access to land, preferential credit loans, and investment in machinery and technology are always challenges. SMEs are enthusiastic but sometimes lag behind in development due to these obstacles. Therefore, policies need to be implemented effectively and practically so that businesses can benefit.

The shift in global supply chains presents opportunities for Vietnam and its businesses to collaborate and expand their products internationally. This requires businesses to proactively innovate and upgrade their capabilities, coupled with supportive policies from the government.

Businesses strive to assert themselves.

Nhat Tin An Packaging Co., Ltd. is a manufacturer of various types of cardboard packaging, located in Bien Hoa 2 Industrial Park (Tran Bien Ward). The company supplies a wide variety of cardboard packaging types and designs to industrial manufacturing businesses inside and outside the province. As a manufacturer of supporting industrial products, Nhat Tin An is eager to expand its customer base and sales volume.

According to Ms. Nguyen Huyen Trang, Director of Nhat Tin An Packaging Co., Ltd., the company's customers are mainly wood manufacturing businesses in Dong Nai province and Ho Chi Minh City. Currently, the company is expanding its market overseas, with foreign markets consuming about 20% of its products. The company hopes to continue to be given opportunities to cooperate with more partners in the wood industry in the province to diversify products, expand markets, and enhance brand recognition.

"As a business based in Dong Nai, we are striving to establish ourselves, connect, and cooperate with the local wood industry to supply them with supporting products," Ms. Trang shared.

Vinastar Technical Plastics Manufacturing and Trading Co., Ltd. (Trang Dai Ward) is currently one of the few companies capable of providing customers with comprehensive solutions through a closed-loop process from mold design, mold manufacturing, sample testing, plastic product manufacturing using injection or blow molding technology, printing or labeling. This achievement is thanks to the company's participation in the Project to Improve the Overall Model for Enhancing Productivity and Quality in Industrial and Trade Enterprises, implemented by the Vietnam Productivity Institute, over the years. From this, the company has innovated its techniques, applied modern technology, digitized its warehousing and logistics, and developed its corporate culture. This has helped increase efficiency, reduce costs, and move towards a smart factory, in line with modern production trends.

Mr. Mai Khanh, the company's director, stated that despite facing difficulties and obstacles, the company always strives to build its strategy. The core of Vinastar's strategy is to focus on its human resources while simultaneously innovating production technology to create products that increasingly meet the criteria of its partners.
