On the morning of October 11, Trung Gia commune ( Hanoi ) was still deeply submerged in water. The landslide incident on the Ha Thai railway section passing through Thong Nhat village, Trung Kien village, and Do village caused water to flood into residential areas, turning many areas into small "oases", completely isolated. According to the leaders of Trung Gia commune, the number of flooded and isolated households in 18 villages is about 4,041 households with more than 16,400 people.
The main road leading to Trung Gia Commune People's Committee was completely submerged and cut off by floodwaters. The paralyzed traffic caused great difficulties for rescue work and the supply of necessities.
To cope with the severe flooding situation, the authorities urgently mobilized 8 specialized military trucks and 18 motorboats of various types for Trung Gia commune alone. Military units such as the Hanoi Capital Command, the 12th Army Corps and the General Department of Logistics and Engineering approached, assisted people in moving and providing food.
At the assembly warehouse, soldiers quickly unloaded and loaded hundreds of rations of food, water, and necessities onto Kamaz trucks. Everything was carefully prepared, ensuring absolute safety before entering the flooded area.
The mighty Kamaz truck crossed the deeply flooded roads, delivering relief goods to the Trung Gia Commune People's Committee. Previously, in areas flooded with up to a meter of water, all normal means of transport such as motorbikes, cars, or civilian trucks could not move.
Specialized military vehicles became the main force, playing a key role in accessing, transporting necessities and evacuating nearly 6,000 isolated people here.
At Trung Gia Commune People's Committee, the goods were divided into standard portions for each household by volunteers and support forces. Each relief bag included: 3 packs of instant noodles, 1 box of milk, 1 pack of dry food and 4 bottles of water for a family to use in a day, ensuring essentials and enough for daily needs.
The sorted bags were then loaded onto specialized military trucks for direct distribution in the villages.
Overcoming deeply flooded roads, rescue vehicles moved through Thong Nhat village, Trung Kien village, Do village, Trung Gia commune, delivering necessities to people.
Mr. Nguyen Kim Vinh, a resident of Trung Kien village, was moved: "I am very happy to receive the attention of the Party and the State. Yesterday, Prime Minister Pham Minh Chinh came here to visit and encourage the people. Today, the military forces did their best to help us with food and daily necessities. The people of Trung Gia are very grateful."
Captain Doan Van Diem (Brigade 971, General Department of Logistics and Technology) shared: "Our entire unit maintains 100% of its troops on duty these days. Whenever the people need us, we are there. The soldiers' mission is a comprehensive support cycle, including transporting necessities, evacuating people safely, and then helping people clean up their houses when the water recedes. When people are in difficulty, our army accepts to face difficulties together."
