Responding to the movement of cadres, civil servants and public employees (CB, CC, VC) competing to implement office culture (VHCS) launched by the Prime Minister, on September 9, 2019, the Provincial People's Committee issued Plan No. 115/KH-UBND to implement the emulation movement "CB, CC, VC compete to implement VHCS" in Hung Yen province for the period 2019 - 2025. After nearly 5 years of implementation, the movement has promoted positive effects, gradually going into depth in each agency and unit in the province.


Early in the morning, the staff of the Reception and Result Delivery Department of Tien Lu District People's Committee were present in full, dressed politely, started up the computer system, prepared documents and were ready to welcome citizens to come and handle their work. Even though they had to receive and handle many files at the same time, or some people did not fully understand the legal regulations, did not prepare enough files and procedures, the staff still enthusiastically guided, even wrote down on paper the requirements and procedures that needed to be confirmed by which agencies... to help people avoid having to go back and forth many times. Ms. Nguyen Thi Lanh, Minh Phuong commune happily said: If before, when handling administrative procedures, I had to take the files to each functional department, meet each officer in charge to ask for signatures, now when I go to the Reception and Result Delivery Department, all procedures are publicly posted; the officers wear name tags, greet, guide enthusiastically, and the time to handle the work is quick and convenient. I was also instructed on how to register an account on the Public Service Portal and how to submit documents online and receive results of administrative procedures at home.

Coming to the "One-stop shop" Department of Xuan Truc commune (An Thi) at any time during working hours, the officers and civil servants here always maintain a serious working attitude, enthusiastically guiding people to carry out administrative procedures and coordinate and advise on the implementation of professional and effective administrative procedure settlement processes. With the goal of building a service government, up to now, 100% of administrative procedure records have been resolved by Xuan Truc commune correctly and before the deadline, in which the rate before the deadline is over 99%. The highlight is that the rate of online administrative procedure records at the full process level is 98.22% and the rate of online payment records is over 89%.


Since the implementation of the movement for civil servants, public employees, and workers to compete in implementing the Code of Conduct, all levels and sectors, especially the heads of agencies and units in the province, have resolutely implemented discipline and administrative discipline; all agencies have developed and posted a code of conduct in the most convenient observation location; the team of civil servants and public employees has formed a professional working style and manner, and civilized communication and behavior. Many agencies and units have linked the implementation of the Code of Conduct with the building and rectification of the Party and studying and following the ideology, morality, and style of Ho Chi Minh. Up to now, the emulation in implementing the Code of Conduct has become a vibrant and widespread movement from the province to the grassroots, contributing to building a clean and strong political system. Many good and creative ways of doing things have enriched the experience of organizing the movement. A typical example is the model of "Innovating the service style and attitude of civil servants, public employees and employees at the Provincial Public Administration Service and Administrative Procedure Control Center and at the Department of Receiving and Returning Administrative Procedure Results of the People's Committees at the district and commune levels with the spirit of "4 requests": Hello, sorry, thank you, permission and "4 always": Always smile, always be gentle, always listen, always help when interacting with people and businesses. Thanks to that, creating friendliness and gradually improving the satisfaction index of people and businesses with the service of state administrative agencies (SIPAS). The results of the assessment of the SIPAS Index in the province in 2023 show that the leading group of provincial departments, branches and sectors are the Department of Home Affairs, the Department of Transport; leading the group of district-level People's Committees is Phu Cu district, followed by Van Lam district, Hung Yen city...


In fact, every year, departments, branches, sectors and localities organize the signing of commitments to implement discipline, administrative discipline, civil service ethics, and public ethics; include civil service ethics in the criteria, as a basis for emulation assessment, and assessment of the level of task completion of individuals and collectives. However, in some agencies and units, there is still a situation where civil servants, public employees and employees do not go to work on time, and their uniforms and working style are not in accordance with regulations. Some civil servants, public employees and employees do not behave in a truly civilized and friendly manner when interacting with people and businesses. The reason is that some agencies, units and localities have not been close in leading and directing the implementation of the movement; have not fully promoted the role of mass organizations in organizing and implementing the movement. Officials in charge of emulation and reward work in some agencies and units have not been proactive in advising on the effective implementation of the emulation movement. Inspection and supervision work is not regular.


In order for the movement of cadres, civil servants and public employees to compete in implementing VHCS to become more and more profound, agencies, units and localities need to strengthen the dissemination and raising awareness of cadres, civil servants and public employees about the meaning, role and importance of building and implementing VHCS. Each cadre, civil servant and public employee must strictly comply with administrative discipline; constantly study to improve professional qualifications and skills, have a dedicated and serious working spirit and attitude; implement standards in communication and behavior; regularly cultivate qualities, ethics and lifestyle. Agencies and units continue to promote administrative procedure reform; focus on training, fostering and improving the quality of cadres, civil servants and public employees; build a civilized, professional and modern working environment; promote the construction of e-government, digital transformation, application of information technology to serve management, operation and in performing functions and tasks. Strengthen inspection and supervision of public service and civil service performance, thereby contributing to creating strong changes in awareness and actions of civil servants, public employees and employees in agencies, units and localities in the province.
