In response to the movement for cadres, civil servants, and public employees to compete in implementing workplace culture, launched by the Prime Minister, on September 9, 2019, the People's Committee of Hung Yen province issued Plan No. 115/KH-UBND to implement the emulation movement "Cadres, civil servants, and public employees compete in implementing workplace culture" in Hung Yen province for the period 2019 - 2025. After nearly 5 years of implementation, the movement has yielded positive results and is gradually becoming more in-depth in each agency and unit in the province.
Early in the morning, the officials and staff on duty at the Reception and Results Delivery Department of the Tien Lu District People's Committee were all present, dressed neatly, starting up the computer system, and preparing documents ready to welcome citizens coming to resolve their issues. Even though they had to receive and process many files at once, or some citizens were unfamiliar with the regulations and lacked sufficient documentation and procedures, the officials and staff still diligently guided them, even writing down on paper the requirements and procedures, specifying which agencies needed confirmation... helping citizens avoid multiple trips. Ms. Nguyen Thi Lanh from Minh Phuong commune happily said: "Previously, when dealing with administrative procedures, I had to carry my documents to each functional department and meet each responsible official to get signatures. Now, when I come to the Reception and Results Delivery Department, all procedures are publicly displayed; the officials wear name tags, greet me, and provide attentive guidance, and the work is processed quickly and efficiently." I was also guided on how to register an account on the Public Service Portal and how to submit applications online and receive the results of administrative procedures at home.
Visiting the "One-Stop" Service Center in Xuan Truc commune (An Thi district) at any time during working hours, you'll find that the officials and staff maintain a serious and enthusiastic attitude, guiding people through administrative procedures and coordinating and advising on the implementation of professional and efficient administrative procedure resolution processes. With the goal of building a service-oriented government, 100% of administrative procedure dossiers in Xuan Truc commune have been resolved correctly and ahead of schedule, with over 99% completed ahead of schedule. A highlight is the 98.22% rate of online administrative procedure dossiers at the full level and over 89% rate of online payment dossiers.
Since the implementation of the emulation movement for civil servants and public employees to practice the culture of communism, all levels and sectors, especially the heads of agencies and units in the province, have resolutely implemented administrative discipline and order; all agencies have developed and posted codes of conduct in the most convenient locations; the team of civil servants and public employees has formed a professional working style and civilized communication and behavior. Many agencies and units have linked the implementation of the culture of communism with the building and rectification of the Party and the study and emulation of Ho Chi Minh's thought, morality, and style. To date, the emulation movement to practice the culture of communism has become a vibrant and widespread movement from the province to the grassroots, contributing to building a clean and strong political system. Many good and creative approaches have enriched the experience of organizing the movement. A prime example is the model of "Innovating the style and attitude of service of officials and employees at the Provincial Public Administration Service and Administrative Procedure Control Center and at the Department of Receiving and Returning Administrative Procedure Results of the People's Committees at the district and commune levels" with the spirit of "4 requests": Hello, sorry, thank you, and permission; and "4 always": Always smiling, always gentle, always listening, and always helping when interacting with citizens and businesses. This creates a friendly atmosphere and gradually improves the satisfaction index of citizens and businesses with the services of state administrative agencies (SIPAS). The results of the SIPAS Index assessment in the province in 2023 show that leading the group of provincial departments and agencies are the Department of Internal Affairs and the Department of Transport; leading the group of district-level People's Committees are Phu Cu district, followed by Van Lam district and Hung Yen city...
In reality, every year, departments, agencies, and localities organize the signing of commitments to implement administrative discipline, order, and public service ethics; incorporating public service ethics into criteria as a basis for evaluating performance and assessing the level of task completion of individuals and collectives. However, in some agencies and units, there is still a situation where officials and civil servants do not arrive at work on time, and their attire and work style do not comply with regulations. Some officials and civil servants do not behave in a truly civilized and friendly manner when interacting with citizens and businesses. The reasons are that some agencies, units, and localities have not been diligent in leading and directing the implementation of the movement; they have not fully utilized the role of mass organizations in organizing the movement. Officials in charge of emulation and reward work in some agencies and units have not proactively advised on and implemented the emulation movement effectively. Inspection and supervision work has not been carried out regularly.
To deepen the emulation movement among cadres, civil servants, and public employees in implementing the culture of public service, agencies, units, and localities need to strengthen the dissemination and raise awareness among cadres, civil servants, and public employees about the meaning, role, and importance of building and implementing the culture of public service. Each cadre, civil servant, and public employee must strictly adhere to administrative discipline and regulations; continuously study to improve their professional skills and expertise; maintain a dedicated and serious work ethic; adhere to standards in communication and conduct; and regularly cultivate their character, ethics, and lifestyle. Agencies and units should continue to promote administrative procedure reform; focus on training and improving the quality of the cadre, civil servant, and public employee workforce; build a civilized, professional, and modern working environment; and promote the development of e-government, digital transformation, and the application of information technology to serve management, operation, and the performance of functions and tasks. Strengthening inspection and supervision of the performance of official duties and the culture of public service will contribute to a strong transformation in the awareness and actions of officials, civil servants, and public employees in agencies, units, and localities throughout the province.
