Playing the role of a citizen carrying out administrative procedures at the one-stop service center in several communes across the province, members of the Provincial Administrative Reform Inspection Team noted many positive signs in the attitude of civil servants towards citizens. However, these on-site "inspections" also revealed certain shortcomings.

Mr. Le Van Ngoi, Chief of the Provincial People's Committee Office, said: "Since the beginning of the year, in addition to planned inspections of administrative reform work in localities, the team has also conducted unannounced inspections in a number of communes and towns. These inspections aim to record the actual implementation of administrative reform in localities, thereby identifying shortcomings for timely correction, contributing to achieving the best possible results in the province's administrative reform efforts."
With that objective in mind, since the beginning of the year, the Provincial Administrative Reform Inspection Team has conducted surprise inspections of the one-stop service centers of 16 communes and towns in four districts: U Minh, Thoi Binh, Dam Doi, and Tran Van Thoi. Team members acted as citizens visiting the one-stop service centers, requesting the resolution of administrative procedures or seeking guidance on procedures and required documents. Simultaneously, they focused on inspecting the actual implementation of publicizing administrative procedures, the electronic authentication of copies at the commune-level one-stop service centers; and the procedures for resolving administrative procedures, such as guidance on declaration and preparation of documents, the issuance of appointment slips, and the processing time for administrative procedures.

In addition, the inspection will examine the implementation of regulations on receiving feedback and suggestions at the one-stop service center; and the use of the Citizen Image Recognition System and citizen data at the one-stop service center at the commune level. Particular attention will be paid to the communication and service attitude of civil servants working at the one-stop service centers in the communes and towns being inspected.
With 16 communes and towns inspected unexpectedly, the Administrative Reform Inspection Team assessed that most of the inspected units implemented the one-stop and integrated one-stop mechanisms well in handling administrative procedures as prescribed. The facilities and equipment at the one-stop service departments were fully equipped and basically met the requirements of the assigned tasks. At the time of inspection, the officials present complied well with the regulations on wearing name tags; the waiting area for citizens was arranged appropriately and conveniently for the processing of applications by the receiving agency and individuals contacting the agency. Most of the inspected units implemented the regulations on publicizing administrative procedures well (combining the publicizing of QR codes and paper signs at the information desk). Some units implemented the electronic authentication of copies well.
According to the inspection team members, most of the civil servants present at the time of the inspection had a polite and friendly attitude; they provided complete and clear guidance on administrative procedures when people came to resolve administrative issues.

However, members of the delegation also pointed out that the one-stop service centers in various locations still have certain limitations. Specifically, most of the units inspected have not yet used the Citizen Image Recognition and Data Information System in handling administrative procedures for the people. The communes of Ho Thi Ky, Bien Bach Dong, and Tan Bang (Thoi Binh district) have not yet implemented electronic copy authentication as required. It was also noted that most communes in Dam Doi district have not publicly displayed paper copies of administrative procedures at the information desks, nor have they publicly posted hotline numbers for receiving feedback and suggestions to facilitate easy access for citizens when needed...

Based on the inspection results, the Inspection Team recommends that the Chairman of the Provincial People's Committee direct the Chairmen of the People's Committees of Dam Doi, Thoi Binh, U Minh, and Tran Van Thoi districts to immediately rectify the shortcomings and limitations pointed out by the Inspection Team. Specifically, they should implement the system for identifying citizen images and data in the handling of administrative procedures for organizations and individuals; publicly display administrative procedures electronically via QR codes combined with publicly displaying administrative procedures in bound booklets for citizens to refer to when needed; and effectively implement the electronic certification of copies according to the set schedule.
