Focusing their intelligence and responsibility, delegates attending the 14th Navy Congress enthusiastically discussed and contributed many quality opinions to the draft Central documents and the Political Report submitted to the 12th Army Party Congress.
The Congress also approved the Political Report of the Party Committee of the Navy and the Resolution for the 2025-2030 term, which clearly defined the goal of building a "revolutionary, disciplined, elite, and modern" Navy, as the core of the national defense posture at sea.
The Congress determined the goals and tasks of the Party Committee in the coming term as: “Thoroughly grasp the resolutions and directives of the Party and the Central Military Commission; build a strong and clean Party Committee, a revolutionary, disciplined, elite and modern Army, as the core in building the national defense posture at sea; firmly manage and protect the sovereignty of the sea and islands; constantly be vigilant, ready to fight, excellently complete all assigned tasks, contribute to maintaining a peaceful and stable environment for developing the marine economy, building and protecting the Fatherland in the new era of development”.

The main focus of the Congress is on three breakthrough directions. The first is to continue researching and advising on the development of naval combat art, focusing on joint operations. The second is to improve the quality of training, education , training, building discipline, and upholding discipline; promoting the cultural values of "Uncle Ho's soldiers - Navy soldiers" in the new era. The third focus is to develop and apply science and technology, innovation and digital transformation; improve the capacity to repair, improve, modernize, and localize technical equipment.
The Congress elected the Party Executive Committee for the 2025-2030 term, consisting of 21 members, and a delegation representing the Navy Party Committee to attend the 12th Army Party Congress, ensuring standards and structure, representing the intelligence, solidarity, and political mettle of the entire Party Committee.
Major General Nguyen An Phong - Political Commissar of the Navy - was elected Secretary of the Party Committee of the Army; Vice Admiral Tran Thanh Nghiem - Commander of the Navy - was elected Deputy Secretary of the Party Committee; Rear Admiral Do Van Yen - Deputy Political Commissar of the Navy - was elected Chairman of the Inspection Committee of the Party Committee of the Army for the new term. The election results of the delegation to attend the 12th Party Congress of the Army included 28 official delegates and 3 alternate delegates.
In his closing speech at the Congress, Major General Nguyen An Phong - Secretary of the Party Committee and Political Commissar of the Navy - emphasized: The Congress was a great success, but that success is only the beginning. The important thing is that the entire Party Committee and officers and soldiers of the Navy must quickly put the resolution into practice.

Immediately after the Congress, Party organizations in the Army were required to organize research, study, and thoroughly grasp the Congress’s resolutions and documents. The new political atmosphere needed to be spread to every officer and soldier - from the command post to the platforms and ships on duty at sea - to create consensus and high determination throughout the force.
Major General Nguyen An Phong requested the entire Army to continue promoting the tradition of "twice heroism", solidarity, creativity, promoting the emulation movement "Determined to Win", successfully completing the task of maintaining sovereignty over seas and islands, creating position and strength for the country to develop the marine economy, and build the Fatherland in the new era of development.
