(Baothanhhoa.vn) - In the 2025-2030 term, the Tho Lap Commune Party Committee has determined the goal of striving to successfully build a commune that meets advanced NTM standards by 2030. Therefore, after coming into operation, the Commune Party Committee has focused on leading and directing the completion of the organizational apparatus to immediately start implementing political, economic and social tasks, aiming to create a breakthrough in implementing key tasks to complete and exceed the set targets.

Impressive results

Tho Lap commune was established on the basis of the arrangement and merger of 3 old communes: Xuan Thien, Thuan Minh and Tho Lap. After the establishment, the new Tho Lap commune has a natural area of 33.81 km2 and a population of 27,849 people. Promoting the revolutionary tradition of the homeland, during the 2020-2025 term, the Party Committee and people of Tho Lap commune have strived to achieve comprehensive results in all fields, the rural appearance has many improvements.

Notably, the structure of economic sectors has shifted in the right direction. Agricultural production continues to develop, the application of scientific and technological advances has been enhanced. In the commune, many large-scale production models and many farms and households have been formed, bringing in high incomes. Industry, small-scale industry and construction have many positive changes... Thanks to that, the average income per capita of the commune is increasing, in 2025 it is estimated to reach 75.6 million VND/person/year, 20.04 million VND higher than in 2020, exceeding 102% of the congress target.

The New Rural Development Program has been led, directed, resolutely and synchronously by the Party Committee of the commune, achieving outstanding results. The rural infrastructure system has been invested in, the appearance of the countryside is increasingly spacious, bright, green, clean and beautiful.

Cultural, informational, physical education and sports activities have been innovated in both content and organization. The education and training sector continues to innovate and develop comprehensively; 100% of schools meet national standards level 1, including 2 schools meeting national standards level 2... increasingly meeting the requirements of educational innovation.

Policies to support poverty reduction, vocational training, and job creation have been effectively implemented. The number of poor households in the commune is currently 89, accounting for 1.48%; the rate of trained workers is 81.3%...

National defense, security, and social order and safety were maintained. The work of building the Party and the political system was carried out synchronously, the leadership and management capacity of Party committees and authorities was enhanced. The great national unity bloc was consolidated, strongly oriented towards the grassroots with many practical and effective activities. The people's trust in the Party, the government and the political system was consolidated and strengthened.

The results achieved in the past term are the premise and important milestones that lay the foundation for a long-term vision, shaping the path of comprehensive and sustainable development of the commune in the following stages.

Entering the new term 2025-2030 with the motto "Solidarity - Responsibility - Breakthrough - Development", the Party Committee of the commune has set specific goals and targets in all areas, focusing on: The average annual growth rate of total product value in the commune is 11%. The average income per capita/year by 2030 is 108 million VND/person. The poverty rate decreases by an average of 0.43% annually. The average annual budget revenue growth rate is 7%...

To realize the goals and targets, the Party Committee of the commune has identified a number of key programs: Strengthening the building of a clean and strong Party and political system; building a team of cadres and party members with "Standards, responsibilities, serving the people". Complete the construction of the commune planning in 2026, at the same time effectively implement the commune planning, with a new, synchronous and modern administrative center planning; focus on urging and accelerating investment in building infrastructure for Tho Minh Industrial Cluster by 2030, striving for an occupancy rate of 80% or more to attract investors. Maximize local resources to improve the quality of criteria for advanced NTM villages and model NTM villages in a comprehensive and sustainable direction, striving to achieve the standards of advanced NTM communes by 2030. Focus on accumulating land to develop high-tech agriculture, organic agriculture, and clean agriculture.

At the same time, effectively solve social issues that people are concerned about. Arouse and promote the historical, cultural and revolutionary traditions of the homeland... contributing to building Tho Lap people "Dynamic, creative, civilized, friendly, and affectionate" to meet the requirements of the new era. Promote administrative reform, improve the quality of operations of the communal administrative service center associated with promoting the application of science and technology, digital transformation to improve productivity, quality and efficiency in all fields, creating breakthroughs to attract investment and business in the area.
