People of Tho Xuan commune are guided and supported when coming to do procedures at the Commune Administrative Service Center.
To effectively implement the model, Tho Xuan Commune Public Administration Service Center has directed the assignment of specific responsibilities to each unit, arranged personnel to perform tasks on institutional reform, organizational reform, building and developing e-government and digital government. At the same time, it has increased staff to support people in checking records, providing forms, guiding procedures and coordinating to the right working location to best meet people's needs, most conveniently. However, during the implementation process, in the first week of operation, the center encountered difficulties arising from technical infrastructure such as software difficulties, overloaded transmission lines, slowing down the progress of processing records for citizens; difficulties in human resources to handle the work, which also created great pressure for the team of cadres and civil servants...
To gradually resolve difficulties and obstacles, the Party Committee and People's Committee of the commune always monitor and grasp the situation to strengthen leadership, direction and management to specialized departments, specialized cadres and civil servants. In particular, the focus is on dividing work groups to clearly assign people and tasks in accordance with professional capacity and closely following reality; at the same time, assigning responsibility and discipline to each cadre and civil servant who fails to complete the task, but also praising and rewarding cadres and civil servants who do well. From there, creating a positive change in the awareness and actions of each cadre and civil servant when performing assigned tasks. Notably, during peak weeks of administrative procedure settlement, most cadres, especially specialized cadres at the Public Administration Service Center, work through lunch and work extra in the evening to ensure work progress. Along with that, the commune has upgraded the internal network and transmission lines to perform tasks better. At the same time, organize training, professional development, and guidance for staff at the Public Administration Service Center; invest in additional equipment for work.
In addition, to join hands to support the new administrative apparatus to operate smoothly and effectively, the Party Committee and People's Committee of the commune also directed the commune youth union to deploy youth volunteer teams to participate in supporting the grassroots government and people to carry out key tasks, such as: Accessing and using online public services; guiding people to perform administrative procedures according to the process; installing and using the VNeID application, electronic identification accounts; supporting people to use the National and local public service portal; supporting basic operations on public devices, electronic applications and digital platforms; submitting documents online, looking up settlement results, making online payments, registering electronic citizen accounts... Thereby, it also shortens the time to process administrative procedures for people and the government.
According to the assessment data of Tho Xuan Commune People's Committee, from July 1st to now, the commune has received and processed nearly 2,000 transaction records for organizations and individuals under its authority. Basically, it has met the requirements of serving people and businesses. Most of the people coming to resolve administrative procedures are satisfied with the changes from the new government model.
Deputy Secretary of the Party Committee, Chairman of the People's Committee of Tho Xuan Commune, Le Ngoc Quan, said: In the first week of the model's operation, due to unfamiliarity with the work, the settlement of administrative procedures for citizens was greatly affected. The locality was only assessed to have completed less than 90%. However, from the second week onwards, with the efforts, responsibility, and consensus of the Party Committee, government, cadres, civil servants, and public employees, Tho Xuan Commune has risen and been assessed to have completed over 90%.
The implementation of the 2-level local government model is not only an arrangement of the apparatus, but also opens up opportunities for the grassroots government to promote its proactive and flexible role in management, operation and service to the people. Like in many other localities, in the beginning, the operation of the model will inevitably have problems. However, together with other localities in the province, Tho Xuan commune always strives and continues to monitor and supervise the operation and activities of the new apparatus to promptly direct, guide and support the resolution of difficulties and problems within its authority. Along with that, it continues to pay attention to fostering the capacity and professional qualifications of the staff and civil servants; reminding staff and civil servants to have a warm and friendly attitude in serving the people, thereby creating people's trust in the leadership and management of the local Party Committee and government.
