On Thursday, October 31, 2024, the National Assembly continued its tenth working day (8th Session, 15th National Assembly) at the National Assembly House under the chairmanship of National Assembly Chairman Tran Thanh Man .
Morning
The National Assembly discussed in groups the following contents:
(i) Draft Resolution on urban government organization in Hai Phong City.
(ii) The establishment of Hue city under central authority.
Afternoon
Under the chairmanship of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly held a plenary session in the hall to discuss the draft Law amending and supplementing a number of articles of the Law. Law on Health Insurance.
At the discussion session, 20 National Assembly deputies spoke and 7 National Assembly deputies debated; in which the deputies basically agreed with the necessity of promulgating the Law and many contents in the Government's Submission and the Verification Report of the National Assembly's Social Committee.
To continue perfecting the draft Law, delegates focused on discussing the following contents: the scope of amendments, supplements and the suitability of the draft Law with the purposes, requirements and policies approved in the proposal for the Law; health insurance participants (health insurance policies related to students; expansion of the subjects covered by the State budget or supported by the State budget for health insurance); health insurance appraisal; payment and settlement of health insurance medical examination and treatment costs; allocation and use of the Health Insurance Fund; scope of benefits and benefit levels of health insurance participants; initial registration for health insurance medical examination and treatment; health insurance medical examination and treatment procedures; transfer of patients between health insurance medical examination and treatment facilities; issues of ensuring drugs and medical supplies; mechanism for allocating the rate of advance payment for health insurance; application of information technology in health insurance; responsibilities of health insurance agencies; human and financial resources to ensure implementation. At the end of the discussion, Minister of Health Dao Hong Lan spoke to explain and clarify a number of issues raised by National Assembly delegates.

Friday, November 1, 2024 : (i) Morning, The National Assembly held a plenary session in the hall to listen to the Report on explanation, acceptance and revision of the draft Law on Fire Prevention, Fire Fighting and Rescue; then, the National Assembly discussed a number of contents with different opinions of the draft Law on Fire Prevention, Fire Fighting and Rescue; (ii) In the afternoon , the National Assembly held a plenary session in the hall to listen to the Government's Report and the Report on the appraisal of the investment policy of the National Target Program on Cultural Development for the 2025-2035 period; then, the National Assembly discussed the investment policy of the National Target Program on Cultural Development for the 2025-2035 period.
