MORNING

* Content 1: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the hall, listening to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for National Defense and Security Le Tan Toi present a report explaining, accepting and revising the draft Law on Fire Prevention, Fire Fighting and Rescue.

The National Assembly then discussed a number of controversial contents of the draft. Law on Fire Prevention, Fire Fighting and Rescue. At the discussion session, 10 National Assembly deputies expressed their opinions; in which, the opinions basically agreed with many contents of the draft Law and the Report on explanation, acceptance and revision of the National Assembly Standing Committee.

To continue perfecting the draft Law, delegates focused on discussing the following contents: explanation of terms; examination, appraisal of designs, acceptance and inspection of acceptance work on fire prevention and fighting; principles of fire prevention and fighting, rescue and salvage; fire alarms, situations requiring rescue and salvage; methods for handling false fire alarms; fire prevention for houses and houses combined with production and business; State policies on fire prevention and fighting, rescue and salvage; fire prevention in electricity installation and use; construction, arrangement of forces and tasks of fire prevention and fighting forces; ensuring conditions for fire prevention and fighting, rescue and salvage activities; funding for fire prevention and fighting; implementation.

At the end of the discussion, Chairman of the National Assembly's Defense and Security Committee Le Tan Toi spoke to explain and clarify a number of issues of concern to National Assembly deputies.

* Content 2: Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly held a plenary session in the hall to listen to the following contents: Minister of Culture, Sports and Tourism Nguyen Van Hung, authorized by the Prime Minister, presented the Report on investment policy for the National Target Program on Cultural Development for the 2025 - 2035 period; Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh presented the Report on the appraisal of investment policy for the National Target Program on Cultural Development for the 2025 - 2035 period.

The National Assembly then discussed the investment policy for the National Target Program on Cultural Development for the 2025-2035 period. Twelve National Assembly deputies gave their opinions during the discussion session. The majority of the deputies basically agreed with the Government's Submission and the Verification Report of the National Assembly's Committee on Culture and Education.

In addition, National Assembly deputies focused on discussing the following contents: specific targets in each component project; training, coaching, fostering, and human resource arrangement; preferential treatment policies for cultural human resources working in disadvantaged areas and ethnic minority areas; decentralization to localities in resource allocation; building cultural centers abroad; promoting and preserving the cultural values of ethnic minorities; solutions to implement the Program; reviewing and supplementing beneficiaries of the Program; consensus on component content; using digital technology and digital transformation in cultural development; capital sources for cultural development; determining the local capital ratio, etc.

At the end of the discussion, Minister of Education and Training Nguyen Kim Son and Minister of Culture, Sports and Tourism Nguyen Van Hung spoke to explain and clarify a number of issues of concern to National Assembly delegates.

AFTERNOON: National Assembly deputies study documents.

Monday, November 4, 2024: The National Assembly spent the whole working day discussing in the hall the following contents: (i) Assessment of the results of the implementation of the 2024 socio-economic development plan; projected socio-economic development plan for 2025. (ii) Implementation of the Constitution; implementation of laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee. (iii) Policy on adjusting the National Land Use Plan for the 2021-2030 period, with a vision to 2050. (iv) Policy on additional investment of state capital at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB).
