On Monday, November 4, the National Assembly continued its twelfth working day (8th Session, 15th National Assembly) at the National Assembly House under the chairmanship of National Assembly Chairman Tran Thanh Man .
Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the following four contents:
One is, Evaluate the implementation results of the 2024 socio-economic development plan; forecast the 2025 socio-economic development plan.
Second , the implementation of the Constitution; the implementation of laws, resolutions of the National Assembly, ordinances and resolutions of the Standing Committee of the National Assembly.
Third , the Policy on adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050.
Fourth , the policy of investing additional state capital at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB).
At the discussion session, 59 delegates spoke and 6 delegates debated. The delegates focused on discussing the following contents: foreign affairs work in 2024; the issue of combating waste in the public apparatus; results of the implementation of the National Target Program on Sustainable Poverty Reduction; disbursement of public investment capital; business conditions and start-up enterprises; sustainable development of the marine economy; security, safety, transport infrastructure; natural disaster prevention and control, economic recovery after storm No. 3 (Yagi); charity, relief, and donation activities; education and training, university autonomy, tuition policy for students, vocational education and continuing education development; labor, employment, training of high-quality labor resources; autistic children; economical use of land resources for socio-economic development; environmental issues, green growth orientation; management, exploitation, and economical use of minerals; agricultural issues, new rural construction, difficulties in developing the cashew industry; authority to appraise relic restoration projects; innovation of legislative activities...
At the discussion session, delegates proposed many solutions and recommendations, such as: requesting the Government to focus on analyzing and clarifying subjective and objective causes and propose effective and appropriate solutions to accelerate the disbursement of public investment capital and support business development; continue to implement scenarios to proactively and promptly respond to economic growth levels; continue to review, classify and remove barriers to business conditions; promote administrative procedure reform, increase decentralization, clarify responsibilities associated with power control; promote institutional improvement, create a favorable environment for growth; focus on developing high-quality human resources, promoting traditional growth drivers and new growth drivers; have drastic solutions to implement national target programs; reduce VAT.
In addition, delegates continued to discuss the issue of: continuing to remove bottlenecks to support the economy; loosening fiscal policies and taxable income levels; having strong solutions to respond to climate change; having special and specific mechanisms to support localities affected by storms and floods; improving analysis and forecasting capacity, focusing on removing difficulties in accessing credit; directing more drastic restructuring of the agricultural sector; strictly controlling economic and social development projects that involve forest conversion, having effective forest planting plans before granting forest clearance licenses.
In addition, delegates focused on discussing the following contents: having solutions for management, exploitation, and economical use of minerals; researching, directing the review and development of a comprehensive program on warning, prevention, and control of natural disasters, storms and floods, and rescue work; continuing to pay attention to and effectively implementing policies and regimes for beneficiaries; researching policies on job conversion for unemployed fishermen, investing in sea dykes, and developing irrigation to ensure production; continuing to pay attention to, research, and have specific policies and mechanisms and solutions to prioritize economic and social investment resources for mountainous provinces; paying attention to agricultural, aquatic, and digital technology products with Vietnamese brands; adjusting pensions, social allowances, social insurance, and preferential allowances for people with meritorious services in 2025; having measures to effectively prevent fraud and theft of personal information on social networks; Resolve and thoroughly handle negative incidents arising in schools and classrooms today; quickly remove obstacles, promote all resources so that universities become pillars in the country's socio-economic development;
Develop mechanisms and policies to promote sustainable non-tuition revenue sources for higher education institutions, gradually reduce dependence on tuition fees; increase credit support, information, and propaganda on the Party and State's policies and guidelines on vocational training support policies and job creation support for young people; develop favorable mechanisms to attract resources outside the state budget; have solutions to implement green transformation; removing difficulties for vocational education centers and continuing education centers; research to have specific policies in vocational training associated with the reality of labor quality and labor market;...
The delegates basically agreed with the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee; the policy of adjusting the national land use planning for the period 2021, 2030, with a vision to 2050; the policy of investing additional state capital at the Joint Stock Commercial Bank for Foreign Trade of Vietnam.
At the end of the discussion, Minister of Education and Training Nguyen Kim Son, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung, and Minister of Agriculture and Rural Development Le Minh Hoan spoke to explain and clarify a number of issues raised by National Assembly deputies.
