On Tuesday, November 5, 2024, the National Assembly continued its thirteenth working day (8th Session, 15th National Assembly) at the National Assembly House, Hanoi, under the chairmanship of National Assembly Chairman Tran Thanh Man.

The National Assembly worked on the thirteenth day (8th Session, 15th National Assembly) at the National Assembly House, Hanoi Capital.

In the morning session, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, discussing the implementation of the state budget in 2024, the state budget estimate, the central budget allocation plan in 2025 (including the 3-year state financial and budget plan 2025-2027; the implementation of the state budget public investment plan in 2024, the expected state budget public investment plan in 2025; the implementation of the 2024 financial plan, the expected 2025 financial plan of the state financial funds outside the budget managed by the central government); some contents on adjusting and supplementing the state budget estimate.

There were 11 delegates at the discussion session. National Assembly expressed opinions and 01 turn of National Assembly delegates debated; in which, the basic opinions agreed with the Government's Report, the Verification Report of the National Assembly's Finance and Budget Committee.

In addition, delegates focused on discussing the following contents: results of state budget implementation in 2024; difficulties, obstacles and solutions to ensure budget balance, complete the tasks of state budget revenue and expenditure, regular expenditure, investment expenditure in 2024, develop and implement the state budget estimate in 2025; results of implementation of public investment plan, financial plan and extra-budgetary financial funds in 2024, expected plan for 2025; shortcomings, limitations, causes and solutions to complete the goals and targets of the plan; necessity, legal basis, suitability and effectiveness of the contents proposed by the Government to adjust and supplement the state budget estimate.

At the end of the discussion session, Deputy Prime Minister and Minister of Finance Ho Duc Phoc spoke to explain and clarify a number of issues raised by National Assembly deputies.

Under the chairmanship of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the hall to discuss the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.

At the discussion session, 12 National Assembly deputies spoke and 4 National Assembly deputies debated; in which, the deputies basically agreed with the necessity of promulgating the Law and many contents of the draft Law.

In addition, in order to continue perfecting the draft Law, National Assembly deputies focused on discussing the following contents: positions of officers; age of service of officers on active duty; age of service of reserve officers; highest military rank for officer positions; promotion of officers on active duty; promotion of officers, salary increase of officers before term; appointment of generals; retirement conditions of officers; extension of retirement age for special subjects; state management of officers; housing policy for officers; regime for seconded and intelligence forces; effectiveness, process and procedures for promulgating the Law.

At the end of the discussion session, Minister of National Defense Phan Van Giang spoke to explain and clarify a number of issues raised by National Assembly delegates.

In the afternoon session, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, listening to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Science, Technology and Environment Le Quang Huy present a Report on explanation, acceptance and revision of the draft Law on Geology and Minerals; after that, the National Assembly discussed a number of contents with different opinions of the draft Law on Geology and Minerals.

At the discussion session, 24 National Assembly deputies expressed their opinions; in which, the deputies basically agreed with many contents of the draft Law and the Report on explanation, acceptance and revision of the National Assembly Standing Committee.

In order to continue perfecting the draft Law, National Assembly deputies focused on discussing the following contents: explanation of terms; consistency with the legal system; state policies on geology and minerals; mineral classification; rights and responsibilities of localities, communities, households and individuals where geological and mineral resources are exploited; mineral planning, geological and mineral management plans; basis and content of mineral planning; responsibility for making mineral planning; prohibited areas, temporarily prohibited areas for mineral activities; implementation of investment projects and works in national mineral reserve areas; mineral recovery; area of mineral exploration areas; principles of granting mineral exploration licenses; priority rights for organizations and individuals conducting mineral exploration; conditions for organizations and individuals to be granted mineral exploitation licenses; mineral exploitation areas, area of mineral exploitation investment projects; duration of mineral exploitation licenses; Compensation for damages when revoking mineral exploitation licenses; granting, extending, re-granting, adjusting, returning mineral exploitation licenses; mine management director; exploitation of group IV minerals; principles for granting licenses for exploration and exploitation of sand and gravel in riverbeds, lakebeds, and sea areas; fees for granting mineral exploitation rights.

At the end of the discussion session, Minister of Natural Resources and Environment Do Duc Duy spoke to explain and clarify a number of issues raised by National Assembly deputies.

On Wednesday, November 6, 2024, the National Assembly will discuss in the hall the draft Law on Public Investment (amended);

In the afternoon, the National Assembly will discuss in the hall the draft Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model and the Law on Bidding.
