On Wednesday, November 6, 2024, the National Assembly continued its fourteenth working day (8th Session, 15th National Assembly) at the National Assembly House, Hanoi, under the chairmanship of National Assembly Chairman Tran Thanh Man.
In the morning session, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall to discuss the draft Law on Public Investment (amended).
At the discussion session, 27 National Assembly deputies expressed their opinions; in which, the deputies basically agreed on the necessity of amending the Law on Public Investment, highly appreciating the process of preparing the draft Law dossier.
In addition, in order to continue perfecting the draft Law, delegates focused on discussing the following contents: scope of regulation; subjects of application; explanation of terms; basis for making medium-term and annual public investment plans; principles of public investment management; criteria for classifying important national projects and group A projects; conditions for programs, projects, tasks, and other public investment subjects to be included in the medium-term public investment plan, capital allocation for annual public investment plans; conditions for deciding on investment policies for programs and projects;
Group of policies on decentralization and delegation of authority; procedures for making, approving and assigning annual public investment plans using state budget capital; supervision of community investment; procedures for deciding on investment policies for projects implemented in areas of two or more provincial-level administrative units; rights and responsibilities of agencies, organizations and individuals related to deciding on investment policies; subjects of public investment; prohibited acts; adjustment of project programs, criteria for classifying public investment projects, and investment plans;
Adjusting investment policies; documents, contents and time for appraisal and decision on investment policies for programs and projects; capital sources and ability to balance capital for programs and projects; sectors and fields using public investment capital; capital for performing investment preparation tasks, capital for performing planning tasks and capital for project implementation in medium-term and annual public investment plans; time for arranging capital for project implementation; public investment inspection; handling of violations; implementation effect.
At the end of the discussion session, Minister of Planning and Investment Nguyen Chi Dung spoke to explain and clarify a number of issues of concern to National Assembly deputies.
At the afternoon session, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall to discuss the draft Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model and the Law on Bidding.
At the discussion session, 22 National Assembly deputies expressed their opinions; in which, the deputies basically agreed with the necessity of amending and supplementing the laws in the draft Law to resolve difficulties and obstacles in practical implementation, contributing to improving the quality of the investment and business environment. About Planning Law: relationship between the Law on Planning and specialized laws; costs for planning activities; planning adjustment according to shortened procedures; expected list of priority projects of the province; regulations on planning adjustment according to shortened procedures; development of master plans of the country and each locality...
About Investment Law: Research investment policies by industry and sector; review the provisions of the Investment Law in accordance with specialized laws; investment support funds established by localities; supplement provisions on investment termination; special investment procedures; inspect, examine and supervise special investment procedures...
Regarding the Law on Investment under the Public-Private Partnership (PPP) method: BT contracts paid by land fund; additional priority for defense and security projects; investment scale; resource mobilization; BT contracts; expansion of investment subjects; cases requiring additional state capital; BOT projects signed contracts before the current PPP Law takes effect; contract payment mechanism; procedures for unilateral termination of contract performance period; projects using public investment capital; public investment sectors; payment mechanism; transitional regulations...

Thursday, November 7, 2024: (i ) Morning: The National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Securities Law, the Accounting Law, the Independent Audit Law, the State Budget Law, the Law on Management and Use of Public Assets, the Tax Administration Law and the Law on National Reserves; (ii) In the afternoon , the National Assembly discussed in the hall the draft Law on Electricity (amended).
