On June 21, the National Assembly continued the 22nd working day of the 7th Session of the 15th National Assembly at the National Assembly House, Hanoi .

In the morning, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the hall to listen to Member of the National Assembly Standing Committee, Secretary General of the National Assembly - Head of the National Assembly Office Bui Van Cuong present a report explaining, accepting and revising the draft Resolution on the establishment of the National Assembly's Thematic Supervision Team in 2025; then, the National Assembly voted to pass the Resolution on the establishment of the National Assembly's Thematic Supervision Team in 2025 by electronic voting. The results were as follows: 449 delegates participated in the vote (equal to 92.2% of the total number of National Assembly delegates); 448 delegates approved (equal to 91.99% of the total number of National Assembly delegates); 1 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates).
Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Law Committee Hoang Thanh Tung present a Report on explanation, acceptance and revision of the draft Law on Archives (amended); then, the National Assembly voted to pass the Law on Archives (amended).
The results are as follows: 463 delegates participated in the vote (equal to 95.07% of the total number of National Assembly delegates); 457 delegates approved (equal to 93.84% of the total number of National Assembly delegates); 6 delegates did not vote (equal to 1.23% of the total number of National Assembly delegates).
Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the hall the draft Law on Juvenile Justice. At the discussion session, 26 opinions were expressed by National Assembly deputies and 7 opinions were debated by National Assembly deputies.
Delegates basically agreed on the development of the Juvenile Justice Law to fully institutionalize the Party's policies and guidelines related to the care, education and protection of children; develop regulations suitable to the age and psychology of minors, overcome the limitations of the current legal system; and be consistent with the general trend and practices of many countries in the world.
In addition, delegates focused on discussing the following contents: name, scope of regulation, and subjects of application of the draft Law; guiding viewpoints for the development of the Law; explanation of terms; basic principles; determining the age of minors; handling of diversion for minors who commit crimes (diversion measures; cases where diversion measures are applied; cases where diversion measures are not applied; conditions and principles for applying diversion measures; diversion procedures; authority to apply diversion measures; meeting to consider and decide on applying diversion measures in the community...); preventive measures, coercive measures; application of penalties for minors; social workers in juvenile justice activities; establishment of a Fund to support juvenile justice activities; separation of criminal cases involving minors who commit crimes; Procedural procedures for minors as victims and witnesses; execution of prison sentences, community reintegration...
At the end of the discussion, Chief Justice of the Supreme People's Court Nguyen Hoa Binh spoke to explain and clarify a number of issues raised by National Assembly deputies.
In the afternoon, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15, and the Law on Credit Institutions No. 32/2024/QH15.
At the discussion session, 11 National Assembly delegates expressed their opinions. The delegates basically agreed on the early implementation of the Laws; at the same time, they contributed many opinions on the feasibility and the level of meeting the conditions to ensure the implementation of the Laws, especially the issuance of guiding documents by the Government, the Prime Minister, ministries, branches, localities and the organization of propaganda and dissemination of laws.
National Assembly deputies requested the Government to take responsibility for promptly issuing and directing ministries and branches to guide and support localities in issuing guiding documents to ensure quality, progress and appropriate roadmap; carefully review transitional provisions to ensure consistency, synchronization, feasibility, and no overlap or contradiction within each law, between laws and the legal system; clearly and fully identify risks, challenges and negative consequences to have solutions to control and overcome them; clearly stipulate related responsibilities, report to National Assembly deputies after the Law is passed, not to allow legal gaps and loopholes or to allow negativity, policy exploitation, and legalization of violations; not to cause obstacles, congestion and difficulties for localities, people and businesses; not to create negative legal effects, affecting the legitimate rights and interests of people, businesses, security, order and social safety.
National Assembly deputies also requested that the Drafting Committee should consult with National Assembly deputies before passing the Law to ensure high unity and consensus.
At the end of the discussion, Minister of Natural Resources and Environment Dang Quoc Khanh spoke to explain and clarify a number of issues raised by National Assembly deputies.
On June 24, in the morning, the National Assembly held a plenary session in the hall, voting to pass the Law on Organization of People's Courts (amended); discussed the draft Law on Prevention and Combat of Human Trafficking (amended); in the afternoon, the National Assembly held a plenary session in the hall, voting to pass the Resolution on approving the 2022 state budget settlement; discussed the draft Law on Value Added Tax (amended).
