The following is the Vietnam-China joint press release:
1. At the invitation of Premier of the State Council of the People's Republic of China Li Qiang, Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh paid an official visit to the People's Republic of China and attended the 14th Annual Pioneers Meeting of the World Economic Forum (WEF) in Tianjin from June 25 to 28, 2023.
Prime Minister Pham Minh Chinh attended the official welcoming ceremony at the Great Hall of the People in Beijing, chaired by Premier of the State Council of the People's Republic of China Li Qiang.
During the visit, Prime Minister Pham Minh Chinh met with General Secretary and President of China Xi Jinping; held talks with Premier of the State Council Li Qiang; and had meetings with Chairman of the Standing Committee of the National People's Congress Zhao Leji and Chairman of the National Committee of the Chinese People's Political Consultative Conference Wang Huning.

In an atmosphere of friendship, sincerity and trust, the two sides informed each other about the situation of each Party and each country, exchanged in-depth opinions and reached many important common perceptions on strengthening and deepening the Vietnam-China comprehensive strategic cooperation in the new situation and international and regional issues of mutual concern. Prime Minister Pham Minh Chinh also inspected the Xiong'an New Area in Hebei Province (China).
2. The two sides agreed that the current relations between the two Parties and the two countries of Vietnam and China are developing well, and the comprehensive strategic cooperation between the two countries has achieved practical results. The two sides agreed to continue to well implement the "Joint Statement on further promoting and deepening the comprehensive strategic cooperative partnership between Vietnam and China" during General Secretary Nguyen Phu Trong's visit to China in 2022, closely maintain high-level exchanges, enhance exchanges between the Party, Government, National Assembly of Vietnam and the National People's Congress of China, the Vietnam Fatherland Front and the Chinese People's Political Consultative Conference; enhance exchanges and mutual learning in the process of promoting the construction of socialism in each country and exploring modernization with each country's characteristics.
Promote the overall coordination role of the Vietnam-China Bilateral Cooperation Steering Committee, deepen exchanges and cooperation in key areas such as diplomacy, defense, law enforcement, trade and economics, and humanities.
3. The two sides emphasized that Vietnam and China are connected by mountains and rivers, share the same aspirations and destiny, and strive for the happiness of the people, the prosperity of the country, and the noble cause of peace and development of mankind.
Vietnam considers developing relations with China a strategic choice and top priority, while China considers Vietnam a priority direction of China's neighborly diplomacy.
Vietnam highly appreciates the Community of a Common Destiny for Mankind, the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative proposed by China, and the two sides will have in-depth discussions on specific measures.
4. The two sides agreed to actively promote the connection of development strategies between the two countries, accelerate cooperation in building a high-quality “Belt and Road”; strengthen road and railway connectivity in border areas, build a multimodal, highly efficient and sustainable logistics system; ensure smooth border crossings, accelerate the upgrading, opening and connection of border gate infrastructure, promote cooperation in smart border gates, and accelerate the implementation of harmonious development of production chains and supply chains.
Strengthening mutual learning and exchange between state-owned enterprises, actively seeking opportunities to enhance bilateral and multilateral cooperation in key mineral sectors. Vietnam will continue to create a good business environment for Chinese enterprises to invest in Vietnam.
5. The two sides agreed to enhance friendly exchanges and mutually beneficial cooperation between localities of the two countries, especially border provinces; strengthen education on Vietnam-China friendship for the people of the two countries, especially the young generation; well organize friendly exchange activities such as the Vietnam-China Youth Friendship Meeting, the Vietnam-China Border People's Festival, and the Vietnam-China People's Forum.
6. The two sides will seriously implement the important common perceptions reached between the leaders of the two Parties and the two countries and the “Agreement on basic principles guiding the settlement of maritime issues between Vietnam and China”, properly control disagreements at sea, strengthen cooperation at sea, and maintain peace and stability in the East Sea.
The two sides agreed to continue to promote the comprehensive and effective implementation of the “Declaration on the Conduct of Parties in the East Sea” (DOC), on the basis of consensus and consultation, to soon reach a substantive and effective “Code of Conduct in the East Sea” (COC) in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea.
7. The Vietnamese side consistently upholds the “one China” policy, reaffirms that Taiwan is an inseparable part of China, resolutely opposes separatist activities demanding “Taiwan independence” in any form; and will not develop any state-level relations with Taiwan.
8. The two sides advocate that countries, on the basis of equality and mutual respect, carry out exchanges and cooperation on human rights issues, promote enhanced international dialogue and cooperation on human rights issues, and resolutely oppose the politicization of human rights issues.
9. The two sides agreed to uphold genuine multilateralism, jointly safeguard international justice and fairness, strengthen coordination on major and important international and regional issues; continue to strengthen coordination and support each other within international and regional frameworks such as the United Nations, the Asia-Pacific Economic Cooperation (APEC), ASEAN-China, and the Mekong-Lancang Cooperation.
Implement the Regional Comprehensive Economic Partnership (RCEP) well. Vietnam supports China's accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) on the basis of compliance with the standards and procedures of the Agreement.
10. During the visit, the two Prime Ministers witnessed the signing of cooperation documents in the fields of market surveillance, smart border gates, less sensitive areas at sea, etc.
The two sides agreed that the official visit to China by Prime Minister Pham Minh Chinh was a great success, deepening the Vietnam-China comprehensive strategic cooperative partnership, which is beneficial to peace, stability and development in the region and the world.
Prime Minister Pham Minh Chinh thanked China for its warm and friendly welcome and respectfully invited Prime Minister Li Qiang to visit Vietnam. Prime Minister Li Qiang happily accepted the invitation.
