Agreed on urgent investment to expand Ho Chi Minh City - Long Thanh - Dau Giay Expressway

(PLVN) - The Ministry of Construction agreed to expand the Ho Chi Minh City - Long Thanh - Dau Giay expressway in an emergency manner, serving the exploitation of Long Thanh airport and connecting regional infrastructure.

The Ministry of Construction has agreed with the proposal of the Vietnam Expressway Corporation (VEC) to implement the Ho Chi Minh City - Long Thanh - Dau Giay Expressway expansion project as an emergency construction project, to ensure the progress of putting Long Thanh airport into operation and strengthen infrastructure connectivity in the Southern key economic region.

In a document sent to the Ministry of Finance on May 24, the Ministry of Construction affirmed that the investment in expanding the above section meets the criteria for urgent construction works as prescribed in Point b, Clause 1, Article 130 of the Construction Law, thereby allowing the application of a special mechanism to speed up the implementation progress.

This is a key traffic project serving direct connection from the center of Ho Chi Minh City to Long Thanh International Airport, expected to be operational from 2026, via the expressway and the city's beltways 2 and 3.

According to Clause 1, Article 130 of the Construction Law, urgent construction works are works that need to be implemented quickly to solve urgent problems related to energy security, environment, and technical infrastructure, according to the decision of the Prime Minister . In case of approval, the Prime Minister has the right to apply special mechanisms, including shortening the survey, design, and bidding procedures, to shorten the investment implementation progress.

The Ministry of Construction also emphasized the role of the Ministry of Finance as the agency in charge of public investment management and bidding, and proposed to coordinate in advising the Prime Minister on the mechanism for selecting contractors and appropriate specific procedures, ensuring the set progress.

The Ho Chi Minh City - Long Thanh Expressway expansion project is over 21.9 km long , passing through Thu Duc City and Long Thanh and Nhon Trach districts (Dong Nai). The route will be upgraded from 4 lanes to 8-10 lanes, with a total investment of over VND16,386 billion, including interest costs during construction.

VEC proposed to start the project on August 19, 2025, 2.5 months earlier than the traditional plan, and basically complete it in 2026, shortening the construction time by about 3 months.

Specifically, the section from the Ring Road 2 intersection to Ring Road 3 (Km4+000 - Km8+844.5) will be constructed in 13 months and completed in September 2026; the section from Ring Road 3 to the Bien Hoa - Vung Tau Expressway intersection (Km8+844.5 - Km25+920), except for Long Thanh Bridge, will be completed in October 2026; Long Thanh Bridge (Km11+428.75 - Km13+747.25) will be constructed in 20 months, with the main bridge expected to be completed in December 2026 and the entire project completed in March 2027.

The implementation of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway expansion project under the emergency mechanism is considered appropriate in the context of the region's infrastructure being under great pressure before the operation of Long Thanh airport. This is also one of the projects with regional connectivity, connecting the southern traffic system and creating momentum for economic growth in the Southeast region.
