In Muoi Noi commune, there are no more pesticide bottles and jars thrown haphazardly on fields, fields, and streams, because every few hundred meters along the roads leading to the production area, there is a tank to store pesticide packaging. Thanks to funding from state programs and projects, the commune has installed 46 tanks in the fields of 31 villages. Mr. Quang Van Nguyen, Sang Sang village, shared: Before, there were no tanks, people just threw them away wherever they could, even near water sources. Now, there are tanks placed along the roads in the fields, we put the pesticide packaging in tightly tied plastic bags and put them in the tanks according to the instructions.
Hung Loc Agricultural Service Cooperative, Chieng Khuong Commune, currently maintains 52 hectares of fruit trees. Mr. Tran Van Loc, Director of the Cooperative, said: Every year the Cooperative uses a large amount of pesticides, disposing of about 27 kg of bottles and packaging. Previously, members often collected and burned them in vacant lots. For nearly 10 years, the commune has arranged a storage tank in the production area, and members have proactively collected and disposed of bottles in designated areas.
According to the Department of Agriculture and Environment, every year, about 15,000 - 20,000 hectares of crops in the province use pesticides. Regulations require at least 1 tank to store pesticide packaging for every 10 hectares of cultivated land using pesticides, equivalent to the demand of about 15,000 - 20,000 tanks in the whole province. However, by 2020, only 5,122 tanks were built from the state budget, meeting only about 30% of the demand. To strengthen the management of pesticide packaging in agricultural production, on November 22, 2021, the Provincial People's Committee issued Decision No. 2858/QD-UBND, approving the Project on management, collection and destruction of used pesticide packaging for the period 2021-2025. Up to now, the whole province has organized 211 conferences and training sessions on integrated propaganda on collecting pesticide packaging for 6,422 people; built 716 new tanks located along the road, far from water sources, with a capacity of 1 m³, with waterproof covers; collected 113,773 kg of packaging, of which 111,933 kg were destroyed, 2,510 kg are being stored at the Pat warehouse, Chieng Sinh ward.
Mr. Ho Trung Kien, Head of the provincial Department of Crop Production and Plant Protection, said: Pesticide packaging contains toxic chemicals, if not properly disposed of, it will cause serious pollution. The authorities regularly inspect and supervise the collection and disposal of used packaging, while promoting propaganda to raise awareness among people and businesses about proper collection and disposal.
However, the collection of pesticide packaging still faces many difficulties, such as high transportation and tank installation costs due to complex terrain; lack of transit points and no specialized collection and treatment unit, so localities have to mobilize local forces, lacking stability.
To ensure the synchronous collection and treatment of used pesticide packaging, the Department of Agriculture and Environment is consulting with the province to propose the Central Government to amend, supplement or replace Circular No. 05/2016/TTLT-BNNPTNT-BTNMT, which was issued under the 2013 Law on Environmental Protection, which has now been replaced by the 2020 Law. At the same time, it is recommended that the Provincial People's Committee continue to allocate resources for collection, transportation and encourage enterprises to invest in agricultural and forestry production to build tanks, collect and treat pesticide packaging according to regulations.
To reduce environmental pollution, localities need to promote the socialization of tank construction, strengthen propaganda, training, and mobilize people to collect used pesticide packaging. At the same time, expand organic production and use biological pesticides to reduce production costs and protect the environment.
